Background As of the last project update on March 11, 2021, Attachment A, staff and project consultants have continued to work toward revising and finalizing the local mobility analysis (LMA), transportation demand management (TDM) plan and the vehicle miles traveled (VMT) analysis for the project. Discussion Staff continue to review the VMT analysis prepared by Fehr & Peers, who revise the documents as needed. They submitted the most recent version of the analysis for staff review the week of April 19, 2021. In addition to reviewing the reports, staff are developing language to condition the project on the transportation system management requirement to mitigate project impacts to southbound El Camino Real at Faraday Avenue left-turn pockets. Staff anticipated incorporating the cost of the left-turn pocket modifications into the fiscal year 2021-22 CIP Budget request, but this will likely be deferred to a future date. Next Steps Staff currently anticipate that the project application, revised reports and updated environmental document will be deemed complete and subsequently posted for public review in June 2021. The revised timeline is as follows: June 2021 August 2021 October 2021 March 2022 February 2023 June 2024 Post Conditional Use Permit (CUP) application documents for public review Planning Commission approval of CUP Request City Council approval of bridging documents Request City Council approval of design-build contract Design-builder completes design and permitting for start of construction Estimated completion of construction Public Works Branch Fleet & Facilities Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2730 Council Memo -Orion Center Project Update (District 2) April 29, 2021 Page 2 Attachment: A. Re : Orion Center Project Update (District 2) {city of Carlsbad Memo ID #2021058 This memorandum provides an update to a previous memorandum dated Oct. 1, 2020, ori the status of the Orion Center Project, Capital Improvement Program (CIP) Project No. 3572 (project), which will construct a maintenance and operations facility that will house Public Works Branch and Parks & Recreation Department field staff. Background As of the last project update on Oct. 1, 2020 (Attachment A), staff and project consultants have contin~ed to work toward revising and finalizing the local mobility analysis (LMA), transportation demand management (TDM) plan and the vehicle miles traveled (VMT) analysis for the project. Discussion In December 2020, staff was concerned that the VMT analysis being prepared by the traffic engineering consultant was not progressing as expected. In January 2021, staff retained Fehr & Peers, a consultant that helped the Community Development (CD) Department prepare the city's VMT analysis guide, to prepare an independent VMT analysis for the Orion Center project. On Feb. 12, 2021, Fehr & Peers completed their comprehensive analysis and submitted it for city review. On Feb. 23, 2021, CD staff returned review comments, and the analysis is currently being updated by Fehr & Peers. In January 2021, an updat ed version of the LMA report and TDM pl an were submitted to CD staff, who returned review comments last mont h. The cu rrent ly ident ified measures to mitigate the transportation system management (TSM) requirements include payment of a fair-share contribution t oward extending the left-turn pockets .on southbound El Camino Real at Faraday Avenue and paying for signal controller modifications at that intersection. The costs of the roadway modifications are anticipated to be incorporated into the CIP Budget for fiscal year 2021-22. Next Steps Staff anticipates that the project application, revised reports and updated environmental document will be deemed complete and subsequently posted for public review in April 2021. Memo ID #2020203 This memorandum provides an update on the status-ofthe Orion Center Project, Capital Improvement Program (CIP) Project No. 3572 (project), which will construct a maintenance and operations facility that will house Public Works Branch and Parks Department field staff. Background Since the last project update submitted on May 9, 2019, Public Works staff has been working diligently with Roesling Nakamura Terada Architects, Inc. (RNT) and Griffin Structures, Inc. (GSI) to address regulatory and other comments raised by Community Development staff regarding the Conditional Use Permit (CUP) application, which was originally submitted in December · 2018; The comments were related to stormwater treatment and control, landscaping, fire safety and traffic impacts and mitigation. Over the course of the year, city staff worked with the consultants to address potential impacts and develop appropriate.mitigation measures and project modifications t o ensure the project complied with appropriate land use regulations; in particular, traffic impacts. 1·n late 2019, staff was finalizing the draft environmental document to prepare for public review. The mitigation measures that were identified to address traffic impacts included payment of a fair-share contribution toward the cost of extending the left-turn lanes at the intersections of El Camino Real/Faraday Avenue al)d El Camino Real/Palomar Airport Road. However, on Jan. 21, 2020, staff informed the City Council that the city's Climate Action Plan (CAP) contained an incorrect calculation of the vehicle miles traveled (VMT), and for that reason, the CAP was "unqualified" as a mitigation tool to address and mitigate project-level impacts resulting from greenhouse gas (GHG) emissions. Because the California Environmental Quality Act (CEQA) determination for the Orion Center Project relied on the CAP to address GHG impacts, the project could not move forward until either a site-specific GHG analysis was prepared or the CAP deficiencies were addressed. Public Works Branch Faraday Center 1635 Faraday Ave I Carlsbad, CA 92008 I 760-602-2730 Council Memo -Orion Center Project Update Oct: 1, 2020 Page 2 On June 16, 2020, the City Council adopted new Vehicle Miles Traveled (VMT) standards pursuant to state law and, on July 14, 2020, the City Council approved a revised CAP, which resulted in a qualified CAP that could again be used to address project-level GHG impacts. On Sept. 21, 2020, the cons~lting team submitted updated traffic impact reports and studies to show compliance with the new standards, which are currently being reviewed by staff. Next Steps Staff anticipates that the project application, revised reports and updated environmental document will be deemed complete and subsequently posted for public review in early December. The revised timeline is as follows: January 2021 Post CUP application and environmental document for public review March/April 2021 Planning Commission approval of CUP May/June 2021 Request City Council approval of bridging documents October 2021 Request City Council approval of design-build contract August 2022 Design-builder completes design and permitting for start of construction December 2023 Estimated completion of construction cc: Scott Chadwick, City Manager Celia Brewer, City Attorney Laura Rocha, Deputy City Manager, Administrative Services Tom Frank, Transportation Director Kyle Lancaster, Parks & Recreation Director Jeff Murphy, Community Development Director Vicki Quiram, Utilities Director John Maashoff, Public Works Manager Tim Selke, Parks Ser:vices Manager Babaq Taj, Engineering Manager James Wood, Environmental Manager David Padilla, Interim Engineering Manager I !l ii I ii Ii 1 , 11 f ll i 11 I
