A two stage thermostat, which controls the supplementary heat on its second stage, shall be provided for heat pumps. Thermostats shall be equipped with an automatic setback, which the building occupant can program to automatically set back the thermostat twice in 24 hours. Equipment which requires preventive maintenance to maintain efficient operation shall be furnished with complete necessary maintenance information. All gas-fired fan type central furnaces, gas-fired fan type wall furnaces, and cooking appliances shall be equipped with an intermittent ignition device. - All fan systems exhausting air to the outside shall be provided with backdraft dampers. All transverse duct, plenum, and fitting joints shall be sealed with pressure sensitive tape or mastic to prevent air loss and shall be insulated to conform to the provisions of Section 1005 of the UMC, 1982 Edition. A vapor barrier is required in climate zone 1, 14, and 16. All manufactured windows and sliding glass doors shall meet the 1972 ANSI air infiltration standards and shall be certified and labeled. All swinging doors and windows leading to unconditioned areas shall be fully weather-stripped. Storage type water heaters and storage and backup tanks for solar systems shall be externally wrapped with li-li insulation or greater. The five feet of pipe closest to the water heater, if outside conditioned space, shall be insulated with a minimum of R-3. Steam and steam condensation return piping and recirculating hot water piping outside the building envelope shall be insulated in accordance with T20-1406(d). (33) Lamps used in luminaries for general lighting in kitchens and bathrooms shall have an efficiency of not less than 25 lumens per watt. (14) Showerbeads and faucets shall be equipped with flow restrictors as outlined in the appliance efficiency standards and shall be certified to the Energy Commission. (1.5) Masonry and factory-built fireplaces on exterior walls, shall be equipped with tight-fitting closeable metal or glass doors covering the entire opening of the firebox; a combustion air intake equipped with a readily accessible, operable, and tight fitting damper to draw air from the outside of the building; and a tight fitting flue damper with a readily accessible control. Insulation used shall comply with California Quality Standards. The insulation installer shall post. a signed certificate.. .Section. 276.. Insulation Certificate (All Occupancies). After installing insulation, the installer shall post in a conspicuous location in the building a certificate signed by the installer and the builder stating that the installation conforms the requirements of Title lie, Part 2, Chapter 2-53, and that the materials installed conform with the requirements of Title 20, Chapter 2, Subchapter lo, Article 3. The certificate shall state the manufacturer's name and material' identification, the installed "R" value, and (in applications of loose fill insulation) the minimum installed weight per square foot consistent with the manufacturer's labeled density for the desired "R" value. For infiltration control all openings and penetrations must be caulked and sealed, such as around windows, at sole plates, and openings for utility pipes and wires. Testing and inspection was performed between July 1 and 6, 1987. Briefly, our findings reveal filled ground has been compacted to a minimum of ninety percent. Therefore, we recommend construction continue as scheduled. SCOPE: Our firm was retained to observe grading operations with regard to current standard practices and to determine the degree of compaction of placed fill. Grading plans were prepared by Joseph K. SOIL TESTING & INSPECTION SERVICES Reference is made to our previously submitted reports entitled "Preliminary Soils Investigation" dated September 23, 1985 and May 6, 1987. Approximate locations and depth of filled ground and extent of earth-work construction covered in this report are indicated on attached Plate No. 1 entitled "Test Location Sketch." Grading operations were performed in remove and recompact loose native and/or fill soils and to create seven level building pads to accommodate the proposed subdivision. The site was graded in accordance with recommendations set forth in our previously submitted report and conforms to project plans. LABORATORY TESTING: Representative soils samples were collected and returned to the laboratory for testing. Optimum moisture-maximum density tests were performed in accordance with ASTM D-1557 and are tabulated on attached Plate No. 2, entitled "Tabulation of Test Results." SOIL CONDITIONS.: Native soils encountered were silty-sands. Fill soils were imported and generated from the on-site excavation. The subdivision contains