This memorandum provides an update to a previous Council Memorandum dated
Sept. 16, 2021 (Attachment A), on the Village and Barrio Traffic Circles, Capital Improvement
Program (CIP) Project No. 4015, and the Barrio Lighting, CIP Project No. 4013.
Background
Attachment A, which is a Council Memorandum dated Sept. 16, 2021, provides background
information on both projects.
Discussion
Village and Barrio Traffic Circles Project
On Sept. 7, 2021, the Traffic and Mobility Commission supported staff's recommendation for
the "no-project" alternative at the intersection of Oak Avenue and Roosevelt Street. The project
plans, specifications and contract documents for the remaining sites will be completed in early
2022 and will also include relocation of water and sewer mains outside of the new traffic
circles.
A city webpage is currently active to provide information to the public, available at the
following link: https:ljwww.carlsbadca.gov/departments/public-works/traffic-circles. Also, a
bilingual English-Spanish newsletter was distributed to residents in the area by mail and email,
posted on the city website and promoted on the NextDoor application in November 2021.
Barrio Lighting Project
Attachment A discussed installation of 12 streetlights at various locations throughout the Barrio
as part of Phase 1 of the Barrio Lighting Project. Upon further discussions with San Diego Gas &
Electric (SDG&E), staff determined that two other streetlights that were previously in the scope
of work, but were subsequently removed, could be installed. There is now a total of 14
streetlights that have been installed. Seven of the streetlights are now energized. The seven
streetlights that have not yet been energized will require additional work, including trenching,
so staff will continue working with SDG&E to complete the work to enable energizing. Staff
anticipate this work will be complete by April 2022.

Phase 2 of the Barrio Lighting Project, which is currently in the design phase, will provide
pedestrian lighting in the Barrio neighborhood. Phase 2A will focus on one of the major
corridors in the Barrio (Roosevelt Street, Madison Street, Harding Street and Magnolia Avenue)
and provide connectivity to the Village. Staff will be evaluating lighting needs along each
corridor before determining initial light pole spacing. Staff are preparing for focused public
outreach to solicit input from the community on corridor preference and priority. Public
outreach is expected to begin in early 2022. The final design of Phase 2A will proceed once
feedback has been obtained from the public.
Next Steps
Village and Barrio Traffic Circles Project
Staff plan to bring the Village and Barrio Traffic Circles Project to the City Council with a
recommendation to approve the plans, specifications and contract documents in spring 2022.
After the bidding process is completed, staff will return to the City Council to request
authorization to award a construction contract by late summer 2022.
A process to select an artist for the public art will start in the first quarter of 2022 for the traffic
circle at the intersection of Harding Street and Pine Avenue. Construction notices will be
distributed by mail, email, social media, website and using door hangers, which are expected to
go out in early fall 2022, prior to the start of construction.
Barrio Lighting Project
Coordination with SDG&E to energize the remaining seven installed streetlights in Phase 1 is
ongoing. The lights are expected to be energized by April 2022.
For Phase 2A, staff will evaluate lighting needs along each corridor and conduct focused public
outreach and solicit community feedback. The public outreach process is anticipated to begin in
early 2022. Once completed, staff will finalize the engineering design and coordinate with utility
companies. Staff will then bring Phase 2A to the City Council for approval of plans,
specifications and contract documents and authorization to bid in late 2022.

Discussion
,Village and Barrio Traffic Circles Project
On April 6, 2020, the Traffic and Mobility Commission voted unanimously to support staff's
recommendation to implement the Village and Barrio Traffic Circles Project. The engineering
design of the project is now 95% complete.
On Sept. 7, 2021, staff presented the project to the Traffic and Mobility Commission to seek
input on a preferred alternative for the type of intersection control at Oak Avenue and
Roosevelt Street. Staff evaluated two intersection control alternatives for this location: (1) a
traffic circle and (2) a "no-project" alternative, which would leave the area in its existing all-way
stop condition and add high-visibility continental crosswalks to the intersection.
The traffic circle alternative includes improved pedestrian cross.ing striping, bulb-outs and
refuge islands. It would eliminate 11 parking spaces to accommodate the design. During the
public engagement process, the Boys & Girls Club, which is located at the intersection of Oak
Avenue and Roosevelt Street, expressed concerns regarding negative impacts associated with
construction and operation of the proposed traffic circle on their day-to-day activities. Staff
have coordinated with the Boys & Girls Club throughout the design phase of the project.
Staff recommended to the Traffic and Mobility Commission the ,,no-project" alternative since
the intersection is functional in its current condition with an all-way stop. The existing condition
includes parallel parking, with an Americans with Disabilities Act (ADA) parking stall near the

