Dear Mr. Jacob: This report presents the geotechnical observations and the results of testing performed by NOVA Services, Inc. (NOVA) during earthwork operations for the subject project. This report addresses only the geotechnical considerations associated with the project construction. The geotechnical services described herein were performed by NOVA for RAF Pacifica during the period of October 13, 2017 to June 19, 2018. 1.1 SCOPE OF SERVICES 1.1.1 General The scope of services provided by NOVA during the construction period is abstracted below. 1. Soil Observation and Testing. NOVA performed observations as requested during earthwork operations for removals, grading, and placement of structural fills and backfills. NOVA performed in-place density and moisture content tests of placed fills, backfills and for paving materials. Laboratory testing was performed on materials utilized during the earthwork operations. 2. Technical Support. NOVA provided technical support in response to geotechnical related issues during construction. 3. Reporting. Preparation of this report completes NOVA’s scope of services. As-Graded Geotechnical Report Lot 7, Carlsbad Oaks North Business Park November 6, 2018 NOVA Project No. 1017858 2 1.2 SITE AND PROJECT DESCRIPTION 1.2.1 Location The development encompasses Lot 7 of the Carlsbad Oak North Business Park. Lot 7 is located northwest of the intersection of Whiptail Loop East and Faraday Avenue in the City of Carlsbad, California. The commercial community includes 24 lots in about 149 developable acres. 1.2.2 Project Description The subject project consists of the development of a two-level commercial building and associated driveways and parking areas. The building is approximately 79,600 square feet (sf). The building is constructed of tilt-up construction supported by conventional foundations. Loading docks are provided on the east and west sides of the building, providing ‘dock high’ loading access for trucks. A concrete masonry unit (CMU) retaining wall rising about 6 feet in height was constructed north of the site entrance. 1.3 PREVIOUS EARTHWORK AT SITE The initial phase of business park development started in approximately 2004 and was completed in 2006. Lot 7 and all of the Carlsbad Oaks North Business Park lots were mass graded during this period. A record of that work is reported in the referenced Geocon 2006 report. This report documents mass grading that resulted in cuts to bedrock along the western side of Lot 7, and engineered fill with a maximum thickness of about 15 feet along the east and south of Lot 7. The referenced Geocon 2006 reports that soil placement was engineered including control on undercutting, placement of oversized materials and densification as is described below. 1. Undercutting. Areas where rock or dense formational material was exposed at or near street subgrades were undercut approximately 7 feet to facilitate excavation for utilities. Undercutting in the area of building pads was less rigorous. Geocon 2006 notes that: “The undercut criteria where formational materials [were] exposed near finished grade of the building pads was determined on a case-by-case basis by the owner, depending upon the apparent rippability of the materials exposed. Future excavations in areas where under cuts were not performed may encounter difficult digging and require breaking and/or localized blasting.” 2. Oversized Material. Earthwork was managed to limit oversize material to less than 12 inches in the upper 10 feet of building pads and roadways. Oversized material was further limited within the upper 3 feet, such that no particles greater than about 6 inches, was allowed in this interval. 3. Densification/Compaction. In-place density testing was performed throughout the earthwork to ensure that soils were placed to at least 90% relative compaction and the appropriate moisture content after ASTM D1557 (the ‘modified Proctor’). The referenced EEI 2005 reports observations of a visual reconnaissance of Lot 7 in 2005, noting: “The pad for Lot 7 appears to be close to completion of rough grading. The majority of Lot 7 is ‘cut,’ and hard rock ‘floaters’ [were] observed locally at or near rough subgrade elevations. Based upon discussions with the project geologist for Geocon, ‘floaters’ surrounded in a rippable decomposed granite (DG) groundmass, are common within the property as a whole, and should be expected in future precise grading of the subject lots.” As-Graded Geotechnical Report Lot 7, Carlsbad Oaks North Business Park November 6, 2018 NOVA Project No. 1017858 3 Testing reported in Geocon 2006 shows that the near surface soils are predominantly sandy, with very low expansion potential. This finding is consistent with NOVA’s observation of soils during the grading operations. 1.4 EARTHWORK AND DENSITY TESTING 1.4.1 General Prior to earthwork operations, any existing improvements, debris, topsoil and vegetation in the areas being improved were removed and disposed of offsite. 