This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center staff activated to support COVID-19 mitigation and response operations and information sharing, and virtually activated to support city’s reopening and re-staffing. Carlsbad’s rate is now at 4.10%, slightly lower than the 4.31% rate reported in Encinitas. Gallery guests may now save their place in line through the app, eliminating wait times and allowing for the social distancing still required due to the pandemic. Guests are encouraged to book an online reservation. Onsite staff will register walk-in guests based on availability. Current gallery hours are Tuesdays and Thursdays 11-5 and will be updated on the city website as hours increase. The exhibition runs through May 23. Parks & Recreation • Staff monitored community centers with gyms at Pine Avenue, Calavera Hills and Stagecoach community parks for limited active and passive use, such as basketball shoot-arounds and youth camps, at 10% maximum capacity. • Staff monitored the Leo Carrillo Ranch Park historic structures and visitor center for limited use, such as self-guided tours and youth camps, at 25% maximum capacity. • Outdoor gatherings of up to 50 people were allowed as of April 15 under the orange tier restrictions and the state’s update on “Additional Activities.” o Staff monitored six gatherings of up to 25 people that were permitted at various parks’ reservable picnic shelters and open space areas since April 15 and found general compliance with COVID-related protocols o If general compliance with COVID related protocols continues, staff anticipates increasing the threshold for permitting reservable picnic shelters and open space, consistent with the state’s tier allowance, on May 1. • The operator of The Canyons Restaurant at The Crossings at Carlsbad Municipal Golf Course continued to monitor dining activities, including indoor dining now at 50% maximum capacity, in accordance with the orange tier restrictions. • Update on staff’s actions related to the senior meal program: o Provided 821 meals to Carlsbad residents 60 or older during the past week ▪ 476 meals were delivered to residents’ homes by staff ▪ 345 meals were picked-up at the Senior Center by residents ▪ Total number of meals provided represents a 17% increase in the average total number of meals provided before the pandemic o Picked up boxes of donated fresh produce from the Carlsbad Strawberry Company and re-distributed the produce through the senior meal program Communication & Engagement • Communicated via city communication channels about the following topics related to the COVID-19 public health emergency: o Daily case data and update on county and state triggers o County remains in orange tier despite slight increase in adjusted case rate o Vaccine updates: ▪ County goal to fully vaccinate 75% of San Diego residents 16 and older CORONAVIRUS ACTIONS April 21, 2021 Page 5 ▪ Vaccine progress and milestones ▪ Discussion of herd immunity ▪ Johnson & Johnson vaccine pause could be lifted soon o State Department’s do not travel guidance o States with highest case rates o COVID test availability at drug stores o Update on in-person city services and health precautions taken o Updated state metrics and what it’ll take to move back to a more restrictive tier o New guidance for gatherings o Updated events and performance guidelines o Carlsbad’s case rate compared to other cities in the county o Reminder of all the public health guidelines o Shop local tips o Virtual city programs: ▪ Public meetings ▪ Human Library ▪ Genealogy: Who do we think we are ▪ Minecraft 3D design ▪ Earth Month events ▪ San Diego Opera ▪ Whitney Shay Concert • Updated city services webpage with latest ways to access city services • Continue to upload approved safe reopening plans for various city facilities to the online reopening hub • Sent employee update #80 o Importance of mandatory health screening at city facilities o Expanded in-person services o Future of remote work o No new employee cases o Vaccine eligibility and where to book appointments o City’s new phone system o How staff can celebrate Earth Month o Staff kudos – Environmental Management team • COVID-19 printing: o Orange tier at a glance for police education and enforcement o Library reopening signs o Faraday Center reopening signs CORONAVIRUS ACTIONS April 21, 2021 Page 6 c: Celia Brewer, City Attorney Geoff Patnoe, Assistant City Manager Gary Barberio, Deputy City Manager, Community Services Paz Gomez, Deputy City Manager, Public Works Laura Rocha, Deputy City Manager, Administrative Services Michael Calderwood, Fire Chief Neil Gallucci, Police Chief Maria Callander, Information Technology Director David Graham, Chief Innovation Officer Judy von Kalinowski, Human Resources Director Kristina Ray, Communication & Engagement Director Nick Ordille, Assistant Fire Chief Kyle Lancaster, Parks & Recreation Director