entrance of the Boys & Girls Club at the southwest corner of the Oak Avenue and Roosevelt
Street intersection.
The "no-project" alternative would not.compromise the traffic calming goals of the Village and
Barrio Master Plan because the intersection is currently an all-way stop. Accordingly, the
intersection is subject to relatively low vehicle speeds. This alternative alleviates the concerns
brought forth by the Boys & Girls Club and eliminates impacts to their day-to-day operations,
including bus turn movements and drop-off /pick-up functions. It also avoids any loss of street
parking in the area and the need to relocate the existing ADA parking stall located at the
entrance of the Boys & Girls Club. With this alternative, staff would install continental style
crosswalks at the existing all-way stop.
On Sept. 7, 2021, the Traffic and Mobility Commission supported staff's recommendation for
the "no-project" alternative at the intersection of Oak Avenue and Roosevelt Street. Staff will
move forward to finalize the project plans, specifications and contract documents, which is
anticipated to be completed in early 2022.
The project includes installation of public art at the traffic circle in the intersection of Harding
Street and Pine Avenue. Public Works, Library & Cultural Arts, and Parks & Recreation
Departments staff are working together to facilitate installation of public art in the center of the
proposed traffic circle. Parameters to incorporate public art will be included in the final design.
A process to perform public outreach and select an artist will take place in the coming months.

Barrio Lighting Project
Phase 1 of the Barrio Lighting Project has completed installation of 12 streetlights at various
locations throughout the Barrio to address areas with lighting deficiency. The facilities are ready
to be energized, and staff are coordinating the service request with San Diego Gas and Electric
(SDG&E). Staff expect the lights to be operational by the end of September 2021.

Phase 2A of the Barrio Lighting Project, which is currently in the design phase, will provide
pedestrian lighting on Roosevelt Street'from Carlsbad Village Drive to Magnolia Avenue. This
street was identified in the Village and Barrio Master Plan as a key pedestrian thoroughfare
between the Village and the Barrio. Design plans that are 50% complete have been submitted
for the project, and staff are preparing for focused public outreach to solicit input from the
community on the architectural look of the lights and spacing layout. Public outreach is

expected to begin in fall 2021. The final design of Phase 2A will proceed once feedback has
been obtained from the public.

Discussion
Village and Barrio Traffic Circles Project
The project team is working with San Diego Gas and Electric (SDG&E) to relocate an electrical
conduit in conflict with a storm drain inlet and to provide electrical service to the proposed
lighting, which wilf be constructed with the improvements. In addition, Carlsbad Municipal
Water District and Transportation· Department staff are coordinating on projects to relocate
water and sewer facilities and replace water valves in the project area.
The engineering design of the Village and Barrio Traffic Circles Project is expected to be
completed in the next several months, assuming utilities coordination efforts stay on schedule.
On April 6, 2020, staff presented the Village and Barrio Traffic Circles Project to the Traffic and
Mobility Commission and they voted unanimously (Attachment B) to support staff's
recommendation to implement the Village and Barrio Traffic Circles Project. On-ce the
engineering design has been completed, staff will bring the Village and Barrio Traffic Circles
Project back to seek feedback from the Traffic and Mobility Commission and members of the
community on the project.
The Boys and Girls Club have expressed concerns regarding the construction and operation of a
potential traffic circle that has been considered at the intersection of Oak Avenue and
Roosevelt Street. In May 2021, staff met with the Boys and Girls Club and presented possible
changes to the design in order to address some of their concerns.

Public Works staff are working with the Library & Cultural Arts and Parks & Recreation
Departments to facilitate installation of public art in the center of one of the proposed traffic
circle locations. The public art process will include public outreach and issuance of a call for
artists, which is anticipated to begin once engineering design has been finalized.

streetlights throughout the Barrio to address areas with lighting deficiency. A Notice to Proceed
was issued to the contractor on May 5, 2021, and pre-construction work has already begun.
Phase 1 construction is expected to be substantially completed by the end of July 2021.

