The project site, which comprises of a 13.86-acre site, is currently developed with an industri;,I building onsite. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies. and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans. policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: General 1. General Plan and zoning designations for the property are as follows: a. General Plan: Planned Industrial (Pl) b. Zoning: Heavy Commercial -Limited Industrial Zone {C -M) c. The property is located within Area 1 of the Carlsbad Research Center Specific Plan. 2. The project requires the issuance of a building permit. Please contact the Building Division for submittal requirements at building@carlsbadca.gov. 3. Development Standards. Staff supports the proposed two outdoor employee areas subject to compliance with the requirements of the Carlsbad Research Center Specific Plan. The comments provided below are not inclusive of all the requirements. Please refer to the Carlsbad Research Center Specific Plan for all requirements. The maximum building coverage of all buildings, including accessory structures, shall not exceed 50 percent of the gross lot area. The plans submitted for a building permit must provide a lot coverage breakdown and include any proposed trellis or shade structures. ·b: · Setbacks. No structure shall be located within 30 feet of the front property line. Plans submitted for a building permit are required to provide a full site plan with all setback dimensions and must comply with the standards contained within the Carlsbad Research Specific Plan. c. Walls and Fences. i. No wall or fence exceeding 42 inches in height shall be constructed closer than 30 feet from the front property line abutting Faraday Avenue. In addition, no fence, wall, or retaining wall shall exceed a height of eight feet outside of the 30- foot front yard setback from the front property line. ii. Fences and walls must be designed as an integrated part of the building architecture and site design. Plans submitted for a building permit must provide full wall/fence details including height and length dimensions, color, and materials that complement the overall architecture and design of the existing building. d. Landscaping. i. A minimum of 15 percent of the gross lot area must be landscaped. Plans submitted for building plan check are required to show the total square footage of landscaping onsite and must maintain the 15 percent landscape requirement, after the removal of the existing landscaping to accommodate the proposed outdoor employee areas. ii. If the project is required to replace 2,500 square feet or more of the existing landscaping to meet the minimum 15 percent landscaped area, conceptual landscape exhibits shall be prepared in accordance with the General Requirements listed in Section 3 of the City of Carlsbad Landscape Manual, and a landscape plan check is required. A landscape plan check is a separate but concurrent process with the building plan check review. However, a building permit will not be issued until the landscape plan check is approved. The landscape plan check must be submitted through the Planning Division by emailing devappt@carlsbadca.gov to schedule an appointment. Questions regarding the submittal requirements for a landscape plan check can be directed to olanning@carlsbadca.gov. Complete the city's Storm Water Standards Questionnaire (Form E-34}. This questionnaire will guide you and the City in determining what type of reports and storm water mitigation must be completed to satisfy state and City storm water quality requirements. The questionnaire can be obtained on the city's web site. Preliminary analysis suggests that the project is a 'Standard' Project and shall provide two completed Standard Project Requirement Checklist (E-36 Form). The form is available on the city's website. 2. Show and label the existing easements on the site plan. 3. Provide on the site plan the legal description of the property and assessor's parcel number {APN). 4. Provide on the site plan the earthwork quantities of cut, fill, import, export, and remedial grading in cubic yards. 5. Provide on the site plan for the proposed retaining walls, the top of wall, finish surface, and top of footing elevations. 6. Verify that the proposed work can properly convey drainage through the area and does not impact existing drainage paths. Building: 1. The proposed project will require accessible benches installed per 2019 CBC 1.16-903.
