HomeMy WebLinkAbout2021-11-04; Arts Commission; MinutesARTS COMMISSION Minutes Nov. 4, 2021, 6 p.m. Virtual Meeting Council Chamber 1200 Carlsbad Village Drive Carlsbad, CA 92008 CALL TO ORDER: Vice Chair Joni Miringoff called the meeting to order at 6:00 p.m. ROLL CALL: Commissioners Miringoff, Chung, Nassiri and Barker. Commissioner George joined the meeting at 6:04 p.m. STAFF PRESENT: Richard Schultz, Cultural Arts Manager Daisy Hernandez, Senior Office Specialist Karen McGuire, Curator of Exhibitions Tonya Rodzach, Public Art Coordinator Jennifer Jesser, Senior Planner APPROVAL OF MINUTES: Minutes of the Arts Commission meeting held September 2, 2021. Motion by Commissioner Barker, seconded by Commissioner Nassiri, to approve the Minutes of the regular meeting held on September 2, 2021. Motion carried, 3/0/2/2 (Jadhav and Snyder-Absent) (Chung and George -Abstain) PRESENTATIONS: Introduction of new Arts Commissioner Nora George. PUBLIC COMMENT: None. NOMINATE A PRIMARY AND ALTERNATE MEMBER TO THE GROWTH MANAGEMENT COMMITTEE: Senior Planner Jennifer Jesser gave the commissioners a brief presentation that reviewed the city's Growth Management Plan and why the commission was being asked to nominate a primary and alternate member to the Growth Management Committee. Motion to nominate Commissioner Nassiri as primary and Commissioner George as alternate to the Growth Management Committee made by Vice Chair Miringoff, seconded by Commissioner Barker. Motion carried, 5/0/2 (Jadhav and Snyder -Absent) REVIEW OF THE ARTS COMMISSION WORKPLAN FOR FISCAL YEAR 2021-22: Cultural Arts Manger Schultz presented the work plan to the commissioners in a PowerPoint presentation that reviewed each initiative as either established, edited, or new, per slide. Motion by Commissioner Barker, seconded by Commissioner Chung, to discuss, edit and approve the Arts Commission Work Plan for FY 2021-22. Motion carried, 5/0/2 (Jadhav and Snyder -Absent) Nov. 4, 2021 Arts Commission Page 2 of 2 DISCUSSION: COMMUNITY ARTS GRANTS: Cultural Arts Manager Schultz gave the commissioners a brief presentation as an overview of the Community Arts Grants, their current structure, and overall process. He then introduced Mrs. Mimi Kim, who briefly reviewed the two articles that were included with the staff report and staff recommendations for updating the grantmaking process. Lastly, Mr. Schultz presented a timeline for this discussion on arts grants, over the next two meetings. CULTUAL ARTS MANAGER REPORT: Mr. Schultz welcomed Commissioner George and thanked Vice Chair Miringoff for stepping in to run the meeting when the Chair was absent. He provided an update on the available funds for the Calavera Hills Community Park Gateway Project of $11,500 as requested at the September meeting. He explained that for smaller park projects the funds are often not enough to support a public art installation. The public art ordinance allows the city to pool these monies for a future park in the same quadrant. The next update was the launch of the new, on line Artist Registry for temporary public art, which will be used by the Cultural Arts Office to develop a pool of artists that are pre-qualified for temporary public art projects. Mr. Schultz shared that the first Permanent Public Art Advisory Subcommittee meeting for Fire Station 2 will be live streamed on Nov. 10 at 12 p.m. on the city's website. ARTS COMMISSION CHAIR REPORT: Vice Chair Miringoff stated she had no updates but enjoyed the opportunity to facilitate the meeting. ARTS COMMISSIONER COMMENTS: Commissioners shared the highlights of their participation and attendance at local arts events and programs.