Phase 2 of the Barrio Lighting Project, which is currently in the design phase, includes

allow the city to fund and construct pedestrian lighting over several fiscal years. Staff have also
requested additional funding as part of the fiscal year 2021-22 CIP Budget development
process. Phase 2A will install pedestrian lighting on both sides of Roosevelt Street from
Carlsbad Village Drive to Magnolia Avenue. This street was identified in the Village and Barrio
Master Plan as a key pedestrian thoroughfare between the Village and the Barrio. Preliminary
layout of Phase 2A has been completed.
Final design of pedestrian lighting for Phase 2A will begin after the public has had a chance to
provide their input on the preliminary layout and the proposed phasing plan. This focused
public outreach is currently being developed and is expected to be completed by fall 2021.
Next Steps
Village and Barrio Traffic Circles Project
Staff expect completing the design coordination efforts with the utility companies in the next
few months. Upon completion of this coordination, staff anticipate finalizing the Village and
Barrio Traffic Circles Project plans and specifications in winter 2021. Prior to that, a second
round of public outreach efforts will be conducted, which will include another newsletter
distributed by mail, on the city website, via email and promoted on social media via NextDoor
and other city channels.

request award of a construction contract, which is expected to be in mid-2022.

outreach process will be completed by fall 2021. After the public has provided their input on
the pedestrian lighting in the Barrio, staff will finalize engineering design considering comments
received and complete the utilities coordination. The Barrio Lighting Project will then be
brought to the City Council for approval of the plans and specifications and authorization to bid

requested an update on these projects.

Lieutenant Calderwood reported that the police department has changed their mission, due to
the health crisis, with focus on educating the public to stop/limit the spread of COVID 19. As a
result, the tasks of the community service officers, motor officers and police officers are to
respond to serious calls and to enforce the closures of beach access/ parking access/ public
parks and some trails.
2. SUSTAINABLE MOBILITY PLAN -(Staff Contact: Nathan Schmidt, Public Works).
Staff Recommendation: Approve staff recommendations
Transportation PlanQing and Mobility Manager Schmidt presented the Sustainable Mobility Plan
(SMP) and asked the commissioners to support staff's recommendation to City Council to adopt
the Carlsbad SMP.

Staff's Recommendation: Approve staff recommendations
Senior Engineer Schauble and Engineering Manager Ajideh presented the Village and Barrio
Traffic Circles, requesting T&MC to support staffs recommendation to implement the Village
and Barrio Traffic Circles Capital Improvement Program (CIP) Project No. 4015.
° Commissioner Penseyres inquired about the Intersection corner of Magnolia Ave. and Madison
St. if they will color the curb red resulting in a loss of parking space and the conflict between
cars making a fast right turn into Madison St. interfering with bikes.
0 Transportation Director Frank told Commissioner Penseyres that staff will look at the east
corner of Magnolia Avenue and Madison Street.
° Commissioner Penseyres pointed out the same problem on the corner of Harding Street and
Pine Avenue, loss of parking space and interference with bikes.
0 Senior Engineer Schauble explained that the Village & Barrio Master Plan has several
improvements to the area and the traffic circles project is one measure of improvements in the
Master Plan.

° Commissioner Linke inquired about the timing for Phase t and Phase II.

Deputy City Manager Gomez, Transportat ion Director Frank and Engineering Manager Ajideh
presented the Four Deficient Street Facilities and financing program options for the College
Boulevard extension project. This item was previously presented in the March 2, 2020 T&MC
meeting, and the staff report and recommendations have since been updated. The four facilities
are:
1. Southbound El Camino Real from Cannon Road to College Boulevard
2. Northbound El Camino Real from College Boulevard to Cannon Road
3. Eastbound Cannon Road from El Camino Real to College Boulevard
4. Westbound Cannon Road frnm College Boulevard to El Camino Real ·
° Commissioner Linke submitted a correspondence titled Item# 5-Determination of four street
facilities and financing program options for the College Boulevard extension project that is on file
with the office of the City Clerk. He made a Power Point presentation that supported his
assertion that the proposed College Boulevard extension (either 2-lane or 4-lane alternative)
effectively distributes t rips throughout the network to reduce congestion on the four deficient

facilities, and therefore the staff recomtnendation should be to support building the College
Boulevard extension rather than pursuing the proposed exemptions. Linke noted that this
recommendation is consistent with past action taken by City Council on joint public/private
partnerships to finance road projects.
0 Deputy City Manager Gomez addressed Commissioner Linke's comments:
1. The College Boulevard extension project, which has a private development financing
obligation according to the current LFMZ 15 Pian and the Citywide Facilities and Improvements
Plan (CFIP), is to construct a two-lane alternative. Staff is required to comply with City Council
direction in the two plans unless City Council provides direction to amend the LFMZ 15 Plan and
CFIP to consider a project for a four-lane alternative and a city-led financing option.
2. The staff recommendation includes expediting existing CIP projects to relieve
congestion on the deficient facilities, and this approach is consistent with that taken on
so·uthbound Melrose Drive near Palomar Airport Road. That is, continue to construct
improvements even though the facilities are deemed exempt.
3. It is true that previously each zone that increased traffic on a deficient facility by at
least 20% was previously obligated to contribute to resolving the deficiency, but that is no
longer the case since the General Plan Mobility Element was updated in 2015,