areas with transition from cut to fill. However, the proposed building areas are all cut or all fill, as tabulated on Plate No. 3. Therefore, no consideration need be given this characteristic. Expansive soils were observed during grading. However, they were placed in deeper fills or blended with non-expansive soil. It is our opinion expansive soils lay in a non-detrimental condition and conventional construction ma y be utilized. Fill soils were placed, watered, and compacted in six inch lifts. Prior to earth-work construction, areas where fill was placed, were acarafied, watered, and compacted to a minimum of ninety percent. To determine the degree of compaction, field density tests were performed in accordance with ASTM D-1556 or D-2922 at the locations designated on attached Plate No. 1. A tabulation of test results and their vertical locations are presented on attached Plate No. 2. During grading operations, all fill soils found to have a relative compaction of less than ninety percent were reworked until the proper compaction was achieved. COMPACTION LABS, INC. SOIL TESTING & INSPECTION SERVICES RECOMMENDATIONS AND CONCLUSIONS: Continuous inspeátion was not requested to verify fill soils were placed in accordance with current standard practices regarding grading operations and earth-work construction. Therefore, as economically feasible as possible, part time inspection was provided. Hence, the following recommendations are based on the assumption that all areas tested are representative of the entire project. Compacted fill and natural ground have adequate strength to safely support the proposed loads. Slopes are stable as constructed with relation to deep seated failure; provided they are properly maintained. Slopes should be planted within 30 days of this report date, with a light groundcover (no iceplant) indigenous to the area. This will reduce the probability of failure as a result of erosion. Temporary slopes, to be retained and/or completed at a later date, should be considered unstable and may prove to be a detrimental condition. Continuous footings having a minimum width of 12 inches and founded a minimum of 12 and 18 inches below lowest adjacent grade for one and two story, respectively, will have, an estimated allowable bearing value of 2500 pounds per square fOot. Footings located on or adjacent to slopes should be founded at a depth such that the horizontal distance from the bottom outside face of footing to the face of the slope is a minimum of eight feet. 4.. All continuous footings should be reinforced with a minimum of one #4 bar top and bottom. Completion of grading operations were left at rough grade. We, therefore, recommend a landscape architect be contacted to provide finish grade and drainage recommendations. Prior to pouring of concrete, Compaction Labs, Inc., should be contacted to inspect foundation recommendations for compliance to those setforth. During placement of concrete, Compaction Labs, Inc., and/or a qualified concrete inspector should be present to document construction of foundations. 13 COMPACTION LABS, INC. SOIL TESTING & INSPECTION SERVICES Page 1 1. PURPOSE & SCOPE The purpose of the investigation was to determine if the site is suitable for the proposed single family dwellings. The scope of the investigation was to: Determine the physical properties and engineering characteristics of the surface and subsurface soils. Provide design information with regard to grading, site preparation, and foundation design of the pro- posed structures. 2. LOCATION AND DESCRIPTION OF SITE The site is located at 3229 Valley Street, Carlsbad, California. The 2 acre, "L" shapped property, borders vacant lots to the north and west, existing single family dwellings to the south and Valley Street and additional family dwellings to the east. The topography of the lot slopes gently downhill from east to west with an overall difference in elevation of approximately ten feet. The site is presently occupied with a single-story residence, and detached garage. An existing leach field is located west of the house and will require removal at the time of grading. The residence is landscaped with hedges, small to large trees, native grasses and is encompassed by fences. Vegetation on the remaining portions of the property consist of a few small trees and native grasses. However, these grasses have been recently disked under to avoid fire hazard. On the southeast corner of the site (area of proposed lots 3 and 4) stockpiled fill soils were observed. These soils may be blended with on-site native soils and utilized during earthwork construction. It is our understanding that lot number 1 through 7 will be occupied with newly constructed single family dwellings