February 16, 2021 Attention: Thomas Storer NOVA Project No.: 1018227 One LEGOLAND Way Winter Haven, FL 33884 Subject: Final As-Graded Geotechnical Report Project: Legoland Bioretention Project 1 Legoland Drive, Carlsbad, CA 92008 Permit No.: 2017-0025 Dear Thomas Storer: This report presents geotechnical and geologic observations and the results of testing performed by NOVA Services, Inc. (NOVA) during earthwork operations for the above-referenced project. This report addresses only geotechnical and geologic considerations associated with the project’s construction. The services described herein were performed by NOVA for Merlin Entertainments, Inc. during the period June 21, 2019 to December 20, 2019. NOVA was retained as Geotechnical Engineer-of-Record (GEOR) for this work. BACKGROUND Location The site is located at 1 Legoland Drive, in the community of Carlsbad, County of San Diego, California. The site is located within an existing drainage channel along the north side of Palomar Airport Road and south of Legoland Park. Project Description The bioretention project consisted of the construction of bioretention basins, hydromodification facilities, erosion control facilities, new low height concrete masonry unit (CMU) retaining walls, and planting permanent landscape. Permitted Design Documentation Geotechnical/Geologic The geotechnical reports referenced for the projects design are: (i)Preliminary Geotechnical Investigation Report, LEGOLAND Bioretention Project, Armada Drive to the Crossings Drive, along Palomar Airport Road, Carlsbad, California, NOVAServices, Project No. 2017743, August 3, 2017. (hereinafter, ‘NOVA 2017’). 2 Final As-Graded Geotechnical Report LEGOLAND Biofiltration Project, One LEGOLAND Drive, Carlsbad NOVA Project No. 1018227 February 16, 2021 (ii)Updated Retaining Wall Design Parameters Report, LEGOLAND Bioretention Project, Armada Drive to the Crossings Drive, along Palomar Airport Road, Carlsbad, California,NOVA Services, Project No. 1018227, July 22, 2019. (hereinafter, ‘NOVA 2019’). (iii)Summary of Results of Infiltration Testing Report, LEGOLAND Bioretention Project, OneLEGOLAND Drive, Carlsbad, California, NOVA Services, Project No. 1018227, January2020. (hereinafter, ‘NOVA 2020’). Construction The permitted construction drawings are: (i)Grading and Erosion Control Plans, REC Consultants, Inc., January 30, 2018 (hereinafter, ‘REC 2018’). OBJECTIVES AND SCOPE OF NOVA’S SERVICES Objectives The objectives of the work reported herein were twofold, namely: (i) to observe conditions encountered during grading; and, (ii) to document, by testing and observation, that the earthwork/grading was completed in conformance with the requirements of the design documentation listed above. Scope In order to accomplish the above objectives, NOVA undertook the scope of services abstracted below during construction. Periodic Observation and Testing. NOVA performed observation and testing as requested by the Contractor during earthwork operations (removals, grading, and compaction, etc.). Quality Assurance (QA) in-place density testing of soils placed as compacted fills was performed after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’). The approximate locations of the density tests conducted for this work are shown on the attached Plate. The laboratory test results are presented in Table I. The field in-place density test results are summarized in Table II. Laboratory Testing. The field density testing was supported by laboratory testing of representative samples of soils utilized for fills in accordance with ASTM D1557. The test results are presented in Table I. The indications of this testing are the basis for NOVA’s judgments regarding the relative compaction of the fills placed. Technical Support. NOVA provided periodic technical support in response to geotechnical related issues during construction. Reporting. NOVA provided reporting during the conduct of the work. Preparation of this report completes NOVA’s scope of services. 3 Final As-Graded Geotechnical Report LEGOLAND Biofiltration Project, One LEGOLAND Drive, Carlsbad NOVA Project No. 1018227 February 16, 2021 OBSERVED SOIL AND GEOLOGIC UNITS General The adequacy of earthwork was determined in part by observation of earthwork operations by NOVA representatives familiar with the requirements for earthwork in the Carlsbad area and familiar with both the specific intent and specific requirements of this project. This observation was the basis for selection by NOVA of locations for testing of density and for recovery of samples for laboratory testing. NOVA’s observations during the grading excavation operations indicate that subsurface conditions within the limits of excavation are generally consistent with those described in NOVA 2017. The following subsections provide discussion regarding NOVA’s observations of the geologic units. Engineered Fill (af) Fill materials were moisture conditioned to near optimum moisture content and compacted to at least 90 percent of relative compaction after ASTM D6938 (‘In-Place Density and Moisture by Nuclear Methods’). Santiago