Sunny Creek included in staff's presentation, but he does not support the proposed exemptions
being requested by staff.
0 Vice-Chair Johnson enjoyed the presentation on the Four Deficient Street Facilities and
reiterated her concerns about exemptions. She would prefer supporting a recommendation to
address the problem of congestion.
0 Transportation Director Frank asked Commissioner Linke for a clarification on exactly what he
meant in Part B of his proposed motion regarding "the quantitative data and conclusions from
the traffic study ... "
° Commissioner linl<e responded that the intent for the quantitative data is to show the

in congestion on the deficient streets. Commissioner Linke said that he wanted the City Council
to have a fulsome understanding of the vast benefits the College extension could create when
they are making their decision on whether to fund it.

extension, it fully resolves all the deficiencies with ample capacity for future growth. So, we all
agree upon that. I think what you are asking for, Commissioner Linke, is the graphics which you

At the April 6, 2020 meeting, the commission voted 5-2 (Gocan, Hunter, Johnson, Linke, and Perez in
favor; Fowler and Penseyres oppose.d) to support staff's recommendations that the City Council find
the four street facilities deficient and to expedite Capital Improvement Program Project No. 6094, but
to oppose staff's recommendation to exempt the facilities from the vehicle level of service (LOS)
performance standard, and to provide the following Information derived from the traffic study. The
motion further recommended that the City Council direct staff to take the necessary steps to dev~lop
a city-led financing program for construction of the College Boulevard extension project with all area
developers paying their fair shares.

The College Boulevard extension would fully resolve the congestion problems on the deficient
st(eet facilities with ample capacity for future growth. In the following chart, the red bars show that
the Cannon Rd and El Camino Real street facilities are all currently deficient during the indicated time
periods, with peak vehicle volumes at 7% to 73% over their GMP deficiency limits. However, the
adjacent gre~n bars show that all of the deficiencies are fully resolved with the College Blvd extension
and related recommended projects, with peak volumes at 24% to 51% under the limits. For the
College Blvd extension its~lf, a two-lane configuration would open right around th~ limit, and a four-

This memorandum provides .an update on the Village and Barrio Traffic Circles, Gapital

Background
On June 18, 2019, City Council approved an am~nded minute motion for staff to bring back a
report on the status of the Village and Barrio Traffic Circles CIP project. At the same meeting,
City Council approved a minute motion to prioritize the Barrio Lighting CIP project.
On Sept. 17, 2019, staff provided City Council an informational presentation on the projects'
status, which included anticipated timelines. Both projects are currently funded in the city's CIP
and are in progress. Additional background information is provided below:
Village and Barrio Traffic Circles Project
On July 24, 2018, City Council adopted the Village and Barrio l\i1aster Plan (Master Plan). On
Aug. 27, 2019, City Council approved the Master Plan with the modifications proposed by the
Califorriia Coastal Commission. In October 2019, the California Coastal Commission formally
approved .the Master Plan.
The Master Plan includes several recommendations to c,eate a more walkable and safer Village
and Barrio neighborhood. One of the recommendations is to install traffic circles at specific
intersections as traffic calming features and beautification opportunities in the Village and
Barrio area. By removing pavement in the center of the intersection, traffic circles will provide
landscaping, decorative treatments and public art opportunities.
Eight traffic circle locations are identified in the Master Plan, which are:

• Oak Avenue and Jefferson Street
• Pine Avenue and Madison Avenue

On Nov. 19, 2019, City Council authorized execution of an agreement with Chen Ryan
Associates, Inc. for conducting a feasibility analysis and engineering design of the traffic circles •
. Barrio Lighting Project
Enhancing safety and facilitating neighborhood walkability by improving the pedestrian
experience are priorities for the Barrio neighborhood. One way to help achieve this goal is to
improve lighting in the Barrio ar~a. ·
Street-level lighting is mounted on 24-foot poles, which enhances saff;!ty by improving visibility
for drivers, pedestrians and cyclists. This lighting helps to identify and avoid potential hazards,
primarily within the street footprint. Pedestrian scale lighting is mounted on shorter, 13-foot
poles, which facilitate neighborhood walkability by providing more focused lighting on
walkways. Pedestrian lighting helps people ·feel more secure in their surroundings and creates a
sense of neighborhood conti_nuity. Both types of lighting will be installed as part of the Barrio
Lighting project.
As presented during the Sept. 17, 2019, City Council meeting, the project is being designed and
constructed in two pha.ses. Phase 1 is expedited anp implemented to address concerns received
from the community, prior to-the comprehensive lighting design for the entire Barrio
neighborhood. Phase 2 will comprehensively analyze, design a·nd construct bqth street and
pedestrian lighting for the entire Barrio area,
Discussion
Village and Barrio Traffic Circle~ Project
As the feasibility study for the Village and Barrio iraffic Circles project progressed, one of the
conclusions was that a traffic circle in the existing right of way would not effectively control
vehicular speed at the two following loca_tions:
o Palm Avenue and Harding Street
• Magnolia Avenue and Madison Street
Staff proposed alternative traffic calming measures at those two intersections, which will
include median islands, pedestrian refuges and horizontal deflection of the vehicular lanes.
On April 6, 2020, staff presented the results of the feasibility study, along with the proposed
alternative traffic calming measures for the two aforementioned locations to the.Traffic and
Mobili~ Commission (commission). The commission 1..manimously voted to support staffs
recommendations to implement the project as proposed. Based on the results of the feasibility.

study and support of the commission, the project team has moved forward to finalize the
engineering designs for the project.
Currently, the Public Works Branch project team is working with the Library and ·cultural Arts
and Parks and Recreation Departments to facilitate installation of public art and landscaping in
the center of the proposed traffic circle at Oak Avenue and Roosevelt Street.
The project team ls also partnering with the Carlsbad Municipal Water District to relocate water
mains and valves to avoid conflicts with the traffic circles and to replace old infrastructure
including water services and water meters. In addition, any sewer system in conflict with the
project improvements will be addressed.
Barrio Lighting Project
Phase 1 of the Barrio lighting project will install 16 streetlights throughout the Barrio to
address areas with lighting deficiency. The lighting locations for Phase 1 were identified by
analyzing spacing among the existing streetlights, which were field-vi;rified by an engineering
consultant. In the process of selecting Phase 1 street lighting locations, prio'rity was given to the
areas identified as deficient compared to the city's engineering standards and based on
comments received from the community.
Of the 16 new streetlights included in Phase 1, six will be installed with new concrete poles and
10 will be mounted on existing utility poles that are owned and maintained by S<!n Diego Gas
and Electric (SDG&E). Mounting streetlights on existing poles is a cost-effective strategy to
provide new lighting, however, it requires increased coordination with SDG&E. Due to a new
SOG&E review process and other challenges, there has been a delay in SDG&E's approval of the
10 streetlights on existing poles, which has subsequently impacted Phase l'stimeline. Staff is
currently working with SDG&E to receive their final work.orders for the last two locations of the
10 streetlights.
C.urrently, the Phase 1 plans, specifications and cost estimates are being reviewed by the
project team. A~er staff's final review, the Phase 1 project is expected to be advertised for
construction bids by the end of 2020. Since the estlmated cost of the construction contract is
less than $200,000,.award of the construction contract is expected to be within the City
Manager's authority.
Following the guidance ofthe Master Plc!n, the Barrio Lighting Project includes a phasing plan
that prioritizes installation of pedestrian lighting based on factors such as level of pedestrian
activity and proximity tb public facilities. This phasing plan will allow the city to fund and
construct pedestrian lighting in the Barrio area over several fiscal years. As part of the fiscal
year 2021-22 CIP Budget development process, staff will develop a funding strategy for future
phases of pedestrian lighting in the Barrio.

The initial phase, called Phase 2A, includes design and construction of pedestrian lighting on
both sides of Roosevelt Street from Carlsbad Village Drive to Magnolia Avenue. This street was
identified in the Master Plan ;;is a key pedestrian thoroughfare between the Village and the
Barrio. Preliminary design of Phase 2A has been completed, and final plans, specifications and
cost estimates are expected to be completed by the end of 2020. Future phases will include
Madison Street, Harding Street and Magnolia Avenue.
Due to the COVID-19 pandemic, the projects' community outreach approach has been revisited
and outreach for both projects has been combined. Over the next few months, staff will be
implementing a neighborhood-focused outreach, which will include a newsletter, informational
videos, a proj~ct-specific web page and social media posts. Content will be available in both
English and Spanish and is expected by the end of October 2020.

