GENERAL NOTES RECYCLED WATER NOTES ALL WORK SHALL BE DONE IN ACCORDANCE WITH THE CARLSBAD MUNICIPAL WATER DISTRICT'S "CARLSBAD RECLAIMATION RULES & REGULATIONS FOR CONSTRUCTION OF RECYCLED WATER MAINS" DATED OCTOBER 1993. DRINKING WATER FOUNTAINS AND DESIGNATED OUTDOOR EATING AREAS SHALL BE PROTECTED AGAINST CONTACT WITH RECYCLED WATER SPRAY. MIST, OR RUNOFF. BEST MANAGEMENT PRACTICES SHALI. BE USED TO ELIMINATE OR CONTROL TO THE BEST EXTENT POSSIBLE PONDING, RUN-OFF, OVERSPRAY AND MISTING. HOSE BIBS ARE STRICTLY PROHIBITED. LACK OF PROTECTION, WHETHER BY DESIGN, CONSTRUCTION PRACTICE OR SYSTEM OPERATION, IS STRICTLY PROHIBITED. IRRIGATION HEADS SHALL BE RELOCATED OR ADJUSTED TO PREVENT OVER-SPRAYING ON SIDEWALKS, STREETS AND NON-DESIGNATED USE AREAS. RECYCLED WATER QUICK COUPLING VALVES SHALL BE OF A TYPE DESIGNED FOR THE USE ON RECYCLED WATER DISTRIBUTION SYSTEMS (SPIKES NOT INTERCHANGEABLE WITH POTABLE WATER QUICK COUPLER SPIKES PER CARLSBAD MUNICIPAL WATER DISTRICT'S RULES AND REGULATIONS. METERS SHALL BE SIZED BY THE CITY OF CARLSBAD MUNICIPAL WATER DISTRICT. WHEN POTABLE WATER LINE AND RECYCLED WATER LINE CROSS, THE RECYCLED LINE SHALL BE INSTALLED WITHIN A PROTECTIVE SLEEVE. THE SLEEVE SHALL EXTEND 10 FEET FROM EACH SIDE, FROM THE CENTER LINE OF POTABLE LINE, FOR A TOTAL OF 20 FEET. A 10 FOOT HORIZONTAL SEPERATION BETWEEN POTABLE WATER AND RECYCLED WATER MAINS MUST BE MAINTAINED AT ALL TIMES. THE POTABLE LINES MUST BE INSTALLED ABOVE THE RECYCLED LINE. A MINIMUM OF 12 INCHES OF VERTICAL SEPERATION BETWEEN UTILITIES MUST BE MAINTAINED AT ALL TIMES. DEVELOPER/ CONTRACTOR SHALL CONDUCT A CROSS-CONNECTION TEST AND COVERAGE TEST AS DIRECTED BY THE CARLSBAD MUNICIPAL WATER DISTRICT ENGINEER OR THE SAN DIEGO COUNTY DEPARTMENT OF ENVIRONMENTAL HEAL TH PRIOR TO ANY USE OF RECLAIMED WATER. QUICK COUPLING VALVES USED IN RECYCLED WATER SYSTEMS SHALL CONFORM TO THE FOLLOWING. A. All work shall be done in accordance with the City of Carlsbad's Rules and Regulations. 2. Drinking water fountains and designated outdoor eating areas shall be protected against contact with recycled water spray, mist or runoff. 3. Best management practices shall be used to eliminate or control to the best possible; ponding, run-off, over-spray and misting. 4. Hose bibbs are stnctly prohibited. 5. Cress -connections between recycled water lines and potable water lines are strictly prohibited. 6. No substitutions of pipe materials will be allowed without prior approval of the City of Carlsbad. 7. All mainline pipe shall have warning tape per the City ofCar1sbad's Rules and Regulations. 8. Hours for irrigation with recycled waler are from 10:00 p.m. to 6:00 a..m. The hours for irrigation with disinfected tertiary recycled water may be modified by the local authority. Irrigation during public use periods with disinfected tertiary recycled water shall be under the supervision of the designated user super,,isor. Irrigation with water of a lesser quality than disinfected tertiary recycled water shall be between the hours of 10:00 p.m. and 6:00 a.m. 9. Burial of all wiring and pipe shall meet the City of Car1sbad's Rules and Regulations. 10. Non-designated use areas shall be protected from contact virith recycled water, whether by windblown spray or by direct application through irrigation or olher use. Lack of protection, whether by design, construction practice or system operation, is strictly prohibited. 11. Irrigation heads shall be relocated or adjusted to minimize or eliminate over-spraying on sidewalks, streets and non-designated use areas. 12. Recycled water quick coupling valves shall be of a type designed for use on recycled water distribution systems per the City of Carlsbad's Rules and Regulations. 13. All appurtenances (sprinkler heads, valve boxes, etc.) on recycled water systems shall be color-coded purple per AWWA guidelines and Section 116815 of the California Health and Safety Code. 14. All irrigation pipe shall be stenciled wilh the warning "Non-Potable or Recycled Water", color ooded (purple) and taid with the warning tape and stenciling oriented toward the top of the trench per the City of Carlsbad's Rules and Regulations. 15. On new on-site systems (post meter), potable water, constant pressure recyded water and sewer lines shall be placed a minimum of four feet apart or as directed by the project engineer and/or regulatory agency. Mearsurements shall be between facing surfaces, no pipe center lines. 