The following traffic signJ~arrant analysis is provided for the La Costa Town Square Parcel 3 Residential project for 95 units. Based on the City's comment letter (Engineering item #1 on page 3, you are required to provide a traffic signal warrant analysis to determine the need for a signal at the project entrance from La Costa Avenue at Calle Timiteo. The City of Carlsbad Engineering comment is as followed: "Please prepare a traffic signal warrant analysis to evaluate the need for a traffic signal at the project entrance driveway." The development of the 95 residential units will have the main access at the intersection located at La Costa Ave. and Calle Timiteo, with the access road being the northern leg of the intersection. The road currently exists with the following conditions of motorists driving along La Costa Ave. with no stop control as they are approaching Calle Timiteo. Motorists coming from Calle Timiteo are required to stop at the intersection of La Costa Ave. and Calle Timiteo. The posted speed limit for the major road of La Costa Ave. is 45 mph, and the posted speed limit for the minor road of Calle Timiteo is 30 mph. La Costa Ave. is a 4-lane road while Calle Timiteo is a 2-lane road. • • To analyze the intersection for a traffic signal warrant, all approaches must be considered including the northern leg approach that will be the project entrance. The minor road with the highest approach was used for the traffic signal warrant analysis. The minor road approaches for this study were Calle Timiteo (south leg) and the project entrance (north leg). The major road approaches were the westbound and eastbound approach for La Costa Ave. Traffic count volumes were obtained on March 14, 2018 for the eastern and western approaches on La Costa Ave. and the northern approach on Calle Timiteo. The traffic count data is provided in Attachment 1. To estimate volumes on the project entrance road, trip generation rates were used to calculate project ADT and peak hour volumes for 95 dwelling units. Using the Sandag condominium rate of 8 trips per dwelling unit from the Sandag (Not So) Brie/Guide of Vehicular Traffic Generation Rates for the San Diego Region dated April 2002, a trip generation of760 ADT with 61 AM peak hour volumes (12 in/ 49 out) and 76 PM peak hour volumes (53 in/ 23 out). With the actual traffic counts for the northbound approach along Calle Timiteo and the projected southbound approach along the project entrance road, it was determined that the northbound approach from Calle Timiteo is the highest volume approach. Therefore, Catie Timiteo (northbound approach) will be used for the traffic signal warrant analysis and act as the "minor road" while the eastbound and westbound approaches along La Costa Ave. will be used and act as the "major road" for the analysis. Traffic Signal Warrant Analysis The traffic signal warrant study was completed in accordance with the most recent California MUTCD 2014 edition for chapter 4C Traffic Control Signal Needs Studies, the worksheets and figures that are provided in this report were obtained from chapter 4C. Warrant l: Eight Hour Vehicular Volume No condition was satisfied for warrant 1, the chosen 8 hours were based on the highest volumes experienced in a 24-hour day according to the traffic counts obtained. The 100% and 80% thresholds were not met for condition A and 8, therefore Warrant 1 was not satisfied. The worksheet for warrant 1 is provided in Attachment 2 of this report. Warrant 2: Four Hour Vehicular Volume Due to the major road of La Costa Ave. having a posted speed limit of 40 mph or greater, figure 4C-2 was used to determine if volumes meet the required thresholds for warrant 2. Warrant 3: Peak Hour Due to the major road of La Costa Ave. having a posted speed limit of 40 mph or greater, figure 4C-4 was used to determine if volumes meet the required thresholds for warrant 2. From the obtained traffic counts, it was determined that the peak hour was from 6-7 PM. As shown in the figure above, the plotted point is clearly below the "2 or more lanes & 1 lane" curve, therefore warrant 3 is not satisfied. The worksheet for warrant 3 is provided in the Attachment section following the report. Warrant 4: Pedestrian Volume Warrant 4 conditions were not met as no pedestrian volumes were obtained. Suite A• San Diego, CA 92126 • (858) 560-4911 TRC Retail Warrant 6: Coordinated Signal System © Urban Systems Associates, Inc. 03 262018 Warrant 6 is not applicable as no coordinated signal systems exist on this section of La Costa Ave. Warrant 7: Crash Experience Warrant Warrant 7 is not met, warrant 7 requires that all parts must be satisfied, one of the parts require the passing of one of the following: warrant 1 condition A, or warrant l condition B, or warrant 4, none of which is met. Warrants I through 3 are previously discussed in the report and are related to traffic volumes. Warrant 8: Roadway Network Warrant 8 will not be met, not all requirements will be met. Warrant 8 that the characteristics of the major route be classified as a "major route on an official plan" which is not the case for this section of La Costa Ave., it is classified as a "neighborhood connector street". Warrant 9: Intersection Near a Grade Crossing Warrant 9 is not applicable, no rail facility exists near the studied intersection.
