HomeMy WebLinkAboutCD 2021-0014; VILLAS LIFT STATION REPLACEMENT; Admin Decision Letter("Cityof Carlsbad July 13, 2021 BFILE COi j /l1t,t r /~/ 7 (tf /21 Sean Diaz Utilities Public Works City of Carlsbad 5950 El Camino Real Carlsbad, CA 92008-8802 SUBJECT: CD 2021-0014 (PUB 2020-0015) -Villas Lift Station Replacement, CIP 5550 The City Planner has completed a review of your application for a replacement of existing equipment to maintain reliability and comply with ~afety requirements, at Villas Sewer Lift Station for Villas at Calavera Hills, located at 2860 Winthrop Avenue (APN: 167-480-21-30) which is a modification to the previously approved Tract Map (CT 82-16, Drawing 231-1B, Sheet 18). After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed modifications include: • Replace existing pump discharge piping and replace and relocate the flow meter to a new underground vault. • Replace above-grade check valves and piping and relocate to a new underground vault. • Replace the sewer pump electrical controls, storage and communications cabinets. • Replace the west-facing, existing, wooden access gate and fence with a new gate and fence. • Construct a new weather canopy over the new electrical panels to protect motor controls and alarms. • Replace the wet well access hatch with new hatch and safety grating. The existing wet well would remain. • Replace existing Portland cement concrete paving damaged during construction. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1} No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the project would provide in- kind replacements of existing components, and the operations of the facility would remain intact. The new weather canopy would be constructed to protect the equipment and would not impede or change the essential functions of the facility. Community Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I ww~.carlsbadca.gov CD 2021-0014 (PUB 2020-0015) -Villas Lift Station Replacement, CIP 5550 July 13, 2021 Pa e 2 2} The request represents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the project would provide in-kind replacements of existing components of the facility to provide updated equipment in order to maintain reliability of the facility and comply with current standards for safety and to construct a new weather canopy to preserve the equipment. The project would provide upgrades to the facility that would improve upon the operations of the existing facility. 3) The proposed revision does not change the density or boundary of the subject property in that the project is limited to in-kind replacement of existing components of the facility and construction of a new weather canopy and would not result in an expansion of the size or use of the facility. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit in that the project is limited to in-kind replacement of existing components and a weather canopy, the land use will remain consistent with the original permit. 5) The proposed revision does not rearrange the major land uses within the development in that the project is limited to in-kind replacement of existing components and construction of a new weather canopy and would not rearrange or change the major land uses within the existing development. 6) The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that the project would provide in-kind replacement of existing components and construct a new weather canopy, both of which would be negligible changes to the existing development. 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the project would provide in-kind replacement of existing components and construct a new weather canopy, the current operations of the facility would remain the same and thus would not result in any significant environmental impacts or require additional mitigation. 8} The proposed change would not result in any health, safety or welfare impacts in that the project would provide in-kind replacement of existing components of the facility that would improve current operations including ensuring the health, safety and welfare of the community. The new constructed weather canopy is a small structure that would help protect that equipment. 9} There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change in that the facility was to intended to provide a lift station service to the surrounding neighborhood, there are no known major issues or controversies associated with the facility and thus the replacement of existing components and construction of a new weather canopy would not exacerbate any known issues or controversies. 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved in that the project would provide in-kind replacement of existing components and the new weather canopy would be relatively small, both changes would not be discernable to the decision makers or the general public. CD 2021-0014 (PUB 2020-0015) -Villas Lift Station Replacement, CIP 5550 July 13, 2021 Pa e 3 Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35. Please submit two (2) blueline copies (24" X 36") of all applicable exhibits for the project file of the amended site plan. The copies must be submitted, stamped "Consistency Determination," and signed by the City Planner prior to issuance of any grading or building permits for the project. The Consistency Determination Title Block stamp, and other Title Block stamps, can be downloaded from the City's website at http://www.carlsbadca.gov/services/depts/planning/applications.asp.
