The roughly triangular shaped site is bounded by Cannon Road to the north, a residential development to the southwest, and an undeveloped hill to the east. Prior to grading, the site consisted of a previously graded building pad that supported a paved access road, walled in storage lot, utilities, and other associated improvements. The proposed senior residential community consists of four three-story structures that contain a total of 98 units, a recreation area, RV storage lot, bioswales, at-grade parking lots, utilities, landscaping, and other ancillary improvements. The site was previously graded in 2009 under the observation of Geosoils, Inc. with fill depths ranging from approximately eight to 15 feet. In order to address near surface loose, desiccated fill soil associated with the previous grading operations, the building pad area was overexcavated during recent grading. Excavations were conducted to a minimum depth of four feet and to approximately five feet laterally beyond the proposed building limits, where feasible. Exposed surfaces were scarified and moisture conditioned prior to placement of additional fill. Drive and parking areas were overexcavated to a minimum depth of approximately 18 inches below proposed rough grade elevations. Figure 1 presents a Site Index Map and Figure 2 presents the site layout with an inset image showing the approximate limits of overexcavation and compaction testing for the proposed building pad. As-Graded Report of Observation and Testing of Compacted Fill Proposed Casa Aldea at Carlsbad Southeast of Cannon Road and Wind Trail Way, Carlsbad, California April 7, 2020 CTE Job No. 10-13348G S:\Projects\10-13000 to 10-13999 Projects\10-13348G\Compaction Report\Rpt_Casa Aldea at Carlsbad Comp Testing.doc Page 2 Tabulated results of the field compaction testing performed are provided in the attached Table I, “Compaction Test Summary.” Laboratory results of the reference compaction values for the representative fill materials are provided in Table II, “Laboratory Test Results.” 2.0 PROJECT INFORMATION This report includes a summary of test results and observations performed by CTE during the placement of compacted fill during the recent grading for the building pad and pavement areas at the subject site. Subgrade conditions encountered at the site were generally found to be consistent with those reported in the referenced geotechnical report, consisting of clayey fine to medium grained sand and sandy clay. 3.0 FILL PLACEMENT As indicated, existing surface soils were overexcavated to a minimum depth of approximately four feet throughout the structural improvement areas and 18 inches throughout the drive and parking areas. Overexcavations were conducted such that the exposed surface consisted of suitable, relatively unyielding materials. The exposed bottoms of excavations were observed and confirmed (as appropriate) prior to placement of the compacted fill. Exposed areas to receive fill were then scarified and moisture conditioned in general accordance with project requirements. Described excavations, fill placement, and compaction were generally accomplished using a CAT D9 Dozer, rubber-tired front loader, sheepsfoot vibratory roller, and an excavator. 4.0 TESTING Testing was performed to supplement field observations in promoting compliance with the applicable project requirements. Field-testing of the compacted fill material was conducted in accordance with ASTM D-6938 (nuclear method). Results indicate that fill materials in the areas tested were compacted to a minimum of 90 percent (95 percent for the upper 12 inches of pavement areas) of the laboratory maximum dry density as determined by test method ASTM D-1557. Tabulated results of the field compaction testing performed are provided in the attached Table I, “Compaction Test Summary.” Laboratory determination of the reference compaction values for the fill materials is provided in Table II, “Laboratory Test Results.” 5.0 ADDITIONAL CONSTRUCTION OBSERVATION If performed, any additional grading and backfilling at the site should be observed and tested by CTE to assure conformance with recommendations presented in the approved project soils documents. 6.0 CONCLUSIONS AND RECOMMENDATIONS We conclude that the soil engineering and geologic aspects of the grading are in general compliance with the approved geotechnical documents and the project grading plans. Proposed improvements should be designed and constructed in accordance with the recommendations of the approved soils report. Prior to any significant additional future development, an update geotechnical investigation and report should be performed. However, changes in the conditions of a property can occur with the passage of time, whether they are due to natural processes or the works of man on this or adjacent properties. In addition, changes in applicable or appropriate standards may occur, whether they result from legislation or the broadening of knowledge. Accordingly, the findings of this report may be invalidated wholly or partially by changes outside our control. Therefore, this report is subject to review and should not be relied upon after a period of three years. The field evaluation, laboratory testing and geotechnical analysis presented in this report have been conducted according to current engineering practice and the standard of care exercised by reputable Geotechnical Consultants performing similar tasks in this area. No other warranty, expressed or implied, is made regarding the conclusions, recommendations and opinions expressed in this report. Variations may exist and conditions not observed or described in this report may be encountered during construction. The conclusions and recommendations presented herein have been developed in order to reduce the potential adverse effects of soil settlement and expansion. However, even with the design and construction precautions provided, some post-construction movement and associated distress may occur. Our conclusions and recommendations are based on an analysis of the observed conditions. Observation and testing requests were directed by the client.