16. Constant pressure recycled water lines shall cross at least twelve inches below potable water lines and maintain al least twelve inches crossing separation between other utilities. 17. If a constant pressure recycled water line shall be installed above a potable water line or less than twelve inches below a potable water line, then the recycled water line shall be installed within an approved protective sleeve as per the City of Carlsbad's Rules and Regulations. 18. Developer/Contractor shall conduct a cross-connection lesl and coverage test as directed by the City of Carlsbad and/or the San Diego County Department of Environmental Health prior lo any use of recycled water. 19. The required cross-connection inspection shall be done by either the Carlsbad Water District and/or lhe San Diego County Department of Environmental Health. Copies of inspection reports will be forwarded lo the non-inspecting party. 20. The design proposed for recycled water "Do Not Drink" signs shall be placed as directed by lhe City. 21. A physical separation shall be prnvided between adjacent areas irrigated with recycled water and potable water. Separation shall be provided by distance, concrete mow strips or other approved methods. 22. All pressure mainline pipe from the recycled waler system shall be installed to maintain a 10 foot minimum horizontal separation from all potable water pipe. Where recycled and potable water pressure mainline pipe cross, the recycled water pipe shall be installed below the potable water crossing in a ct 200 purple pvc sleeve which extends a minimum of 5 feet on either side of the potable water pipe. Provide a minimum vertical clearance of 12 inches. 23. Contact the City's Office two days prior to the irrigation coverage test and arrange a walk through of the system. Failure to comply with any or all of lhe above guidelines puts your system in violation of the District's Rules and Regulations, and will result in termination of service until the appropriate corrective steps have been taken. GUIDELINES FOR RECLAIMED WATER USE The following guidelines are intended to provide the basic parameters for the use of reclaimed waler in landscape irrigation. To operate your system in complianoe with these guidelines you must: 1. Irrigate between the hours of 9:00 p.m. and 6:00 a.m. only. Watering outside this time frame must be done manually with qualified supervisory personnel on- site. No system shall at any time be left unattended during use outside the normal schedule. 2. Irrigate in a manner that will minimize runoff pooling and ponding. The application rate shall not exceed the infiltration rate of the soil. Timers must be adjusted so as to be compatible with the lowest soil infiltration rale present. This procedure may be facilitated by the efficient scheduling of the automatic control clocks, (i.e. employing the repeat function to break up the total irrigation time into cycles that will promole maximum soil absorption). 3. Adjust spray heads to eliminate overspray into areas not under the control of the customer. For example, pool decks, private patios, streets and sidewalks. 4. Monitor and maintain the system to minimize equipment and material failure. Broken sprinkler heads, leaks, unreliable valves, etc., should be repaired as soon as they become apparent. 5. Educate all maintenance personnel, on a continuous basis, of the presence of reclaimed water, and lhe fact that it is not approved for drinking purposes. Given the high tu mover rate of employees in the landscape industry, it is important that this information be disseminated on an almost daily basis. It is you, the landscape contractor, who is responsible for educating each and every one of your employees. 6. Obtain prior approval for all proposed changes and modifications to any on- site facilities. Such changes must be submitted to, and approved by, the District Engineering office and designed in accordance with District standards. Failure to comply with any or all of the above guidelines puts your system in violation Of the District's Rules and Regulations and will result in termination of service until the appropriate corrective steps have been taken. Show manufacturer's name and catalog number for each item, furnish complete catalog cuts and techntcal data, furnish the manufacturer's recommendations as to the method of tnstal latlon. 3. No substitutions will be allowed without prior written acceptance by the Architect or Owner's authorized representative. 4. Manufacturer's warranties shall not relieve the Contractor of his ltabillty under the guarantee. Such warranties shall only supplement the guarantee. B. Substttuttons: If the Irrigation Contractor wishes to eubstltute any equipment or materials for those equipment or materials ltsted an the Irrigation drawings and specifications, he may da so by providing the following Information to the Architect or Owner's authorized representative for approval. 1. Provide a written statement tndlcattng the reason far making the substitution. 2. Provide catalog cut sheets, techntcol data, and performance tnforrnotton for each substitute Item. 3. Provide ln writing the difference in Installed price If the Item Is accepted. 1.05 EXISTING CONDlllONS A. The Contractor shall verify and be famlltar with the locottons, size and detall of points of connection provided as the source of water, electrtcal supply, and telephone line connection to the trrtgatton system. B. Irrigation design ts based on the ovotlable static water pressure shown on the drawings. Contractor shall verify static water on the project prior to the start of construction. Should a discrepancy exist, notify the Architect and Owner's authorized representative prior to beginning construction. C. Prior to cutting Into the soll, the Contractor shall locate all cables, conduits, sewer septic tanks, and other utilities as ore commonly encountered underground and he shell toke proper precautions not lo damage or disturb such Improvements. If a confllct exists between such obstacles and the proposed work, the Contractor shall promptly notify the Architect and Owner who wllt arrange for relocations. The Contractor shall permit the Architect and Owner's authorized representative to visit and Inspect at all times any part of the work and shell provide safe access for such visits. B. Where the speclffcatlons require work to be tested by the Contractor, It shall not be covered over unttl accepted by the Architect, Owner's authorized representative, and/or governing ogenctes. The Irrigation Contractor shall be solely responstble for notifying the Architect, Owner, and governing agencies, a minimum of 48 hours tn advance, where and when the work is ready for testing, Should any work be covered without testing or occeptonce, tt shall be, If so ordered, uncovered at the Irrigation Contractor's expense. When hand watering, use a water wand to break force of water. 8. Pruning: 1. Prior to any pruning. obtain wrttten approval from the Architect to proceed. 2. Trees: a. Propose tree pruning to the Architect should there be health or structural reasons for doing so, Including the need to elimlnate diseased or damaged growth, eliminate structurally unsound growth, reduce potentlol for wind toppllng or wind damage, or maintain growth within llmlted space. b. If requested by the City provide pruning for aesthetic enhancement according to "pruning" by Sunset Books. c. Major pruning of declduous trees shall be during their dormant season. 3. Shrubs: a. Use mulches per speclflcotlons to help prevent weed seed germination. E. Insect and disease control: Maintain a reasonable control with approved moterlals. F. Fertllize as specified by the agronomic sons testing recommendations and as follows for bid purposes: 1. Commencement of maintenance period -6 pounds per 1,000 square feet with top dress fertllizer. 2. At end of flrst 30 days of maintenance period -6 pounds per 1,000 square feet with top dress fertillzer. 3, At end of maintenance period and at 30 day Intervals should maintenance period be extended for any reason -6 pounds per 1,000 square feet with fertllizer mix. 4. Avoid applylng fertlllzer to the root ball and base of main stem; rather, spread evenly under plant to drip llne. Rotes will vary from about o cup of nitrate fertilizer (depending upon nitrogen percentage) around a newly Installed small plant to about 1 /2 pound of actual nitrogen per Inch of truck diameter measured four feet from the ground for mature trees.
