This memo focuses on actions and information that are new since the last update. Emergency Operations Center • Emergency Operations Center staff activated to support COVID-19 mitigation and response operations and information sharing, and virtually activated to support the city’s reopening and re-staffing. Any newsworthy or significant COVID-19 related reports from the county will continue to be forwarded to the City Council as soon as they are issued. Carlsbad’s rate is now at 4.28%, slightly lower than the 4.48% rate reported in Encinitas and the 4.95% rate in Poway. Services available include selecting library materials to check out, use of check- out equipment and computers, printing and copying, and assistance at service desks. There is currently no seating available inside the libraries and no in-person programs. Curbside service for picking up library materials will continue at all three library sites. • After an extended hiatus, the Sculpture Garden, located behind the city’s Communication & Engagement offices and across the street from the Cole Library, has reopened with a retrospective exhibit titled “Another Glance: Celebrating 25 Years in the Garden” featuring nine contemporary artworks. This display space, refreshed with new lighting and landscaping, is open Tuesdays through Saturdays from 10 a.m. to 5 p.m. Parks & Recreation • The orange tier restrictions and the state’s update on “Additional Activities” and its Industry Guidance on private events allowed modified receptions, meetings and conferences as of April 15. o For Leo Carrillo Ranch Park, staff approved the contract catering firm’s safe reopening plan, permitting outdoor weddings on May 27 and on May 28 with fewer than 100 guests, assigned seating and allowing an increase in capacity for private events, consistent with the state’s tier allowance, effective June 5 o For The Canyons Restaurant of The Crossings at Carlsbad Municipal Golf Course, staff approved the contract management firm’s safe reopening plan, authorizing the firm to hold receptions on May 25 and on May 29, and allowing an increase in capacity for private events, consistent with the state’s tier allowance, effective June 5 • On May 12, staff received state guidance and county recommendations for the resumption of limited in-person services for seniors.
