The developer shall provide an acceptable means for maintaining the private easements within the subdivision and all the private: streets, sidewalks, street lights, storm drain facilities and sewer facilities located therein and to distribute the costs of such maintenance in an equitable manner among the owners of the properties within the subdivision. Adequate provision for such maintenance shall be included in a recorded document subject to the approval of the City Engineer. 12. Rain gutters must be provided to convey roof drainage to an approved drainage course or street to the satisfaction of the City Engineer. 13. Prior to hauling dirt or construction materials to or from any proposed construction site within this project, the developer shall submit to and receive approval from the City Engineer for the proposed haul route. The developer shall comply with all conditions and requirements the City Engineer may impose with regards to the hauling operation. 14. No grading for private improvements shall occur outside the limits of the subdivision unless a grading or slope easement or agreement is obtained from the owners of the affected properties and recorded. If the developer is unable to obtain the grading or slope easement, or agreement, no grading permit will be issued. In that case the developer must either amend the tentative map or modify the plans so grading will not occur outside the project site in a manner which substantially conforms to the approved tentative map as determined by the City Engineer and Planning Director. No driveway gates shall be installed without the approval of the City Engineer. The developer shall provide for sight distance corridors at all street intersections in accordance with Engineering Standards and shall record the following statement on the Final Map (and in the CC&R's). "No structure, fence, wall, tree, shrub, sign, or other object over 30 inches above the street level may be placed or permitted to encroach within the area identified as a sight distance corridor in accordance with City Standard Public Street-Design Criteria, Section 8.B.3. The underlying property owner shall maintain this condition." 17. The developer shall comply with the City's requirements of the National Pollutant Discharge Elimination System (NPDES) permit. The developer shall provide best management practices as referenced in the "California Storm Water Best Management Practices Handbook" to reduce surface pollutants to an acceptable level prior to discharge to sensitive areas. Plans for such improvements shall be approved by the City Engineer. Said plans shall include but not be limited to notifying prospective owners and tenants of the following: A. All owners and tenants shall coordinate efforts to establish or work with established disposal programs to remove and properly dispose of toxic and hazardous waste products. B. Toxic chemicals or hydrocarbon compounds such as gasoline, motor oil, antifreeze, solvents, paints, paint thinners, wood preservatives, and other such fluids shall not be discharged into any street, public or private, or into storm drain or storm water conveyance systems. Use and disposal of pesticides, fungicides, herbicides, insecticides, fertilizers and other such chemical treatments shall meet Federal, State, County and City requirements as prescribed in their respective containers. C. Best Management Practices shall be used to eliminate or reduce surface pollutants when planning any changes to the landscaping and surface improvements. Parcel Map Notes 18. Note(s) to the following effect(s) shall be placed on the parcel map as non-mapping data: 18a. Building permits will not be issued for development of the subject property unless the District Engineer determines that sewer facilities are available. Code Reminder 19. The tentative parcel map approval shall expire twenty-four (24) months from the date of the letter containing the final decision for tentative parcel map approval. 20. The project is approved under the express condition the developer pay the additional public facilities fee in accordance with City Council Resolution No. 9169 adopted July 28, 1987 and as amended from time to time. The developer further agrees to pay any development fees established by the City Council pursuant to Chapter 21.90 of the Carlsbad Municipal Code. The developer's written agreement to pay said fees is on file with the office of the City Clerk and is incorporated herein by this reference. If the fees are not paid, this application will not be consistent with the General Plan and approval for this project shall be void. Water District 21. The Developer will be expected to provide detailed information to the District Engineer regarding water demand, irrigation demand, fire flow demand in gallons per minute, and projected sewer flow in million gallons per day. 22. The entire potable water system, recycled water system and sewer system shall be evaluated in detail by Developer and District Engineer to insure that adequate capacity, pressure and flow demands can be met. 23. All District pipelines, pump stations, pressure reducing stations and appurtenances required for this project by the District shall be within public right-of-way or within easements granted to the District or the City of Carlsbad. 