NOVA Services, Inc. (NOVA) has reviewed the referenced retaining wall plans (Hillside 2020)
and wall design calculations (LED 2020) for the RAF Pacifica fu·sion project in the city of
Carlsbad, California. The review was limited to the geotechnical aspects of the retaining wall
plans of Hillside 2020 and calculations of LED 2020, reviewing for conformance with the
referenced geotechnical reporting by NOVA. Based on this review, it is NOVA's judgment that
Hillside 2020 and LED 2020 have been prepared in accordance with the recommendations of
NOVA 2019a and NOVA 2019b.
