Background On Sept. 22, 2015, the City Council adopted a CAP, along with the General Plan Update and associated Environmental Impact Report (EIR), with Resolution Nos. 2015-244 and 2015-242, respectively. The CAP was developed to help the city meet state goals for reducing greenhouse gas (GHG) emissions and to meet the community's goal of promoting a sustainable environment. The CAP includes a GHG inventory to identify the magnitude of GHG emissions within the city and how those emissions are forecasted into the future, as well as a suite of measures and actions that the city must pursue to reach its GHG emissions reduction targets. On July 14, 2020, the City Council adopted Resolution No. 2020-146, approving CAP Amendment No. 1, which revised the GHG inventory, reduction targets and forecasts, updated reductions from existing measures and incorporated Community Choice Energy as a new reduction measure. An Addendum to the EIR was also prepared. Implementation of the CAP is required by the General Plan Sustainability Element via Policy 9-P.1 ("Enforce the Climate Action Plan as the city's strategy to reduce greenhouse gas emissions") and Policy 9-P.13 ("Use the city's Climate Action Plan as the platform for delineating and implementing measures to improve energy conservation, and increase renewable energy use (such as solar) in existing and new development"). Furthermore, implementation of the CAP is consistent with the city's Sustainability Guiding Principles, as well as the city's Community Value of Sustainability, which states "Build on the city's sustainability initiatives to emerge as a leader in green development and sustainability. Pursue public/private partnerships, particularly on sustainable water, energy, recycling, and foods." To date, four Annual Reports have been presented to the City Council, the most recent of which was presented on April 13, 2021 (Attachment A). Additional information about the CAP is available on the city's website at: https://www.carlsbadca.gov/departments/environmental-management/climate-action-plan Discussion To continue to align with updated state legislation and targets, further implement the city's Sustainability Guiding Principles and Community Values of Sustainability, and support the actions identified in the Declaration of a Climate Emergency, approved on Sept. 21, 2021, in Resolution No. 2021-215 (Attachment B), staff are preparing a comprehensive update to the CAP. On Nov. 23, 2021, the city executed a Professional Services Agreement with the Energy Policy Initiatives Center (EPIC) at the University of San Diego (Attachment C), who were selected via a Request for Proposal solicitation process. On Nov. 30, 2021, a kickoff meeting was held with the consultant team, which includes Ascent Environmental as EPIC's subconsultant. The scope of work for EPIC and Ascent Environmental includes providing support for public engagement, identifying and estimating GHG impacts of CAP measures, preparing a benefit-cost analysis of CAP measures, evaluating GHG reduction targets, developing CAP implementation monitoring procedures, preparing appropriate California Environmental Quality Act (CEQA) documentation, and preparing a draft and final CAP. Initial tasks include reviewing existing CAP measures, updating the city stakeholder database, providing input on a draft public engagement plan, and preparing a more detailed project schedule. Next Steps As work on the CAP update gets underway and timing for major milestones is identified, staff will continue to provide updates to the City Council. The CAP update is estimated to be completed by early 2023. Additionally, staff plan to present the fifth Annual Report on the current CAP to the City Council in Spring 2022. Attachments: A.
