Review comments provided in the referenced letter (Hetherington Engineering, Inc., 2020) and our responses to these comments are presented below. Comment 1: The Consultant should determine whether the site is a near fault site. Response: Section 6.6 of the referenced geotechnical evaluation geotechnical report (Ninyo & Moore, 2020) discusses the relevant faulting and seismicity associated with the project site. The site is not considered a near fault site. Comment 2: The Consultant should provide the risk category for the site. Response: The seismic risk category for the project site is Risk Category III. Comment 3: The Consultant should provide dynamic lateral force retaining wall design, if necessary. Response: A dynamic lateral earth pressure (PE) value of 22H for retaining wall design is presented on Figure 10 of the referenced geotechnical evaluation report (Ninyo & Moore, 2020). Comment 4: The Consultant should provide a statement as to the impact of the proposed construction on adjacent properties. Response: From a geotechnical standpoint, as designed, the planned project is not anticipated to destabilize adjacent properties or Right-of-Ways. Geotechnical & Environmental Sciences Consultants Ninyo & Moore | 4885 Kelly Drive, Carlsbad, California | 1087410 | February 3, 2021 2 Comment 5: The Consultant should review the project grading and foundation plans, provide any additional geotechnical recommendations considered necessary, and confirm that the plans have been prepared in accordance with the geotechnical recommendations provided in the referenced report. Response: Ninyo & Moore has reviewed the project grading plans (LPA Design Studio, 2021). Based on our review, the referenced grading plans (LPA Design Studio, 2021) are in general accordance with the recommendations of the referenced geotechnical evaluation report (Ninyo & Moore, 2020). This document serves as our grading plan review letter for the project. Additionally, Ninyo & Moore has previously reviewed the project foundation plans (LPA Design Studio, 2020) and found them to be in general accordance with the recommendations of the referenced geotechnical evaluation (Ninyo & Moore, 2020). Comment 6: The Consultant should provide a list of recommended observation and testing during grading and construction. Response: During construction we recommend that the duties of the geotechnical consultant include, but not be limited to: •Observing excavation bottoms and the placement and compaction of fill during earthworkoperations, including trench backfill. •Evaluating imported materials prior to their use as fill, if used. •Performing field tests to evaluate soil compaction during earthwork operations. •Providing continuous observations during ground improvement operations to evaluate theirimplementation and to provide confirmation testing of improved soils. •Observing foundation excavations for bearing materials and cleaning prior to placement ofreinforcing steel or concrete.
