Background On March 23, 2021, the City Council set a goal of reducing the unsheltered homeless population in Carlsbad by 50% within five years. On April 27, 2021, the City Council authorized a work plan to support this goal. Discussion Due to the significant interest in the City of Carlsbad's actions related to homelessness, staff are planning a series of virtual town hall meetings in May and June. These meetings will focus on three main objectives: 1. Share information about the city's existing programs and upcoming initiatives to reduce homelessness. 2. Gather input from the community that will help shape the direction and implementation of the city's initiatives. 3. Address misinformation about this issue and answer the public's questions. To increase community participation arid feedback, city staff will also be disseminating information in an online survey on the topics and questions covered in the town hall meetings. This will enable an even broader cross section of community members to learn about the issues and provide feedback. Next Steps Staff will plan meetings tailored for each City Council district, including an opportunity for City Council members to provide opening remarks for the meeting in their district. Members of the city's homeless response team will provide information and answer questions. In addition to promoting the meetings through city communication channels, staff encourages City Council members to share this opportunity with constituents through their local networks. Staff recommends these meetings and other opportunities for feedback be completed in time for the first meeting to take place in June 2021.