Village and Barrio Traffic Circles Project
Staff anticipates finalizing the project plans and specifications and obtaining the necessary
environmental authorization by the end of 2020. Staff pla'ns to return to City Council in early
2021 with a request to approve the plans and specifications and authorize advertisement for
construction bids. After the bidding process is completed, staff will return to City Council to
request award of a construction contract. Construction is estimated to begin in m_id~2021,
Barrio Lighting Project
For Phase 1 of the project, staff plans to finalize the plans, specifications and cost estimates in
the next month. It is estimated that the construction bidding process will be completed by the
end of 2020 and construction will begin in early 2021.
For Phase 2A of the project, which includes pedestrian lighting along Roosevelt Street, the
plans, specifi<:ations and cost estimates are anticipated to be completed by the end of 2020. In
early 2021, Phase 2A of the project will be brought to City Council for approval and
authorization to bid. Staff anticipates returning to City Council to request award of a
construction contract in mid-2021..Construct ion is estimated to begin in late summer 2021 .
. Future phases bf the Barrio Lighting Project will include pedestrian lighting along Madison
Street, Harding Street and Magnolia Ave. These phases are expected to be funded and
constructed as part of future CIP budgeting processes.

Over the r:iext 12 to 18 months, two major
inf(astructure improvement projects are being
planned in the Barrio. In this newsletter you will find
an update on these projects and other news
affecting the neighborhood. In addition, we will
share opportunities to express your needs, values
and priorities as the Village and Barrio Master Plan is •
applied to neighborhood projects.
Together, we will create a more waJkable and safer
neighborhood that reflects the cultural and historic
importance of this unique area of Carlsbad.

Traffic circles will be installed at six intersections to calm traffic, improve traffic flow and enhance safety. The
Village and Barrio Master Plan identifies locations for.traffic calming measures. A thorough and extensive public
input process was conducted prior to being adopted by the City Council. Preliminary traffic circle designs, as well
as the opportu.nity to incorporate public art, will be shared with the community to ensure that the project
remains in line with the neighborhood needs and expectations.
Alternative traffic calming measures, such as raised islands and high-visibility crosswalks, are planned at two
intersections after studies showed traffic circles could not be accommodated at those locations.

An.exciting feature will be added to the proposed
traffic circle at the Oak Avenue and Roosevelt Street
intersection. The city's Cultural Arts Office will
facilitatethe installation of public art to welcome
residents and visitors alike to this distinct
neighborhooi:f.
The city's public art program follows a set of policies
and procedures that guide the entire process, from
forming a public art selection committee, to final
installation and maintenance of the works of art. A
key component of Carlsbad's progr_am is an
emphasis on community dialogue throughout the
process: By providing input and sharing perspectives the community helps ensure artwork is integrated into
the physical and social environment of the city and reflects the community's interests.
Creating thoughtful relationships between public space and art, while preserving Carlsbad's distinct heritage
and cultural identity is an ongoing priority. The city's public art program is created in the community's interest
and designed to create exciting aesthetic experiences that engage Carlsbad's community, as well as giving
people a sense of place that's welcoming to this distinctive area.
The next step is the release of a Request for Qualifications to artists intereste.d in creating unique artwork for
the traffic circle. Watch for more opportunities to shareyourvision for public art in the Barrio.

achieves this goal.

The city currently operates out of several buildin!:JS,
some of which are approaching the end of their useful
life. Though city work is primarily remote due to
COVID-19, city employees will eventually return to
their offices to serve the public in person.
Plans continue fora new consolidated city hall where
the main administrative functions will operate out. of
one location, providing more convenient meeting
spaces, including a larger council chamber and
community gathering space.
One location under consideration is the Pine Ave. Park
and Senior Center site in the Barrio neighborhood.

Bike and Pedestri~n lmprove_ments to the Chestnut Avenue Underpass
As SAND AG continues with its 1-5 expansion as part of the Build North
Coast Corridor project, there wi 11 also be an opportunity to enhance
the underpass at Chestnut Avenue. The upgrades will improve
east-west access for bikers and pedestrians and the possibility of a
public art element.