24. Sequentially, the Developer's Engineer shall do the following: A. Meet with the City Fire Marshal and establish the fire protection requirements. B. Prepare and submit a colored recycled water use area map and submit this map to the Planning Department for processing and approval by the District Engineer. C. Prior to the preparation of sewer, water and recycled water improvement plans, the Developer shall submit preliminary system layouts to the District Engineer for review, comment and approval. 25. All potable water and recycled water meters shall be placed within public right of way. 26. No more than 19 homes (dwelling units) shall be served on a single potable water distribution pipeline. For those locations with more than 19 homes (dwelling units), a looped potable water pipeline system shall be designed. The Developer should verify with the District Engineer that a looped system will not be required for this project. 27. If fire hydrant(s) are required by the Fire Marshal, a looped fire line system may be required for any fire line run greater than 150 feet. The Developer shall verify with the District that a looped fire line system will not be required for this project. The developer may request a review of the preliminary decision with the City Engineer in writing within ten (10) days of the date of this letter. Upon such written request the City Engineer shall arrange a time and place with the developer for such review. The City Engineer has reviewed each of the exactions imposed on the developer contained in these conditions of approval, and hereby finds, in this case, that the exactions are imposed to mitigate impacts caused by or reasonably related to the project, and the extent and degree of the exaction is in rough proportionality to the impact caused by the project. Native material was excavated to parking lot grade and exported. At parking lot grade 3 feet of the native soils were removed and recompacted to a minimum 95% relative compaction. This material was placed in approximately 4" lifts and compacted with a smooth steelwheel vibrator, A representative from this firm was present to perform visual inspections as grading progressed and to perform relative compaction testing at representative locations to ensure that adequate compaction was obtained. Laboratory testing was performed on representative soils samples obtained from these borings in order to evaluate pertinent physical properties of the soils encountered. Develop soil engineering criteria for the site grading and provide design information regarding the stability of cut/fill slopes. Determine potential construction difficulties and provide recommendations concerning these problems. Recommend an appropriate foundation system for the type of structures anticipated and develop soil engineering design criterialfbfsthe^recbrnmended design. (H-, A • f#f* * -2N#;. &Ft&&ftLr*l S THE SITE The site consists" of a nearly level rectangular shaped residential lot located at'3392 Carlsbad Blvd. in the City of Carlsbad. The site is located at the Northeast corner of the intersection of Chestnut Avenue and Carlsbad Boulevard. An older single story residence currently exists on this site. The majority of the rear yard is covered" with concrete patio slabs, and the detached garage has been converted to a rental unit. A large level lawn area makes up the front (west) yard area. ; A Grading Plan for the future two story multi-unit residential structure and underground parking area is being prepared by HL Engineering and Surveying (RCE 33220) and is currently being processed with the .City of Carlsbad Engineering Department. Maximum cut depths are anticipated to be in the range of 10'-12'. rz 1»<&«5U<i«<1!'Wl**>-* •«. u-t ^MiW^SS£m^ikfe4feMM!S$; FIELD INVESTIGATION *In February, 1999, our firm made a field reconnaissance of the site. Two drilled borings were made on the site within the proposed development area. Access to the rear yard was prohibited due to concrete flatwork and patio covers. In both holes, the upper 12' foot layer of soil consists of brown fine coastal sands. This was underlain by a light tan sand to a maximum depth of 20' where drilling was terminated. Representative soils samples were taken from the site and laboratory testing was performed on these soils samples in order to evaluate pertinent physical characteristics so that we might make appropriate development recommendations contained later in this report. These sands are considered to be easily rippable by modern dozers. Ground water was not encountered during our investigation and ground water is not expected to be a problem during the site development construction. The predominant soils anticipated to be encountered during residential lot grading are considered to be non-expansive and no special design considerations will be necessary to compensate for expansive characteristics. LABORATORY TESTS Laboratory tests were performed in accordance with generally accepted test methods of the American Society for Testing and Materials (ASTM) and other suggested procedures. The maximum dry density and optimum moisture content of the near surface soils were determined in accordance with ASTM test D1557, Method A. In addition, a direct shear test was performed on samples remolded to 90% of maximum dry density at optimum moisture content. Field moisture content and dry density were determined from representative undisturbed samples. This information was an aid to classification and permitted recognition of variations in material consistent with depth. The dry unit weight is determined in pounds per cubic foot, and the field moisture