• Per State of California Executive Order N-29-20, and in the interest of public health and safety,
we are temporarily taking actions to prevent and mitigate the effects of the COVID-19
pandemic by holding beach preservation commission meetings and other public meetings
electronically or by teleconferencing.
• All public meetings will comply with public noticing requirements in the Brown Act and will be
made accessible electronically to all members of the public seeking to observe and address the
beach preservation commission.
• Beach preservation commission meetings can be watched via livestream or replayed on the city
website at www.carlsbadca.gov.
• You can participate in the meeting by e-mailing your comments to the Parks & Recreation
Department at parksandrec@carlsbadca.gov, subject line Beach Preservation Commission, prior to
commencement of the agenda item. Your comment will be transmitted to the Beach
Preservation Commission at the start of the agenda item.
• If you desire to have your comment read into the record at the Beach Preservation Commission
meeting, please indicate so in the first line of your e-mail and limit your e-mail to 500 words or
less.
• Emails will be read for three minutes each, unless the presiding officer (usually the chair)
changes that time.
• These procedures shall remain in place during the period in which state or local health officials
have imposed or recommended social distancing measures.

PUBLIC COMMENT: In conformance with the Brown Act and California Executive Order No. N-29-20,
a total of 15 minutes is provided so members of the public participate in the meeting by submitting
comments as provided on the front page of this agenda. The clerk will read comments as requested up
to a total of 15 minutes. All other comments requested to be read by the clerk will trail until the end of
the meeting. In conformance with the Brown Act, no Council action can occur on these items.
VII. DEPARTAMENTAL REPORTS
1. SR # 0803-1 AGUA HEDIONDA LAGOON FOUNDATION ACTIVITIES
Agua Hedionda Lagoon Foundation will provide an update on lagoon foundation activities, specific
to beach preservation in Carlsbad.
2. SR # 0803-2 NORTH BEACH CLEAN UP EVENT
The Commission will discuss with city staff the planning of a beach cleanup event on the city
controlled north beach and determine when to proceed with the event.
3. SR # 0803-3 REVIEW OF PROGRESS ON COMMISSION’S ANNUAL WORK PLAN
The commissioners will participate in the review of progress on the Beach Preservation
Commission’s Annual Work Plan Goals and Tasks.
The remainder of the categories is for reporting purposes. In conformance with the Brown
Act, no public testimony and no Commission action can occur on these items.

1.SR # 0621-1 ADOPT PARKS & RECREATION MEETING CALENDAR
The Commission discussed the proposed meeting calendar. Chair Luna proposed changing
the start time to 5:00 p.m. After brief comments by Commissioner Simons and Vice-Chair
Martinez, it was decided to leave the start time at 5:30 p.m.

2.SR # 0621-2 DEAD HERITAGE TREES – DISPOSITION OF TREE STUMP/BURL ON GRAND AVE
The Commission received a report from Parks & Recreation Director Kyle Lancaster on a dead
heritage tree and the disposition of the stump/burl on Grand Avenue.
Kyle Lancaster reported that after monitoring the tree’s condition for months after being
treated for insects, the tree was determined to be dead by four certified arborists. Staff
posted 30-day notices regarding the tree’s removal and no appeals on the decision to remove
the tree were received.
Kyle Lancaster reported the Parks & Recreation Commission serves as the city’s tree board.
He further discussed the Community Forest Management Plan along with the following
portions of two chapters and an appendix that address the disposition of dead city-owned
trees:
• Chapter 6, Page 37 – Heritage Tree Program
• Chapter 8, Page 319 – Community Green Waste, Wood and Tree Recycling
• Appendix A, Page 383 – Carlsbad Municipal Code chapter 11.12 – Trees

Kyle Lancaster further explained the actions related to this tree, in this case, staff intended
to – and subsequently did – arrange for the salvaged wood from the tree to be delivered to
local mills for woodworking projects At the time the tree was being scheduled for removal,
Don Christiansen (resident) asked about the possibility of repurposing the tree trunk as a
historic public art piece or bench.
Mr. Christiansen later provided public comment on the concept of repurposing this tree’s
trunk into a public art piece or bench at the November meetings of the Arts Commission, the
Parks & Recreation Commission and the Historic Preservation Commission. None of the three
Commissions acted on his request.
On Nov. 22, 2019, the tree was removed to the stump and the stump itself was scheduled for
grinding and removal within the following two weeks. On Nov. 24, 2019 Mr. Christiansen left
a message for staff, expressing thanks for consideration of his request and suggesting similar
consideration for other dead heritage trees.
On Dec. 4, 2019, Mr. Christian sent an email to the City Council requesting that the tree’s
stump/burl be removed, and “that citizen input be solicited for the ‘highest and best use’ of
what remains…to create an artistic and historic bench”. City Manager instructed staff to
refrain from the stump removal and to seek the City Council’s direction on the request in the
spring of 2020.
The following options were provided for the Parks & Recreation Commission, with option
one recommended by staff:
• Option 1 – Remove tree stump/burl from the public right away
• Option 2 – Pursue citizen input, design and carving of the tree stump/burl into a
public bench
Mr. Christiansen emailed the following comment to staff’s recommendation:
Thank you for the straightforward response. I continue to see the stump as a low-cost starting
point to display historic functional art. The more “the Village” is torn down and replaced with
multi story buildings the more important it is to keep some reminders of the way things were.
(6/11/21 email).
The commission approved staff’s recommended action to advise the City Council to direct
staff to remove the stump/burl of a dead heritage street tree from the public right of way on
the south side of Grand Avenue, immediately east of Jefferson Street.

