Background On May 11, 2021, the City Council adopted Resolution No. 2021-111, approving the Work Plan to achieve the City Council goal of "Bring the Fire Department into conformance with standards of cover evaluation" to meet community needs as the city's demographics and population change. Objective #1 of the Work Plan states: Improve Fire Station 6 and procure two new ambulances. Tasks include: • Convert an office in Fire Station 6 to a bedroom to accommodate an ambulance • Procure and staff two new ambulances Discussion Since receiving the City Council's authorization, city staff have: • Converted an office in Fire Station 6 to a bedroom to accommodate the increase in personnel. That project was completed in September 2021. • In July 2021, city Fleet & Facilities Department staff ordered two new ambulances that will be operational in February 2022. Delivery of these new ambulances have been delayed by supply chain issues, therefore, existing ambulances that had been scheduled for retirement will go into service today, Jan. 6, 2022, until the new ambulances arrive. This brings the total number of Carlsbad Fire Department front line ambulances to five, two more than were previously in service. One ambulance is housed at Fire Station 6, 7201 Rancho Santa Fe Road, and is staffed by two paramedic/firefighters. The second ambulance is housed during the day at Fire Station 4, 6885 Batiquitos Drive, and during the night at Fire Station 5, 2540 Orion Way. This ambulance is staffed by one paramedic/firefighter and one non-safety Emergency Medical Technician (EMT). Fire Department 2560 Orion Way I Carlsbad, CA 92008 I 760-931-2140 Council Memo -City Council Goal on Fire Department Conformance with Standards of Cover Jan.6,2022 Page 2 • Hired nine new paramedic/firefighters, three new full-time EMTs, and five additional part-time EMTs. The EMTs started their academy training Oct. 17, 2021. That training included a two-week academy and emergency medical training in the field. The paramedic/firefighters began their academy training on Oct. 27, 2021, and are currently conducting in-field emergency medical training and evaluations. Next Steps The Fire Depa rtment continues to move through the different objectives associated with this City Council goal. Below are the next steps: • Continue to monitor the progress of recent additions and improvements associated with Objective 1. • Obtain planning and permitting requirements for the temporary Fire Station 7 location, associated with Objective 2. • Begin the process of conducting a Facilities Master Plan, to guide the long-term development and maintenance of Fire Department facilities. Additional information on the Fire Department's planned improvements can be found here, on the city's website. cc: Scott Chadwick, City Manager Celia Brewer, City Attorney Mickey Williams, Police Chief Gary Barberio, Deputy City Manager, Community Services Laura Rocha, Deputy City Manager, Administrative Services Paz Gomez, Deputy City Manager, Public Works
