This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center staff activated to support COVID-19 mitigation and response operations and information sharing, and virtually activated to support the city’s reopening and re-staffing. Carlsbad’s rate is now at 4.27%, slightly lower than the 4.47% rate reported in Encinitas and the 4.94% rate in Poway. Hours will be Monday through Thursday, 10 a.m. to 7 p.m. and Friday through Saturday, 10 a.m. to 5 p.m. o Current services are continuing and include account management, computer use, browsing the collections, and curbside pickup and drop-off. • The current Cannon Art Gallery exhibit will close at 7 p.m. tomorrow, May 20. o The virtual tour will remain available on the Gallery’s webpage. o The Cannon Art Gallery will reopen with the 2021 Juried Biennial Exhibition on Saturday, June 12. This exhibit will showcase 43 pieces of art from 30 local artists and will be open through Aug. 7, 2021. • The 2021-22 Community Arts Grants application deadline has been extended from May 24 to June 7. o This year, applications are completed through a new software platform allowing a more user-friendly and streamlined applicant experience. Links to apply are available on the Cultural Arts Community Arts Grants homepage. Parks & Recreation • Staff monitored parks, community/visitor centers and historic structures for compliance with county and state COVID-19 public health protocols and requirements. Staff attempted to educate non-compliant patrons, and contacted Police if efforts were unsuccessful. • The orange tier restrictions and the state’s Industry Guidance on Fitness Centers allowed use of community centers with gyms at 25% capacity as of April 7 o Factoring in that patrons have generally complied with the pandemic protocols at 10% capacity, staff increased the capacity of these centers to be consistent with the state’s tier allowance starting May 15. o Staff also expanded the hours of these centers by two hours so they will be open from 10 a.m. to 8:30 p.m., Monday through Friday, effective May 17. • The orange tier restrictions and the state’s Industry Guidance on Museums and Art Galleries allowed use of the historic structures and visitor center at Leo Carrillo Ranch Park at 50% capacity as of April 7. o Factoring in patrons’ compliance to date with the protocols at 25% capacity, staff increased the capacity of these structures and the center to be consistent with the state’s tier allowance starting May 15. • The orange tier restrictions and the state’s update on “Additional Activities” and its Industry Guidance on Private Events allowed modified receptions, meetings and conferences as of April 15. o Staff increased the capacity for such private events, consistent with the state’s tier allowance, starting June 5. o For Leo Carrillo Ranch Park: Staff approved the contract catering firm’s safe reopening plan - permitting an outdoor wedding on May 27 and on May 28 (with CORONAVIRUS ACTIONS May 19, 2021 Page 5 less than 100 guests and assigned seating), and allowing an increase in capacity for private events, consistent with the state’s tier allowance, effective June 5. o For The Canyons Restaurant of The Crossings at Carlsbad Municipal Golf Course: staff approved the contract management firm’s safe reopening plan - authorizing the firm to hold a reception on May 25 and on May 29, and allowing an increase in capacity for private events, consistent with the state’s tier allowance, effective June 5. • On May 12, staff received state guidance and county recommendations for the resumption of limited in-person services for seniors. Staff is reviewing that guidance for applicability to the Carlsbad Senior Center.