3. SR # 0321-1 DEPARMENT REPORT
Recreation Services Manager Mike Pacheco and Parks Planning Manager Kasia Trojanowska
reported on recently completed, ongoing and upcoming Parks & Recreation Department
programs, events and park projects.
Chair Luna stated that when the opportunity arises, he would like Parks & Recreation
Department to pursue the connectivity of the South Shore Agua Hedionda Lagoon (Hub Park)
Trail along the lagoon to the freeway underpass.
Vice Chair Martinez complimented the Parks & Recreation staff on the job they are doing and
mentioned a great experience at The Crossings Golf Course and Kyle Lancaster responded he
provided that feedback during the recent golf course steering committee meeting.
Commissioner Thorp inquired about the contractor that is currently servicing the community
parks.
Staff explained that Nissho of California is our current contractor and we are expecting good
performance and are seeing a positive start up.
Commissioner Simons asked if we stopped requiring reservations at the Alga Norte Aquatic
Center and Mike Pacheco responded that all facilities were back to normal operating hours,
with the exception of the Senior Center, and that reservations were no longer needed.
Commissioner Sebahar was encouraged to see progress in the parks and would like to see
access to a more robust trail system and Kyle Lancaster informed him that is staff’s desire, as
well as that of the City Council, to pursue the South Shore Aga Hedionda Lagoon (Hub Park)
Trail connectivity.
Commissioner Steketee asked if the properties adjacent to Hub Park were also owned by
SDG&E. She also inquired about the Buena Vista Reservoir Park completion date. Staff
responded that, SDG&E is the owner of properties adjacent to Hub Park and the city is
working with the contractor to finalize the schedule for Buena Vista Reservoir Park and
anticipated it would open mid to late summer.

2. The March 4, 2021, Special Housing Commission meeting minutes were approved (4-0; Evans
absent)
3. The Housing Commission elected John Nguyen-Cleary for Chair and Marissa Cortes-Torres for
Vice-Chair of the Housing Commission (4-0; Evans absent).
4. The Housing Commission received a presentation from Director Murphy, Community
Development Director, and Homeless Services Program Manager Nelson on the City Council’s
priority goal to reduce homelessness. Staff answered Commissioner and public questions. No
action required.
5. Housing Services Manager de Cordova, made a number of announcements: 1) Council approved
the 2021 Housing Commission work plan with the addition of at least one future joint meeting
with the City Council Homeless Action Subcommittee; 2) Housing Commission will be asked at a
future meeting to nominate a CDBG Advisory Committee representative to serve a two-year
term; and 3) the Housing Services office will be re-opened to the public on Tuesday, June 15,
2021, at 8 a.m.

APPROVAL OF MINUTES: By a 6/0/1 vote (Commissioner Lafferty abstained), the Planning Commission
approved the minutes of the June 2, 2021 Planning Commission meeting.
APPROVAL OF MINUTES: By a 6/0/1 vote (Commissioner Luna abstained), the Planning Commission
approved as amended the minutes of the June 16, 2021 Planning Commission meeting.
1. CDP 2020-0024/SDP 2020-0002 (DEV2020-0130) – TOYOTA CARLSBAD – By a 7/0 vote, the Planning
Commission approved a Coastal Development Permit and Site Development Plan for the demolition
of the existing dealership buildings and the construction of a new 24,381 square-foot automobile
dealership, located on a 2.93-acre lot at 5424 Paseo del Norte, within the Car Country Carlsbad
Specific Plan (SP 19(J)), the Mello II Segment of the Local Coastal Program and Local Facilities
Management Zone 3.
2. GPA 14-05/ZC 14-03/LCPA 14-05/SDP 14-14/SUP 14-05/HMP 14-03/MS 14-12 (DEV14058) – INNS
AT BUENA VISTA CREEK – By ad 5/2 vote (Commissioner Kamenjarin and Lafferty no), the Planning
Commission recommended approval of a General Plan Amendment, Zone Change, and Local
Coastal Program Amendment to change the land use on a 2.66-acre property from Regional
Commercial (R) to Open Space (OS) and to change the zoning from General Commercial (C-2) to
Open Space (OS); and a recommendation of approval for a Minor Site Development Plan, Floodplain
Special Use Permit, Habitat Management Plan Permit and Minor Subdivision to subdivide a 2.66-
acre parcel into two open space parcels for habitat restoration/wetland buffer; and to allow for 1)
the realignment and improvement of an existing storm drain line and outlet, 2) the realignment of
an existing sewer line, 3) the addition of new water service line; 4) minor grading within a floodplain;
5) minor improvements to the Shoppes at Carlsbad Ring Road and parking lot, and 6) the incidental
take of species of concern in association with the development of a hotel project in the city of
Oceanside along Carlsbad’s northern border generally located south of State Route 78 and east of
Jefferson Street within the Mello II Segment of the Local Coastal Program and Local Facilities
Management Zone 1.
