laws regulating energy conservation, noise attenuation and access for the disabled. This plan
review is based on regulations enforced by the Building Department. You may have other
corrections based on laws and ordinance by the Planning Department, Engineering
Department, Fire Department or other departments. Clearance from those departments may be
required prior to the issuance of a building permit.
Present California law mandates that residential construction comply with Title 24 and the
following model codes: 1994 UBC (effective 12/28/95), 1994 UPC (effective 12/28/95), 1994
UMC (effective 2/23/96) and 1993 NEC (effective 12/28/95).
The above regulations apply to residential construction, regardless of the code editions
adopted by ordinance.
The following items listed need clarification, modification or change. All items must be satisfied
before the plans will be in conformance with the cited codes and regulations. Per Sec. 106.4.3,

Second Story Residential Addition

Dear Mr. Massery:
Pursuant to your request, we have ôompleted a soil investigation at the
subject address. The purpose of the investigation was to classify and
analyze the bearing soils, determine safe soil bearing pressures, identify
potential soil hazards, develop recommendations for design of foundations
and determine if existing foundations are suitable for support of the
addition.
The soil investigation consisted of surface inspection, probe-
penetrometer testing, laboratory testing, and research of available soil
survey literature pertaining to the site.
1. Site/Project Description:
FINDINGS
The site is a residential subdivision lot located on the northwest corner
of Sorrel Court and Columbine Drive in the La Costa Community of the of
the City of Carlsbad. The property includes a wood framed residential
structure constructed on continuous exterior foundations. A second story
residential addition is to be constructed over the garage. The addition will
be supported on existing bearing walls and foundations.

Findings Continued:
Bearing Soils:
The site was developed on a portion of the Huerhuero (HuC) formation.
The soils on the site are described as: Brown, silty fine sand. These soils
formed in sandy marine sediments. They have an expansion index of
about 55 which is classified as medium in the Uniform Building Code. The
Unified Classification is (CL). Probe/Penetrometer tests performed
at the site indicate that the soil mass is compact and stable. No evidence
of severe soil related distress was found affecting the property.
Soil Hazards:
No evidence of active landslide, subsidence, faulting liquefaction or other
soil related hazard was detected on the site.
Structural Integrity:
Perimeter building foundations are set well into firm bearing strata.
Existing buildings and foundations are sound, level and plumb. No evidence
of structural distress was found affecting the property.
RECOMMENDATIONS
1. Safe Soil Bearing Pressures:
Penetrometer tests made at critical locations on the site indicate a
maximum soil bearing pressure of 12,000 psf. With appropriate safety
factors, continuous foundations may be designed for a safe soil bearing
pressure of 2200 psf and square spread footings for 2500 psf.

Recommendations Continued:
New Foundations and Slabs:
New foundations,if any, should extend to a depth of 18 inches below the
lowest adjacent grade and be reinforced with 1 continuous No. 5 bar near
the top and one near the bottom. On-grade concrete structure slabs
should be a minimum of 4 inches thick, cast over 4 inches of clean sand
with moisture barrier and reinforced with 6"X6" lOga/lOga WWM or No. 3
bars at 20 inches in each direction.
Existing Foundations:
Existing structure foundations are capable of supporting the addition
without fear of detrimental settlement. Provided, the "Safe Soil Bearing
Pressures" are not exceeded. It should be noted that as long as soil
bearing pressures are not exceeded, adding axial load to the foundations
will increase stability with respect to seismic and wind forces.
