Re: Culver-Myers-Capp House Located at 3140 Highland Drive (District 1)
This memorandum provides information on the Culver-Myers-Capp House located at
3140 Highland Drive.
Background
On April 30, 2021, via Council Memorandum, and July 20, 2021, via City Council presentation,
staff updated the City Council on the status of the Culver-Myers-Capp House. At the
July 20, 2021, City Council meeting, the City Council, via a minute motion, directed staff to work
with the Historical Preservation Committee and return with options on how to work with the
community on the acquisition or preservation of the Culver-Myers-Capp House.
Discussion
House Relocation
In August 2021, staff pursued the option of relocating the house to either Magee Park or Holiday
Park. Staff reached out to numerous house relocation companies, and eventually met onsite with
John Hansen House Movers. They determined that the only feasible route to either city park was
south on Highland Drive to Tamarack Avenue. Due to the large trees located on Highland Drive,
as well as narrow street widths, street light/signal.pole heights throughout Carlsbad, crossing the
1-5 freeway and the railroad tracks, the house would need to be disassembled into at least three
separate smaller portions, with the roof being completely cut off and the remaining house cut
into at least two separate parts. Overall, the option to relocate the house was both risky and
cost prohibitive, and the house moving company was unable to directly quantify the costs
associated with the move(s) given all the variables.
Sale of Property
On May 22, 2021, the property was listed for sale for $2,995,000. On Sept. 18, 2021, the owners
of the property entered into escrow with a prospective buyer, the Walton's, who were interested
in restoring the house and preserving it on-site, with a close of escrow scheduled for
Nov. 18, 2021. On Nov. 5, 2021, the Walton's submitted a Preliminary Review application (PRE
2021-0043) to the city with the idea of subdividing the property and restoring and preserving the

house on-site. On Nov. 17, 2021, staff issued the Preliminary Review letter to the applicant.
Overall, the Preliminary Review found that the property could be subdivided, however, a
Historical Report would be required with any subdivision application to determine the cultural
significance related to the property and to identify appropriate mitigation measures. The
required Historical Report may influence any future subdivision of the land.
Thereafter, the Walton's and the property owner agreed to extend the escrow period to allow
more time for the buyer to determine whether or not to move forward with the purchase of the
property. On Dec. 13, 2021, the Walton's closed escrow and officially purchased the property
with the intent of restoring the house and preserving it on-site.
Next Steps
As the property is no longer on the open market and the new owner intends to restore the house
and preserve it on-site, staff will not be pursuing any additional options regarding acquisition of
the property. The July 20, 2021, City Council Minute Motion should be considered completed.