content is determined as a percentage of the soils dry weight. Field classifications were verified in the laboratory by visual examination. The final soils classifications are in accordance with the Unified Soil Classifications System. Direct shear tests were performed to evaluate bearing potential along with maximum density testing and visual expansive analysis. Maximum dry density of {he sand found on " • • . ' ithe site was determined to average 126.8 pcf at 10% optimum moisture content. No expansive analysis of these soils was performed. By visual observation to similar soil samples from which UBC-29-2 testing procedures were pe formed, I have made the conclusion that this material is non-expansive. No special desigr considerations will be necessary to compensate for expansive soil characteristics if constru ^ion occurs on these soil types. / ; 5 and comparing v*^^« ^ii«w«^a*¥^Mfe^*^*5Si»*^**sca?yi TECTONIC SETTING Along with most of the Southwestern portion of California, Carlsbad, San Diego County, and parts of Mexico are located on a relatively stable tectonic plate. This plate is bounded on the East by the San Andreas Fault System and on the West by the San Clemente Fault System. These faults contain many other parallel faults which are essentially high angle strikeship faults with a Northwest/Southeast trend. Although the bounding fault systems are active, the interior of the tectonic plate is not generally disturbed by the fault movement. Geological references indicate that not much damage will occur from earthquakes of magnitude of less than 6 for sites eight miles or more from the fault. Since maximum probable earthquakes for the general San Diego Area is in the known active faults we can infer that the shaking problem will not be too great. Current seismic design criteria as imposed by the U.B.C. should be satisfactory to compensate for seismic action. There are no existing landslides, faults or other natural disturbances noted on the site or in the immediate area as determined from air photos, and field inspection. This does not preclude the possibility of sliding by poor; grading or other man made practices. This site can be considered relatively free of geologic hazards. «^ CONCLUSIONS AND RECOMMENDATIONS The following conclusions and recommendations are based on the results review, field reconnaissance and investigations, test holes, laboratory data analysis, our experience in the general vicinity of the site, and our professi )f our document and engineering nal judgments. The site may be utilized for the proposed development provided the recommendations of this report are carefully followed. The undisturbed native soils, properly compacted native soils or combinations thereof, should adequately support the proposed structures without detrimental settlement. The recommendation presented in this report are contingent on review of final plans and specifications. It is recommended that HL Engineering & Surveying, be retained to provide continuous soil engineering services during the earthwork operations. This is to observe compliance with the design concepts, specifications, and recommendations and to allow design changes in the event subsurface conditions differ from those anticipated prior to start of construction. GEOLOGIC HAZARDS No$major hazards, such as faults or landslides, were identified to be present on, or in the immediate vicinity of the site. GENERAL SITE PREPARATION Removal of loose, unsuitable soil will be required before placement of engineered fill in all proposed fill areas. We recommend that all organic matter, oversize rock, and other i. r . . '•'."..-•' ' deleterious materials be removed from the site. All loose or porous surface soils, and any . ->< r j^i. PS* } - *taaiaaamea^^i fill soils not removed by the grading operation, shall be excavated ind scarified as required, watered, and compacted prior to placing any additional fill. All existing trees that need to be removed to grade the site (including root systems) shall be removed from the site. The existing structures are scheduled to be demolished to accommodate the new proposed residential units. All concrete foundations, utility conduit and debris shall be removed from the site. Surface and subsurface water is not expected to be a problem during the grading of the site. The anticipated depths of surface soils removal in the proposed development area are -i - • anticipated to be approximately 2-4 feet in depth. After overexcavation, the exposed surface shall be scarified to a depth of 12 inches, watered as required, and properly compacted prior to placing fill. In-situ scarification can generally treat the upper 12 inches of soil; otherwise, overexcavation will be necessary. The actual depth of the excavation and recompaction should be determined in the field by the soil engineer or his representative during grading, when the soils are exposed. All embankment shall be compacted to a minimum of 90% relative compaction and all existing ground within 7.0 feet laterally and to a depth of 1.0 foot below the bottom of foundations shall be compacted to a least 90% relative compaction. Any abandoned underground utilities should be removed or crushed in-place to avoid the possibility of localized settlement due to collapse of a loaded utility pipe. Adjacent pipes extending into the project site should be plugged to minimize the possibility of foundation into a pipe. Excavations resulting from utility removal