Dear Mr. Stewart:
In accordance with the project architect’s request, we have reviewed the referenced project grading
plans (BWE, 2021) for general conformance with the project geotechnical report (Ninyo & Moore,
2017) and update addendum (Ninyo & Moore, 2021) for the planned development of Fire Station
No. 2, located at 1906 Arenal Road in Carlsbad, California. Based on our review, the reference
project grading plans (BWE, 2021) are in general conformance and incorporate the
recommendations of the project geotechnical report (Ninyo & Moore, 2017) and update addendum
(Ninyo & Moore, 2021), with one exception. The one exception is the planned installation of an
infiltration device (permeable pavers) adjacent to the northern side of the building without the
recommended setback of 20 feet. However, we understand that this condition is mitigated with the
use of an impermeable liner along the edge of the northern building foundations, as incorporated in
the project structural plans. Therefore, with this one exception being addressed and mitigated, we
consider the project grading plans (BWE, 2021) are in general conformance and incorporate the
recommendations of the project geotechnical report (Ninyo & Moore, 2017) and update addendum
(Ninyo & Moore, 2021).
