Background On March 16, 2021, the City Council approved the plans and specifications and authorized the project for construction bids. At that time, staff estimated the construction cost to be over $200,000, which required City Council approval per Carlsbad Municipal Code Section . 3.28.080(E). The project was then advertised for bids on the city's website on March 17, 2021. The Reflectivity Sign Replacement Program was established to address poor sign reflectivity or aging sign conditions by funding improvements for locations throughout the city. This CIP project is a unique project, yet similar to the Street Name Sign Replacement Program which replaced all street name signs to upgrade retro-reflectivity in 2016. Phase 1 of this project will address approximately 1,680 signs throughout the city. Staff previously estimated a project cost of over $200,000; however, multiple bids were received under this amount. Carlsbad Municipal Code section 3.28.040(C)(3), as well as the updated City of Carlsbad Purchasing Manual, authorizes the city manager to award contracts under $200,000. Discussion Eleven bids were received for the Phase 1 project ranging from $153,065 to $334,767. RCB Enterprises, Inc. (RCB) was determined to be the lowest responsive and responsible bidder with a bid in the amount of $153,065: Staff verified references and determined RCB could perform the work described in the bid documents, thereby finding them to be a responsible bidder. Since award amount with construction contingency of $40,000 remains within the city manager's authority, staff plan to award accordingly. The preconstruction meeting is expected to follow soon thereafter, with construction commencing by early July 2021. The contract allows for 90 working days to complete the project, once the notice to proceed is issued.
