Recommended Action
The Commission will participate in the review of the progress on the Beach Preservation
Commission’s Annual Work Plan Goals and Tasks.
Discussion
At the regularly scheduled meeting on Dec. 1, 2020, the Beach Preservation Commission
adopted their 2020-2021 work plan. Goal four of the adopted work plan states the following…
Tri-annually report out the progress on completing the Goals & Tasks of the Beach
Preservation Commission’s Work Plan.
a. Participate in the review of these goals and tasks during an agenda item
scheduled every other meeting of the Beach Preservation Commission.
This will be the second of three scheduled agenda items for 2021, reporting out the progress on
completing the goals and tasks of the Beach Preservation Commission work plan.
Next Steps
The Beach Preservation Commission will continue to implement and report out progress on
completing the goals & tasks set forth in the Beach Preservation Work Plan.

RESOLUTION NO. 2021-026
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORNIA, APPROVING THE BEACH PRESERVATION COMMISSION
WORK PLAN FOR FISCAL YEAR 2020-21
WHEREAS, Chapter 2.15 of the Carlsbad Municipal Code (CMC) requires that each board
or commission provide to the City Council for its approval an annual work plan of activities to be
undertaken by the board or commission; and
WHEREAS, the work plan includes the commission's mission statement, its composition
and its annual goals and tasks; and
WHEREAS, on Jan. 14, 2020, the City Council adopted resolution No. 2020-009, renaming
the Beach Preservation Committee to Beach Preservation Commission and approving the Beach
Preservation Commission Work Plan for fiscal year 2019-20; and
WHEREAS, since that date, three of the six regularly scheduled Beach Preservation
Commission meetings were held. The other regularly scheduled meetings were canceled due to
non-actionable agenda items and impacts from the COVID-19 pandemic; and
WHEREAS, at the regularly scheduled meetings of Oct. 4 and Dec. 1, 2020, the Beach
Preservation Commission reviewed the existing annual work plan and discussed the opportunity
for making changes to the content; and
WHEREAS, the commission decided against making changes to work plan's mission
statement and composition; and
WHEREAS, the commission did decide to make changes to the goals and tasks, by (a) using
a written perspective felt to be more representative of the commissioners, (b) refining existing
tasks for greater specificity and adding new tasks related to periodic monitoring/touring of
Carlsbad Beaches and surrounding areas to assess physical conditions, usage factors and safety
considerations, and (c) adding a new goal to routinely report out the progress of completing the
goals and tasks of the work plan during commission meetings; and
WHEREAS, on Dec. 1, 2020, the Beach Preservation Commission approved its work plan
for fiscal year 2020-21 (Exhibit 3, Attachment A) and recommended approval by the City Council.

NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. That the City Council of the City of Carlsbad approves the Beach Preservation
Commission Work Plan for FY 2020-21, attached hereto as Attachment A.
PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City
of Carlsbad on the 19th day of January, 2021, by the following vote, to wit:
