AGENDA OF: October 20, 2021 Project Planner: Scott Donnell Project Engineer: n/a SUBJECT: GPA 2019-0003 (PUB 2019-0009) – OVERVIEW OF ADOPTED 2021-2029 HOUSING ELEMENT – An informational presentation on the city’s adopted Housing Element, including a discussion on its implementation. Pursuant to Public Resources Code Section 21065, receiving this report does not constitute a “project” within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore, does not require environmental review. I. RECOMMENDATION That the Planning Commission receive an informational presentation overviewing the General Plan 2021- 2029 Housing Element. II. PROJECT DESCRIPTION AND BACKGROUND On April 6, 2021, the City Council approved the Housing Element for the 2021-2029 housing cycle. In July, the state Department of Housing and Community Development certified the element. The city is now beginning implementation of the element’s many programs and policies, which in large part will take place over the next three years. Housing Element Program 1.1 is an example of a significant implementation effort. This program requires the city to provide adequate sites to accommodate state-forecasted residential growth through 2029. The Planning Commission will consider the sites identified to help meet the growth forecast at a public hearing in late 2022 or early 2023. As part of its presentation, staff will discuss Program 1.1 and other aspects of the Housing Element and its strategy to address the city’s housing needs over the next several years. Further information about the Housing Element, implementation efforts underway is available on the city’s website at www.carlsbadca.gov/housingplan. III. ENVIRONMENTAL REVIEW Pursuant to Public Resources Code Section 21065, this action does not constitute a “project” within the meaning of CEQA in that it has no potential to cause either a direct physical change in the environment, or a reasonably foreseeable indirect physical change in the environment, and therefore, does not require environmental review. 3 PROJECT NO. From:Kris Wright To:Planning Subject:RHNA Housing meeting Oct. 20, 2021 Date:Tuesday, October 19, 2021 8:08:53 PM Greetings Planning Commissioners, I would like the Planning Commissioners to eliminate (or place in a low priority) the property Site #3 on the corner of Chestnut and El Camino Real for future RHNA housing. As there are quite a. few potential sites in north Carlsbad, this site #3 should be eliminated due to its proximity to a dangerous intersection and its inadequate placement to nearby single family homes which will not blend it with the area. I also noted that a different site #13 was placed at a lower priority due to the community input in south Carlsbad. Many of us in North Carlsbad would also like the same treatment with this property-to have it placed in a lower priority as well. Thank you. From:Diane Bedrosian To:Planning Subject:RHNA Housing Site #3 Date:Wednesday, October 20, 2021 11:31:16 AM I am a Carlsbad resident who lives near this proposed site. This is the small parcel at the southwest intersection of El Camino Real and Chestnut. Please exclude this site from the proposed RHNA sites. Not only is it a small parcel, which won’t yield mini housing units, but it is at an intersection which has failing intersections both north and south of it, as detailed in emails and presentations from others. Additionally, there would be no optimal ingress or egress from this property. I took the online survey and it looks like there were at least a dozen other properties which are much more suitable.
