Background Through analysis of crime trends and calls for service in the city, it was determined that the downtown village area was a hot spot when compared to other areas. As a response, the Police Department is planning to create a storefront in that area, which will be utilized by the Homeless Outreach Team (HOT) and supported by Community Service Officers (CSOs). Discussion The Director of the Carlsbad Village Association (CVA) has agreed to allow the Police Department to occupy space within the Carlsbad Visitor's Center located at 400 Carlsbad Village Drive, which is owned by the city and leased to the CVA, to create a storefront for police employees. The storefront will be utilized to respond to calls for service, address critical concerns within the village, provide assistance to the community, and respond to walk-in clients in need of police services. By having HOT officers and CSOs working out of the storefront, the Police Department intends to be more responsive to citizens, visitors, and business owners, and to provide a more visible presence in the village area. The storefront will be occupied by the HOT team with the assistance of CSOs on an overtime basis for the remainder of fiscal year 2021-22. The overtime for the CSOs is anticipated to not exceed $50,000, which will be absorbed within the Police Department's current budget, using savings from current police personnel vacancies.
