A RESOLUTION OF THE CITY COUNCIL O.F THE CITY OF CARLSBAD,
CALIFORNIA, DENYING THE APPEAL AND UPHOLDING THE DECISION OF THE
CITY MANAGER TO SUSPEND MARY LUCID FROM THE CARLSBAD SENIOR
CENTER FOR A PERIOD OF SIX MONTHS
EXHIBIT 1
WHEREAS, on August 30, 2021, the City Manager suspended Mary Lucid from the Carlsbad
Senior Center for a period of six months based on her continued violations of the Senior Center's Code
of Conduct and the City's Respectful Workplace and Non-Discrimination Policy; and
WHEREAS, on September 7, 2021, Mary Lucid emailed the City Clerk's Office to request an
appeal of the City Manager's decision to suspend her from the Senior Center; and
WHEREAS, on September 21, 2021, the City Council of the City of Carlsbad held a public meeting
to receive and consider Mary Lucid's appeal, pursuant to Carlsbad Municipal Code section 1.20.310;
and
WHEREAS, the City Council received and carefully considered all of the evidence and arguments
presented; and
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as
follows:
1. That the above recitations are true and correct.
2. Mary Lucid has engaged in a pattern of behavior which constitutes bullying and
harassment of city employees in violation of Rule 4 of the Senior Center's Code of
Conduct and the city's Respec;:tful Workplace and Non-Discrimin~tion Policy.
3. The appeal is denied and the City Manager's decision to issue Mary Lucid a Fourth Notice
of Suspension from the Carlsbad Senior Center is supported by substantial evidence and
is the final decision of the City Council.

PASSED, APPROVED AND ADOPTED at a Regular Meeting of the City Council of the City of
Carlsbad on the 21st day of September 2021, by the following vote, to wit:
AYES: Hall, Blackburn, Bhat-Patel, Acosta, Norby
NAYS: None.
ABSENT: None.
