Thank you for the opportunity to conduct a multi-modal level of service analysis for parcel 3 of the La Costa
Town Square Project. The purpose of this analysis is to evaluate multi-modal conditions for the three (3) street
segments adjacent to parcel 3 of the La Costa Town Square Project.
MUL Tl-MODAL LEVEL OF SERVICE (MMLOS) REQUIREMENTS
The April 2018 City of Carlsbad Transportation Impact Analysis Guidelines explains that the City requires
the travel modes of pedestrians, bicycles, and transit are to receive a qualitative evaluation and a letter grade,
ranging from A to F. This grade is to be considered that mode of travels level of service (LOS). Please see
the table below for the MM LOS level of service thresholds.

The City of Carlsbad's Mobility Element identifies MM LOS standards for designated roadway typology.
MM LOS standards can be found in Table 3-1 of the City of Carlsbad's Mobility Element, or as shown in
Attachment A. Designated roadway typology can be found in Figure 3-1 of the Mobility Element, or as
shown on Attachment B.
The City of Carlsbad's Mobility Element also establishes that each mode of travel for which the MMLOS
standard is applicable is to maintain LOS Dor better after applying the City of Carlsbad's MM LOS
methodology.

The City of Carlsbad developed an MMLOS Tool which applies specific methodology through a user-
friendly platform that evaluates pedestrian, bicycle, and transit levels of service.
MULTI-MODAL LEVEL OF SERVICE ANAL YSlS
Parcel 3 of the La Costa Town Square Project is located on the north side of La Costa A venue at the
intersection of La Costa A venue and Calle Timiteo. Project access wil I be included by extending Calle
Timiteo north from La Costa Avenue. Please see Attachment C for a project site plan.
Figure 3-1 of the City of Carlsbad's Mobility Element identifies the street segments adjacent to project
access as La Costa Avenue from Via Montebello to Calle Timiteo, La Costa Avenue from Calle Timiteo to
Camino De Los Coches, and Calle Timiteo from La Costa Avenue to Calle Caracas all as "Neighborhood
Connector Streets."

Attachment D.

These counts were used in the evaluation of the existing conditions of the studied street segments of La Costa
Avenue from Via Montebello to Calle Timiteo, La Costa Avenue from Calle Timiteo to Camino De Los
Coches, and Calle Timiteo from La Costa A venue to Calle Caracas.
As shown in the table below, results show that all street segments required to be studied operate at an
acceptable LOS Dor better in the Existing condition after being applied to the City of Carlsbad's MMLOS
methodology.

To examine prospective project impacts to MM LOS grades on adjacent street segments, project ADT was
added to existing ADT and street segments were evaluated under to the City of Carlsbad's MM LOS
methodology. To remain conservative, 100% of project traffic was applied to all studied street segments.

Overall, based on this MM LOS evaluation, we find that for both pedestrians and bicycles, acceptable levels of
service are provided. This conclusion is valid for both the existing and existing plus project condition. Please
let us know if you have any questions or you need any other information. This evaluation should be submitted
to the City of Carlsbad staff for their review and concurrence.
