HomeMy WebLinkAboutCD 2021-0015; THE FORUM; Admin Decision LetterJune 23, 2021 Steven Kohn Kohn Architecture 9939 Hibert Street, Ste. 202 San Diego, CA 9213 SUBJECT: CD 2021-0015 (DEV12010)-THE FORUM Ccityof Carlsbad 8FILE COPY IJ'l"";/.,/ 6/zs-/21 The City Planner has completed a review of your application for a Consistency Determination, CD 2021- 0015, which is a modification to the Site Development Plan, application No. SOP 00-10, to revise the approved architecture for the tenant suite located at 1923 Calle Barcelona, Suite 139, located within The Forum shopping center. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed project is a revision to the approved architecture of an individual tenant suite and to demise the existing space into two retail tenant spaces. The architectural revisions to the storefront includes the following: • Replace a portion of the front fa~ade with storefront glass to accommodate an additional retail tenant • Increase the storefront height from 10 to 12 feet • Remove the cornice and add an L-shaped contemporary stucco projection which wraps around the top portion of the fa~ade. The projection includes a series of plaster control joints to complement the design of the contemporary store to the south • Remove the architectural tower above the subject suite; all rooftop equipment will continue to be screened by the existing parapet • Re-plaster the front fa~ade with the same Mission-style finish and color palette that currently exists in the shopping center • Add two new awnings (yellow and blue) over the two new storefronts In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the original Site Development Plan for the shopping center, SDP 00-10, and the Green Valley Master Plan, MP 92-01, allow flexibility in the design of the individual storefronts in the Forum shopping center, Specifically, per MP 92-01, variations in theme may be used to accent specific areas or stores in the retail center. The proposed revision to add contemporary features to the storefront provides a transition from the adjacent contemporary storefront to the south to the Mediterranean- inspired storefront to the north. The proposed building material changes maintain the overall eclectic design, quality and function of the project. No changes to the site plan are proposed. 2} The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the proposed revisions to the facade result in an architectural design that will complement the variations in design throughout the shopping center. In addition, the contemporary design complements the design of the adjacent tenant to the south. ' 5) The proposed revision does not rearrange the major land uses within the development in that no additional buildings or uses are proposed beyond the scope of what was approved for the original Site Development Plan, application No. SDP 00-10. 6) The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code In that there are no changes to parking, landscaping, setbacks, or coverage. An architectural tower will be removed in conjunction with the proposed project. Therefore, the height of the building will be decreasing above the subject storefront. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the proposed improvements do not create any inconsistencies or new impacts relative to the environmental review process associated with the original project's approval. 8) The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with ttie proposed change. 10} The proposed change would not be readily _discernable to the decision makers as being substantially different from the project as originally approved as the original Site Development Plan for the shopping center, SDP 00-10, and the Green Valley Master Plan, MP 92-01, allow flexibility in the design of the individual storefronts in the Forum shopping center. Specifically, per MP 92-01, variations in architectural themes may be used to accent specific areas or stores in the retail center. The proposed revision to add contemporary features to the storefront provides a transition from the adjacent contemporary storefront to the south to the Mediterranean-inspired storefront to the north. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35.
