Background On April 27, 2021, the City Council heard an item regarding COVID-19 economic recovery and revitalization initiative options. During the presentation City Council input was sought regarding a request for support from a local charitable organization. The City Council passed a minute motion to have staff return with information for the City Council to have discussion related to supporting non-profit organizations. This topic was referred to the former ad hoc Economic Revitalization Subcommittee for discussion. The ad hoc Economic Revitalization Subcommittee held discussions regarding supporting non-profit organizations. The ad hoc Economic Revitalization Subcommittee was sunset and subsequently replaced by the Economic Development Subcommittee, which took up the minute motion and has made a recommendation regarding its disposition. Discussion On Aug. 16, 2021, the Economic Development Subcommittee discussed the City Council minute motion regarding supporting non-profits that was passed on April 27, 2021. Staff were directed to engage with departments involved in supporting non-profits and evaluate any relevant Council programs and policies. Staff were directed to analyze Council Policy No. 51 and return at a future Economic Development Subcommittee meeting with information regarding challenges and opportunities. Council Policy No. 51 establishes the process for distributing funds for community activities, special events, support for winning teams, and community spirit activities. Combined with the Community Development Block Grant (CDBG), and community arts grants, these programs comprise the core grant programs administered by the city. The opportunities and challenges that were identified were: • Regulatory requirements associated with federally administered programs • Program administration challenges • Potential program improvements that may be beneficial but require more analysis • Additional funding in the arts and culture grants that could support worthy applications • Community activity grant funding, which has not been budgeted for several budget cycles • Lack of additional staff capacity to support new non-profit support programs Despite the opportunities and challenges discussed, there was general agreement among staff that Council Policy No. 51 provides a broad framework to support non-profit organizations. The Economic Development Subcommittee discussed the initial findings regarding city support for non-profit organizations at its meeting on Oct. 18, 2021. The discussion centered on various options including: • Continuing to discuss the issue within the Economic Development Subcommittee • Making a recommendation for the fiscal year (FY) 2022-23 Budget • Referring the issue back to the full City Council • Taking another course of action The Economic Development Subcommittee members unanimously voted to recommend that the issue of supporting non-profit organizations be a part of the FY 2022-23 Budget process. The rationale for this recommendation was that it would result in a discussion by the full City Council and that discussion would be informed by a comprehensive understanding of the city's budgetary resources and priorities. This recommendation completes the task outlined in the minute motion and concludes the Economic Development Subcommittee's work on the issue. Fiscal Impact There is no fiscal impact at this time. Should the City Council choose to make a recommendation to allocate more resources towards supporting non-profit organizations during the FY 2022-23 Budget discussions the fiscal impact of that recommendation would be analyzed at that time. Next Steps Staff will continue to administer grant programs to support non-profit organizations. Staff will include a discussion regarding supporting non-profit organizations during the FY 2022-23 Budget process.