should be ' properly backfilled and fill compacted in accordance with the attached specifications. Any abandoned septic tanks or cesspools should be removed and backfilled with compacted fill or cleaned and filled with lean concrete. Results of our field explorations indicate that all material within the p depths can be excavated with light to medium ripping effort with he; equipment. We recommend that measures be taken to properly finish grade the site after structures and other improvements are completed so that positive drainage away from all floor slabs and foundations exist. Even when proper drainage measures have been taken, experience has shown that a shallow groundwater or surface water condition may develop in areas where no such water condition existed prior to site development. This is particularly true when substantial increase in surface water infiltration results from landscape irrigation. We recommend that surface drainage be designed to have a minimum two percent slope away from buildings and that all drainage water are collected and directed to discharge structures via properly designed surface swales, ditches or subsurface conduits. Installation of roof gutters and downspouts are recommended on any planned building, with all discharge being properly routed away from foundations and slabs, preferably into underground conduits. All retaining walls shall be properly waterproofed and have an approved drainage system installed; FOUNDATIONS • ' Two requirements must be fulfilled by any foundation soil material. First, against shear failure of the foundation soils which would result in lateral under the load. Second, foundation settlement or heave should be within for the structure. It is our opinion that the type of structures propose development can be supported on conventional, isolated or continuous fix! it should be safe rhovement of soil acceptable limits i for future site tings. The foundation design criteria provided herein are based on guidelines provided by the Federal Housing Authority (FHA) and the Los Angeles District Portland Cement Association (PCA). Specifically, these guidelines are intended to lessen the adverse affects of expansive and/or compressible soils. They do not stop differential movement since structures may move in response to variation in soil moisture. These movements can and do cause some cracking of exterior stucco, concrete foundations and slab-on-grade floors. The design guidelines developed by the FHA and PCA were intended to provide foundation systems that limit cracking and other strain features to generally acceptable levels. Attempts to reduce strain features below these generally acceptable levels require engineering and construction costs typically considered inappropriate for residential construction. It should be noted that implementation of the foundation recommendations contained herein can be expected to result in some minor cracking of slabs, footings and walls, which should be considered the normal result of a necessary balance between benefits and costs. Minor cracking does not affect the serviceability of structure and is generally considered acceptable. PRELIMINARY FOOTING DESIGN We recommend that footing for light to medium-weight structures be founded in properly compacted non-expansive fill soils or formational materials. The foundation system shall be designed by the project architect or structural engineer. ' • ' • ' ' ' .'.'••" 10 ''•-• :•" •. "V r Minimum foundation shall be 12 inches wide and founded 15 inches below grade for a single story structure, and 15" wide x 18" deep for a two story, and shall have four #4 bars of reinforcing steel. Two bars shall be placed 3 inches below the top of foundation, and the other two bars shall be placed 3 inches from the bottom of foundation. These recommendations are based upon soil characteristics only and do not reflec t any possible design considerations imposed by building design which might ii crease these recommendations. The proposed foundations may be designed utilizing bearing pressure of 2100 L.B./S.F. This value may be increased by 1/3 foi an allowable the design of loads that include wind and seismic analysis. Slab on grade shall be reinforced with #3 bar reinforcement placed on 18 inch centers both directions. This reinforcing shall be placed midway in the slab. All foundations shall maintain 7 feet of lateral support to any fill slope •I face, measured from the bottom of the foundation. All retaining walls shall be properly waterproofed and have an approved drainage system installed. LATERAL RESISTANCE To provide resistance for design lateral loads of footings and shear keys poured neat against vertical excavations, we recommend using a passive pressure of 450 pounds per cubic foot for properly compacted granular fill. This value assumes a horizontal surface for the footing or three time the height of the surface generating the passive pressure, whichever is greater. The upper 12 inches of soil in areas not protected by floor slabs or pavements should not be included in design for passive resistance to lateral loads. APPURTENANT STRUCTURES Construction of any proposed appurtenant structures such as pools, spas, walls, gazebos, decks, etc., should be reviewed by the Engineer in order to verify surface and subsurface conditions and provide necessary recommendations. WARRANTY AND LIMITATIONS The .recommendations and opinions expressed in this report reflect our best estimate