Formation (Tsa) The underlying bedrock formation at the site is the Tertiary Santiago Formation. This material generally consisted of dense to very dense sandstones. Santiago Formation was observed at the bottom of excavations and within foundation excavations. CONSTRUCTION SUMMARY General Construction of relevance to this report was completed during the period of June 6, 2019 to December 20, 2020. The General Contractor was for the project’s development was Brightview. The specialty earthwork subcontractor was Naton Engineering Inc. NOVA provided periodic observation of earthwork operations, as requested by the Contractor. The description of earthwork operations provided in the following subsections reflects observations by NOVA during its presence on-site. Earthwork Site Preparation Prior to earthwork operations, debris, topsoil, and vegetation in the areas being improved were removed and from the areas of work. 4 Final As-Graded Geotechnical Report LEGOLAND Biofiltration Project, One LEGOLAND Drive, Carlsbad NOVA Project No. 1018227 February 16, 2021 Operations The contractor utilized a variety of medium to heavy-duty equipment to perform the earthwork. Equipment included: backhoes, tracked dozers, tracked excavators, skid steers and manually operated reciprocating hammers were used where access to larger equipment was limited. NOVA provided periodic observation of earthwork operations, at times requested by the Contractor. The description of earthwork operations provided in the following subsections reflects observations by NOVA during its presence on-site and may not reflect all work by the Contractor. Basin Construction Earthwork for the basin consisted of excavation of existing grade soils to design grades. The forebay and gabion structures were installed with the biofiltration elements consisting of soils, sand, pea gravel. Utilities NOVA observed backfilling operations for utility line trenches. Utilities were backfilled with the excavated soils, placed in loose lifts, and compacted to at least 90% relative compaction after ASTM D1557. Compaction equipment included a sheepsfoot wheel attached to tracked excavators. Retaining Walls Within the bioretention basin, along the southern limits of the project had three (3) CMU retaining walls constructed with an approximate maximum height of 3 feet. Earthwork for areas of the retaining walls may be generalized to have been completed by the step-wise sequence of operations described below: 1. Step 1, Wall Foundations. Retaining wall foundation excavations observed by NOVA representatives were minimally dimensioned in accordance with the approved geotechnical report, and founded into suitable bearing strata. 2. Step 2, Retaining Wall Drainage. NOVA observed selected locations of the installed wall drainage system. Wall drainage included a perforated PVC pipe surrounded with a matrix of rock and wrapped in filter fabric. NOVA was not asked to observe the system’s final connection points. 3. Step 3, Backfill. Retaining walls were backfilled on-site soils that were compacted using hand operated compaction equipment to at least 90 percent relative compaction after ASTM D1557. CONCLUSIONS AND LIMITATIONS Conformance with Design Based on the observations and testing reported herein, NOVA certifies that all the soil engineering and engineering geologic aspects of the project as described herein have been completed in general conformance with the requirements of the approved geotechnical reports (NOVA 2017, NOVA 2019, and NOVA 2020) and the project grading plans (REC 2018). 5 Final As-Graded Geotechnical Report LEGOLAND Biofiltration Project, One LEGOLAND Drive, Carlsbad NOVA Project No. 1018227 February 16, 2021 Limitations Testing and Observation This report presents opinions, information, and data relative to the earthwork at the subject site. Representatives of NOVA conducted periodic testing and made observations during the progress of the construction to evaluate conformance with the project requirements. The testing by NOVA indicates that the earthwork was observed to be in conformance with the project requirements for placement and densification. Results presented herein are only representative of the samples and areas tested. As with any manufactured product, there are statistical variations in the uniformity of an earth fill and in the accuracy of the test used to measure its qualities. As compared with other manufactured products, earthwork has usually wider fluctuations in both the product and the test results. Variations in material properties are inherent in any earthwork operation and should be expected at this site. Survey References to elevations and locations herein were based on surveyors or grade checker stakes in the field and from the project grading plans. NOVA did not provide construction surveying services. NOVA has no opinion regarding the accuracy of the elevations or surface geometry with respect to the approved plans. Supervision The presence of NOVA personnel during the work progress did not involve any direct supervision of the Contractor or his work forces.