and lot number 8 is to receive an existing single family dwelling which Is to, be moved on-site upon completion of grading. J. FIELD INVESTIGATION The field investigation was performed on September 10, 1985, and Included an inspection of the site and the excavation of six exploratory trenches, with a back hoe to depths of ten feet. Location of test pits are shown on attached Plate No. 1, entitled "Test Pit Location Plan." As excavation proceeded representative bulk samples were collected. In place natural densities and moisture content were COMPACTION LA 3, INC. SOIL TESTING & INSPECTION SERVICES Page 2 determined at different depths in the excavations and are included in Plate No.'s 2 - 7. SOIL CONDITIONS Loose surficial soils (silty-sands) consisting of plowed ground were found to average two feet in depth throughout the site. Underlying soils to depths of ten feet were dense silty-sands and stiff sandy clays and clays. Expansive soils (sandy clays and clays) were observed in test pit number 2 and 6 (proposed Lots 1 and 7) and will require special recomendations and construction details if selective grading is not employed. Soils encountered in test pit numbers 1, 3, 4, and 5, consisted of silty-sands and were found to be non-expansive (less than 3percent swell). Groundwater was not encountered, nor did caving occur in any of vur exploratory trenches. LABORATORY SOIL TESTING All laboratory tests were performed on typical soils in accordance with accepted test methods of the American Society for Testing and Materials (ASTM). Tests conducted include: Maximum Density & Optimum Moisture Direct Shear (Remold) Sieve Analysis Field Density & Moisture Expansion Potential (conducted in accordance with requirements of the City of San Diego. Test for Expansive Soils.) Test results are tabulated on the attached Plate No.'s 2 through 8 entitled "Exploration Log & Tabulation of Test Results." RECOMMENDATIONS & CONCLUSIONS General The site is suitable for the proposed single family dwellings. Leach lines located west of the existing house should be removed and their excavations recompacted in accordance with atached Appendix 181. If encountered, leach lines and/or pipes should be removed. Concrete pipes may be crushed in-place. Trench lines should be recompacted in accordance with Appendix 18 1. 68. Foundations General If on-site expansive soils (such as those encountered in test No.'s 2 and 6) exist within 24 inches of finish grade upon completion of grading, the following foundation recommentdations will be required to reduce structural damage occuring from excessive subgrade movement. For one and two story construction: Continua-us footings having a minimum width of 12 inches and founded a minimum of 18 inches below lowest adjacent grade will have an allowable soils bearing pressure of 1200 pounds per square foot. All continuous footings are to be founded a minimum of 18 inches below lowest adjacent grade and reinforced with one No. 4 bar top and bottom. Steel should be positioned 3 inches above bottom of footing and one inch below top of footing. Interior slabs should be 4 inches thick, reinforced with 10/10, 6 x 6 welded wire mesh, and underlain with a 4 inch base consisting of sand or crushed rock. Sand should be tested in accordance with 145TM 0-2419 to Insure a minimum sand equivalent of 30. Slab reinforcing should be extended through joints and provide a tension tie with perimeter footings. If this method proves Impractical during construction, an alternative method may be employed. This method consists of No. 3 bars, 30 inches on center, extending 30 bar diameters into both slab and foundation. Clayey soils should not be allowed to dry prior to placing concrete. They should be watered to insure they are kept in a very moist condition or at a moisture content exceeding optimum moisture content by a minimum of 3 percent. COMPACTION LA. 3, INC. Furthermore; if grading is performed as planned, we anticipate the majority of the proposed single family dwellings will be founded in on-site n.on-expansive soils. Recommended Paving Section Structural sections for asphaltic paving for the proposed roads and streets are based on an estimated subgrade 'R' value of 20. Review of Grading Plan Preliminary grading plans used during our investigation were prepared by Joseph Lukowski. If approved plans differ from Preliminary plans we would like to review them to assure compliance with recommendations presented in this report. 