of the '-/project requirements based on an evaluations of the subsurface exploration locations and ^ _, 'the"assumption that the soil conditions do not deviate appreciably from the those - '^ f-;; %J- 4 *rf 12 encountered. It should be recognized that the performance of the foundations may be influenced by undisclosed or unforeseen variations in the soil conditions that may occur in the intermediate and unexplored areas. Any unusual conditions not covered in this Jreport that may be encountered during site development should be brought to the attention of the Soils Engineer so that he may make modifications if necessary. It is the responsibility of the DeveloperJ or their representative to ensure that the informatign and recommendations contained herein are brought to the i rtention of the Engineer and Architect for the project and incorporated into the project plans and specifications. It is further their responsibility to take the necessary mea ;ures to insure that the contractor and his .sub-contractors carry out such recommenaations during construction. All grading shall be monitored by a qualified Civil Engineer to insure compliance with these recommendations and applicable City of Carlsbad Ordinances. Recommended grading specifications are included in this report as attached Exhibit "A". These specifications shall only be used in conjunction with the *isoil report to which they are attached and made a part thereof. 1.0 General This firm shall consist of all clearing and grubbing, preparation of laid to be filled, filling of the land, spreading, compacting, control of the fill, and all work necessary to complete the grading of the filled area to conforr i with the lines, grades, and slopes as shown on the accepted plans. subsidiary 1.1 The Soil Engineer shall test and observe all grading operations. In the event that any unusual conditions not covered by the Soil Engineer's recommendations or special provisions are encountered during the grading operations, the Soil Engineer shall be contacted for further information. 2.0 Tests The standard test used to define maximum density of all compaction work shall be the ASTM Test Procedure Dl557-70. All densities shall be expressed as a relative compaction in terms of the maximum dry density obtained in the laboratory by the foregoing procedure. 3.0 Clearing, Grubbing, and Preparing Areas to be Filled Any trees not utilized in landscaping, structures, weeds, and other rubbish shall be removed, piled, or otherwise disposed of so as to leave the areas that have been disturbed with a neat and finished appearance, free from unsightly debris. v_ 3.1 Any septic tanks, if encountered, and debris must be removed from the site prior to any building, grading, or 1511 operations. Septic tanks, including all connecting drain fields, and other lines, must be totally removed and the resulting depressions properly reconstructed and filled to the complete satisfaction of the supervising Soil Engineer. 3.2 All water wells on the site shall be capped, according to the requii ements of the San Diego County Health Department, at least two feet below the final elevations of the adjacent grade prior to any grading of fill operations. The s cap shall be at least equal to the adjacent soil. 3.3 All buried tanks, if encountered, must be totally removed and the rength of the esulting depressions properly reconstructed and filled to the complete satisfaction of the supervising Soil Engineer. 3.4 All deleterious matter and soil designated as unsuitable by the Soil Engineer shall be removed under supervision and direction of the Soil Engineer. The exposed surface shall then be plowed or scarified to a depth of at least eight inches and until the surface is free from ruts, hummocks, or other uneven features which would tend to prevent uniform compaction by the equipment to be used. 3.5 The original ground upon which the fill is to be placed shall be plowed or scarified deeply, and where the slope ratio of the original ground is steeper than 6.0 horizontal to 1.0 vertical, the land shall be stepped or benched. At the toes of the major fills and on the sideslope fills, the base key shall be, as described elsewhere in this report, at least ten feet in width, cut at least three feet into the undisturbed or native soil, and sloped back into the hillside at a gradient of not less than two percent. Subsequent keys should be cut into the hillside as the fill is brought up the slope. The constructionj of subsequentkeying operations shall be determined '9mm' by the Soil Engineer during grading operations. Ground slopes which are flatter than 6 to 1 shall be benched when considered necessary by the Soil Engineer.' ' 3.6 4.0 4.1 After the foundation for the fill has been cleared, plowed, or scarified, it shall be disced or bladed until it is uniform and free from large clods, brought to the proper moisture content by adding water or aerating, and recompacted to a relative compaction of not less than 90 percent. Expansive soil is defined as soil which expands more than three percent when saturated at 90 percent relative compaction and optimum moisture content under a surcharge of 150 p.s.f. 5.0 Placing, Spreading, and Compacting Fill Material The selected fill material shall be placed in layers which, when compacted, shall allow adequate bonding and compaction. Each layer shall be spread evenly and shall be thoroughly blade mixed during the spreading to ensure uniformity of material in each layer. 