1.4.2 Description of Operations The grading contractor F.J. Willert and several utility contractors including Collins Pacific Plumbing, Inland Valley Pipeline, and Icon Electric utilized a variety of medium to heavy size equipment to perform the earthwork. Equipment included: scrapers loaders, graders, backhoes, dozers, track excavators, sheepsfoot, rollers, remote trench rollers, and manually operated reciprocating hammers. NOVA provided observation of earthwork operations as requested by the General Contractor (TFW Construction). Quality Assurance (QA) in-place density testing was performed after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’) on all materials placed as compacted fills and backfills. The approximate locations of field density tests are shown on the attached Plates. The laboratory test results are presented in Table I. The field in-place density test results are summarized in Table II. Earthwork for the building consisted of placing fills of up to 8 feet to establish the building pad grade. A cut and fill transition existed in the building pad. At the surface, the northern portion of the building pad exposed granitic materials while the southern portion exposed the previously placed compacted fills. As such, the northern cut portion of the pad was over-excavated about 8 feet. The removals extended a minimum of 3 feet laterally beyond building footprint. A representative from NOVA approved the bottom of excavations. Imported clayey soils were placed in the over-excavated areas up to three feet from finish pad grade at locations as indicated on the attached Plates. The over-excavated areas within the building pad was then capped with three feet of non-expansive select fill derived from the excavated soils. New fills were placed in relatively thin lifts, moisture conditioned and compacted to at least 90 percent relative compaction after ASTM D1557 in accordance with the project specifications. The field density test results are summarized in Table II. The soils in areas receiving new fills within the southern portion of the building pad were scarified, moisture-conditioned and compacted to at least 90 percent relative compaction. Select fills were placed in relatively thin lifts, moisture conditioned and compacted to at least 90 percent relative compaction after ASTM D1557 in accordance with the project specifications. The field density test results are summarized in Table II. Retaining Wall A retaining wall was constructed along the northern side of the site driveway entrance. The masonry (CMU) construction wall was identified as “Wall A” on the referenced civil plans Excel 2017. The site wall is approximately 5.3 feet high and 70 feet long. The footings for the wall extended into competent granitic materials. Retaining wall backfill operations consisted of select soils that were moisture conditioned to near optimum moisture content, and placed in relatively thin, uniform lifts. Backfill was densified to at least 90% relative compaction after ASTM D1557. The field density test results are summarized in Table II. NOVA did verify the presence of wall subdrains located near the base of the constructed retaining wall. Utility Trenches NOVA observed the backfilling operations as requested for several utility line trenches where indicated. Backfill soils were moisture conditioned to near optimum moisture content and compacted to at least 90% relative compaction after ASTM D1557. Pavement Prior to the placement of paving materials, subgrade preparations consisted of scarifying the surficial soils, moisture conditioning, and compacting the subgrade to at least 95 percent relative compaction. Paving materials consisted of aggregate base and asphalt concrete compacted to at least 95 percent of the material’s maximum density in accordance with ASTM D6938 and ASTM D2950, respectively. Density Testing In-place density and moisture content testing of compacted fill, backfills, and paving materials were performed by NOVA’s field representative in accordance with ASTM D6938 and ASTM D2950. The results of field density testing are summarized in Table II of Appendix A. The approximate locations of field density tests are shown on the attached figures. Laboratory Testing The field density testing was supported by laboratory testing of representative samples of soils utilized for fills, backfills, and pavement materials in accordance with ASTM D1557. The test results are presented in Table I of Appendix A. The indications of this testing are the basis for NOVA’s judgments regarding the relative compaction of the fills placed. 1.5 OBSERVED SOIL AND GEOLOGIC CONDITIONS The soil and geologic conditions observed during the excavation were generally consistent with those described in NOVA’s revised Report of Preliminary Geotechnical Investigation (NOVA 2017b). Formational materials exposed in the excavations consisted of Cretaceous-aged Granitic Bedrock (Kgr). The structure is built entirely on compacted fill. 1.6 CONCLUSIONS Based on the observations and testing reported herein, it is NOVA’s opinion that the soil engineering and engineering geologic aspects of the grading are in compliance with the approved geotechnical reports (NOVA 2017b) and the grading plan (Excel 2017). 1.7 LIMITATIONS This report presents information and data relative to the earthwork at the subject site. Representatives of NOVA conducted periodic testing and made observations during the progress of the construction to evaluate conformance with the project requirements. References to elevations and locations herein were based on surveyors or grade checker stakes in the field and from the project grading plans prepared by Excel Engineering (Excel 2017). NOVA did not provide construction surveying services. NOVA has no opinion regarding the accuracy of the elevations or surface geometry with respect to the approved plans. The presence of NOVA personnel during the work progress did not involve any direct supervision of the Contractor or his work forces. Professional and technical advice and recommendations were provided to the owner and/or his designated representative based upon NOVA’s observations. Results presented herein are As-Graded Geotechnical Report Lot 7, Carlsbad Oaks North Business Park November 6, 2018 NOVA Project No. 1017858 5 only representative of the samples and areas tested.