7. UNCERTAINTY AND LIMITATIONS Surface and subsurface soils are assumed to be uniform. Therefore, should soils encountered during construction differ from those presented in this report, we should be contacted to provide their engineering properties. It is the responsibility of the owner and contractor to carry out recommendations set forth in this report. During our investigation of the subject site, evidence of faulting was not encountered. Subsequent to review of available geologic literature, we feel any faulting in the vicinity of the site may be classified as inactive. However, it should be noted that San Diego County is located in a high seismic area with regard to earthquake. Earthquake proof projects are economically unfeasible. Therefore, damage as a result of earthquake is probable, and we assume no liability. We assume the onsite safety of our personnel only. We cannot assume liability of personnel other than our own. SOIL TESTING & INSPECTION SERVICES RECOMMENDED GRADING SPECIFICATIONS - (General Provisions) INTENT The intent of these specifications is to provide general procedures in accordance with curretn standard practices regarding clearing, compacting, natural ground, preparing areas to receive fill, and placing and compacting of fill soil to the lines, grades and slopes delineated on the available plans. Recommendations set forth in the attached preliminary soils investigation report and/or special provisions are 'a part of the "Recommended Grading Specifications" and shall supersede the provisions contained hereinafter in the case of conflict. INSPECTION & TESTING A qualified soil engineer shall be employed to inspect and test the earthwork In accordance with these specifications and the accepted plans. It will be necessary that the soils engineer Or his representative be allowed to provide adequate inspection so that he may certify that the work was or was not accomplished as specified or indicated. It shall be the responsibility of the contractor to assist the soil engineer and to keep him appraised of work schedules, changes, new information and dates, and new unforeseen soils conditions so that he may make these certifications. If substandard conditions (questionable soil, poor moisture control, inadequate compaction, adverse weather, etc.) are encountered, the soil engineer will be empowered to either stop construction until the conditions are remedied or recommend rejection of the work. Soil tests used to determine the degree of compaction will be performed in accordance with the following American Society for Testing and Materials test methods: * Maximum Density & Optimum Moisture Content - ASTM 0-1557-70T * Density of Soil In-Place - ASTM 0-1556 or ASTM 0-2922 and 3017 APPENDIX 'B' COMPACTION LABS, INC. SOIL TESTING & INSPECTION SERVICES MATERIALS Those soils used as fill will have a minimum of 40 percent passing a #4 sieve. They will be free of vegetable matter or other deleterious substances and contain no rock over six inches In size. Should unsuitable material be encountered, the soil engineer will be contacted to provide recommendations. PLACING AND SPREADING OF FILL The selected fill material shall be placed In layers which when compacted will not exceed 6 inches in thickness. Each layer shall be spread evenly and shall be thoroughly blade mixed during the spreading to insure uniformity of material in each layer. When the moisture content of the fill material is below that recommended by the soil engineer, water shall then be added until the moisture content is as specified to assure thorough bonding during the compacting process. When the moisture content of the fill material is above that recommended by the soil engineer, the fill material shall be aerated by blading or other satisfactory methods until the moisture content is as specified. COMPACTION After each layer has been placed, mixed, and spread evenly, it shall be thoroughly compacted to not less than 90% relative compaction. Compaction shall be by sheepsfoot rollers, multiple-wheel pneumatic tired rollers or other types of rollers. Rolling shall be accomplished while the fill material Is at the specified moisture content. Rolling of each layer shall be continuous over its entire area and the roller shall make sufficient trips to insure that the desired density has been obtained. The fill operation shall be continued in six inch compacted layers, or as specified above, until the fill has been brought to the finished slopes and grades shown on the available plans. APPENDIX 'B' 41 COMPACTION LABL INC. SOIL TESTING & INSPECTION SERVICES WALL BACKFILL Backfill soil should consist of non-expansive sand. Compactl.an should be achieved with light hand-held penumatic tampers to avoid over compaction and hence cause structural damage. Wall backfill should be compacted to a minimum of 90 percent of maximum density. TRENCH BACKFILL All trench backfill located within structural areas should be compacted to a minimum of ninety percent of maximum density.
