The subject property is a flag-lot with access and frontage on Skyline Road. The project site, an approximately 1.26-acre lot, is currently developed with an existing single-family residence. In response to your application, the Planning Division has prepared this comment letter. Please note that the purpose of a preliminary review is to provide you with direction and comments on the overall concept of your project. This preliminary review does not represent an in-depth analysis of your project. It is intended to give you feedback on critical issues based upon the information provided in your submittal. This review is based upon the plans, policies, and standards in effect as of the date of this review. Please be aware that at the time of a formal application submittal, new plans, policies, and standards may be in effect and additional issues of concern may be raised through a more specific and detailed review. Planning: General 1. General Plan and zoning designations for the property are as follows: a. General Plan: R-4 Residential, .0-4 units/ac b. Zoning: R-1-10000 One-Family Residential (10,000 square foot lot minimum) 2. The proposed access easement does not conform to the City of Carlsbad Engineering Standards Volume 1, Chapter 4, Section lE and the flag-lot lot width requirements specified in Carlsbad Municipal Code (CMC) Section 21.10.100.D.4 as described in the bullets below. Therefore, staff cannot support the project as proposed at the subject location. However, if the applicant wishes to submit an application for an easement agreement, they need to provide a legal description and plat of the easement, traverse calculations and a title report. 3. Per the flag-lot lot width requirements as specified in CMC Section 21.10.100.D.4, the minimum width for flag-lot access shall be twenty feet except where the access portion is adjacent to the same portion of another such lot, in which case the required minimum frontage shall be fifteen feet, provided a joint easement ensuring common access to both such portions is recorded. The proposed access point does not meet these minimum frontage width requirements and is, therefore, not allowed. Per City of Carlsbad Engineering Standards Volume 1, Chapter 4, Section lE: "No driveway will be allowed onto prime or major arterial streets unless no other access is available to the lot(s) _being served." Since El Camino Real is a prime arterial street, secondary access is not allowed.
