HomeMy WebLinkAbout2021-08-03; Beach Preservation Commission; ; North Beach Clean-Up Event Meeting Date: Aug. 3, 2021 To: Beach Preservation Commission From: Kyle Lancaster, Parks & Recreation Director Staff Contact: Michael Tully, Parks Planner Subject: North Beach Clean-Up Event Recommended Action The Commission will discuss with city staff the planning of a beach cleanup event on the city controlled north beach and determine when to proceed with the event. Discussion At the Feb. 4, 2020, Beach Preservation Commission meeting, the Commission received a staff report (Exhibit 1), then nominated and appointed Commissioners Briggs, Prietto, and Steindlberger as an ad-hoc committee to work with Parks & Recreation staff to plan and coordinate a beach clean-up event on the city-controlled northern beach. At the Oct. 6, 2020 Beach Preservation Commission meeting, the Commission received a staff report (Exhibit 2) and comments from the ad hoc committee on the plans and potential schedule for the beach clean- up event. The Commission decided that, due to the State of California’s COVID-19 pandemic red tier reopening status, the beach cleanup would be postponed until the County of San Diego was moved to a lesser tier. At the June 1, 2021 meeting this agenda item was due for consideration but since there was some uncertainty regarding the State of California’s COVID-19 reopening process, the Commission decided to postpone the item until the Aug. 3, 2021 meeting. With clearer guidelines to the state’s COVID-19 reopening system, a date for the beach cleanup event may now be considered. Exhibits 1.) Feb. 4, 2020 Staff Report 2.) Oct. 6, 2020 Staff Report Meeting Date: Feb. 4, 2020 To: Beach Preservation Commission From: Kyle Lancaster, parks & recreation director Staff Contact: Michael Tully, parks planner Subject: Election of ad-hoc committee for planning and coordinating a northern beach clean-up event Recommended Action Solicit nominations for and elect ad-hoc committee members for planning and coordinating a northern beach clean-up event. Discussion On Dec. 3, 2019, the Commission received a staff report on Beach Grooming Analysis (specific to the northern beach in Carlsbad) [Exhibit 1]. Volunteer beach clean-up events are one of the grooming opportunities described in that staff report. At the conclusion of that Beach Preservation Commission meeting, the Commissioners requested a future meeting agenda item to consider the formation of an ad-hoc committee to plan and coordinate a northern beach clean-up event. Elections will be conducted for an ad-hoc committee for a northern beach cleanup event. After nominations have been received and accepted, the Commissioners will vote to elect the ad-hoc committee for a northern beach cleanup event. Executive Summary On Dec. 3, 2019, the Commission received a staff report on Beach Grooming Analysis (specific to the northern beach in Carlsbad). On Feb. 4, 2020, the Commission nominated and appointed Commissioners Prietto, Briggs and Steindlberger as the ad-hoc committee for this purpose. Since the appointment, the ad-hoc committee has been meeting regularly with Parks & Recreation Department staff to plan and coordinate a beach clean-up. The ad-hoc committee’s primary focus was on a clean-up schedule, public safety protocols during the COVID-19 pandemic, and public outreach. Findings will be presented by ad-hoc committee representative Briggs. Upon receiving the report, the Beach Preservation Commission will determine whether to proceed with the northern beach clean-up.