5.1 When the moisture content of the fill material is below that specified by the Soil Engineer, water shall be added until the moisture content is as specified to assure thorough bonding during the compaction process. When the moisture content of the fill material is above that specified by the Soil Engineer, the fill material shall be I?- aerated by bladihg or other satisfactory methods until the moisture content is as specified. • ; • • • ' • * ' 5.2 After each layer has been placed, mixed and spread evenly, it shall be thoroughly compacted to a relative compaction of not less that 90 percent. 5.3 When fill material includes rock, no rock will be allowed to nest, and all voids must be carefully filled with small stones or earth, and properly compacted. No rocks larger that twelve inches in greatest dimension will be peYrqitted in the pad fill. All rock placement shall conform continuously supervised. 5.4 Compaction shall be by sheepsfoot rollers, multiple wheel pneum or other types of acceptable compacting equipment. 5.5 Field density tests shall be made by the Soil Engineer. Where sh< itic-tired rollers, epsfoot rollers are used and the soil may be disturbed to a depth of several inches, density tests shall be taken in compacted material below the disturbed surface. When these tests indicate that the density of any layer of fill or portion thereof is below the required 90 percent relative compaction, the particular layer or portion shall be reworked until the required density has been obtained. 5.6 The fill operation shall be continued in compacted layers, as specified above, until the fill has been brought to the finished slopes and graded as shown on the accepted plans. 5.7 Fill slopes shall be compacted by means of sheepsfoot rollers or other suitable equipment. Compaction operations shall be continued until the slopes are stable. 5.8 All earthmoving and working operations shall be controlled to prevent water from running into excavated areas. All water shall be promptly removed and the site kept dry. J 6.0 Disposal of Oversize Rock Oversize rock shall be either exported from the site, used for landscaping purposes, or placed in conformance'with the Soil Engineer's recommendations. 7.0 Engineering Observation Field observations by the Soil Engineer shall be made during the fil compaction operations so that that Soil Engineer can express his. o f the conformance of the grading with the accepted specifications. 8.0 Seasonal Limits No fill material shall be placed, spread, or rolled while it is at an un and inion regarding uitable high moisture content, nor during unfavorable weather conditions. When the work is interrupted by heavy rains, fill operations shall not be resumed until field tests by the Soil Engineer indicate that the moisture,content and density of fill area is as previously specified. ORIGIN OF STRAIN FEATURES Strain features, for example cracks in walls-and slabs, are a result of deformation of the house and ^improvements under the action offerees. Some of these forces may originate in the underlying soil; however, other forces originate as a result of construction methods and materials. These origins of forces often interact as contributing factors. The goal of construction practice and engineering is to limit development of strain features to generally accepted levels: An attempt to reduce strain features below generally accepted levels requires more expensive engineering and construction. In addition to cracks in walls and' slabs, strain features include the following: bulges at wallboard seams, out-of-square door and window frames that cause rough operation, cracked footings, displacement of separate structural elements such as bfetween walls and chimneys or across contraction joints in slabs, and unusual variations in topography of the floor slab. H. CONSTRUCTION PRACTICES Some cracking of slabs, footing, and walls is considered normal and is necessary balance between benefits and costs. Data I in Engineering Bulletin No. 3, Design and Control of Concrete Mixtures by the Portland Cement Association, indicated that a high-quality slab or footing that is 50 feet in dimension may experience 0.36 inches of shrinkage during the first 38 months after construction. Approximately 0.12 inches of shrinkage would occur during the first month and an additional 0.2 inches would occur in the next 10 months. Moreover, concrete in residential structures is often placed with high water content, high initial temperatures, small aggregate, and during hot and dry weather conditions. All of these can increase the amount of shrinkage. In some slabs, the shrinkage may be expressed as one or two cracks rather than being distributed as small shrinkage cracks. CAUSES OF PLASTIC SHRINKAGE CRACKS AND RECOMMENDED CORRECTIVE MEASURES These highly unsightly cracks are caused by a rapid evaporation of water and surface drying of fresh concrete. Plastic concrete shrinkage cracks can be minimized by using good construction practices; such practices are listed below: . 1. Saturate the subgrade and forms. 2. Lower the temperature of the concrete in hot weather (over 85°F). 3. Reduce the time between placing the concrete and finishing it. 4. Provide environmental controls, such as sun-shades, windbreaks or temporary coverings. \ i 5. Don't overwork finishing effort as this will cause separation of ag jregates and bring excessive water to surface. 6. Provide expansion/contraction joints.
