PLACE OF MEETING: COUNCIL CHAMBERS CALL TO ORDER: Chairperson John Nguyen-Cleary called the Meeting to order at 6:02 p.m. ROLL CALL was taken as follows: Present: Shirley Cole Marissa Cortes-Torres Joy Evans Allen Manzano John Nguyen-Cleary Absent: None APPROVAL OF MINUTES: On a motion by Commissioner Manzano and seconded by Commissioner Cole the minutes of the following meeting was unanimously approved: Minutes of the Regular Meeting held June 10, 2021. PUBLIC COMMENT: An email was read into the record from Diane Rivera, Carlsbad resident. PUBLIC HEARINGS: 1. ITEM TITLE – MARJA ACRES SENIOR APARTMENTS Request from USA Properties Fund for a $650,000 loan from the Housing Trust Fund for the Marja Acres Senior Apartments (DEV 16-038). Staff Recommendation: Approve. Mr. Dave de Cordova, Housing Program Manager, gave a presentation of the Marja Acres Senior Apartments request. An email from Diane Rivera and an email from Kris Wright, both Carlsbad residents, were read into the record. Mr. de Cordova gave a summary to the Housing Commission about the Housing Trust Fund. Commissioners inquired about: • The status of Section 8 participants being able to rent. • It was verified age and income qualified individuals can rent. • Dave commented the Section 8 program has over 550 families on it, plus there are over 2,000 units of affordable housing in Carlsbad. • The public can find out about this project as well as others at the Housing & Homeless Services office. • Each development manages their own interest list. • Each participant for the Section 8 program must find a unit with a landlord willing to rent to them with the voucher. Landlords cannot discriminate. • The rent is the same for a Section 8 participant as it is for someone who qualifies for an affordable housing unit. • Affordable housing developments are deed restricted for 55 years. • Units are either ADA compliant or have the ability to be adapted. • One unit will house an on-site manager. • There are programs within the complex to create social interaction between the residents. • There will be extremely low, very low, low and moderate units. ACTION: On a motion by Commissioner Cortes-Torres and seconded by Commissioner Manzano the Resolution of the Housing Commission of the City of Carlsbad, California, recommends approval of a resolution of the Housing Commission of the City of Carlsbad, California, recommending that the City Council approve a $650,000 loan from the Housing Trust Fund to USA Properties Fund, Inc. for the Marja Acres Senior Apartments was approved. AYES: COLE, CORTES-TORRES, EVANS, MANZANO AND NGUYEN- CLEARY NAYS: NONE ABSENT: NONE 2. AVIARA APARTMENTS AFFORDABLE HOUSING PROJECT Request from BRIDGE Housing for a $3,100,000 loan from the Housing Trust Fund for the Aviara Apartments affordable housing project (DEV 2017-0033) Staff Recommendation: Approve. Mr. Jeff Williams, the Project Manager for BRIDGE Housing, gave his presentation. Mr. Kevin Doherty, Summerhill, was available to discuss the request along with Mr. Williams. The Commissioners asked questions and discussed the development: • The management will be the same as with Villa Loma and Poinsettia in Carlsbad. • The units will be studio, one-, two- and three-bedrooms. • The open spaces within the complex were discussed. • Solar panels will be installed on the roofs. • The units will have air conditioning. • Appliances are electric rather than gas for safety. • There will be wrap around services with a service coordinator on site as well as part-time to provide activity services. ACTION: On a motion by Commissioner Cole and seconded by Commissioner Cortes-Torres, the request from BRIDGE Housing for a $3,100,000 loan from the Housing Trust Fund for the Aviara Apartments affordable housing project was approved. AYES: COLE, CORTES-TORRES, EVANS, MANZANO AND NGUYEN- CLEARY NAYS: NONE ABSENT: NONE ANNOUNCEMENTS: David de Cordova, Housing Services Manager, made the following announcements: The City Manager has now requested all meetings to be held virtually until further notice. There was a discussion as to whether we should keep the 4 p.m. time or should we change the time to 6 p.m. as we do have some Commissioners who are working. It was decided the meetings will be changed to 6 p.m. The first scheduled meeting, September 9, 2021, will be considered a special meeting until a resolution is passed and signed changing the meeting to 6 p.m. Ms. Mandy Mills, Housing & Homeless Services Director, was introduced to the Housing Commission. She gave a brief summary about herself. Chairperson John Nguyen-Cleary stated he will have a conflict in October and will not be able to attend that meeting. Commissioner Evans announced she will be resigning as of December 1, 2021. The Community Development Block Grant (CDBG) Advisory Committee will need a representative from this Housing Commission to serve on it. Mr. de Cordova said the HCD certified the Housing Elements with no conditions. Also, Mr. de Cordova will be retiring as of Friday, August 13, 2021.
