Background Attachment A provides background information on this project. Since the last update on July 8, 2021, staff and project consultants have continued to work on traffic and mobility related reports and other support documents for the conditional use permit, or CUP, application. Additionally, staff have updated their comprehensive time-based schedule for all drawings and documents, including environmental documents and technical studies, required as part of the project's discretionary review process. Discussion The traffic impact analysis, or TIA, local mobility analysis, or LMA, and transportation demand management, or TOM, plans for the project have been revised, and an updated site plan has been prepared. Additionally, cultural resource groups have been contacted, and consultation with them is underway. The scenic trail surrounding the project has been removed from the project scope to avoid impacts and the corresponding environmental documents were revised accordingly. An updated set of revised plans and updated cultural reports have not yet been completed. The revised target date for these pending documents to be completed and submitted is late January 2022. In addition to working toward finalizing all CUP support documents, staff have been tracking the progress of each support document's review in a time-based schedule leading up to a Planning Commission hearing date, which is anticipated to be in fall 2022. Background As of the last project update on April 29, 2021, staff and project consultants continue to work on traffic and mobility related reports for the project, and staff created a comprehensive time- based schedule for all drawings and documents required as part of the projecf s discretionary review process. Discussion The vehicle miles traveled (VMT) analysis for the project was completed on May 17, 2021. The local mobility analysis (LMA) and transportation demand management (TOM) plan for the project continue to be revised and updated as needed to ensure the documents are complete and ready for public review prior to deeming the project1 s Conditional Use Permit (CUP) application complete. In addition to working towards finalizing the LMA and TOM plan, staff prepared a comprehensive schedule detailing the list of CUP application documents on file for the project and their review status. This schedule projected milestone dates for project plan check review, environmental compliance and Planning Commission hearing dates. The anticipated Planning Commission hearing date for the project's CUP has been revised to May 2022. Next Steps Staff currently anticipate that the project application, revised reports and updated environmental document will be deemed complete and subsequently posted for public review in January 2022. Discussion Staff continue to review the VMT analysis prepared by Fehr & Peers, who revise the documents as needed. They submitted the most recent version of the analysis for staff review the week of April 19, 2021. In addition to reviewing the reports, staff are developing language to condition the project on the transportation system management requirement to mitigate project impacts to southbound El Cam_ino Real at Faraday Avenue left-turn pockets. Staff anticipated incorporating the cost ofthe left-turn pocket modifications into the fiscal year 2021-22 CIP Budget request, but this will likely be deferred to a future date. Next Steps Staff currently anticipate that the project application, revised reports and updated environmental document will be deemed complete and subsequently posted for public review in June 2021. Background As of the last project update on Oct. 1, 2020 (Attachment A), staff and project consultants have contin~ed to work toward revising and finalizing the local mobility analysis (LMA), transportation demand management (TOM) plan and the vehicle miles traveled (VMT) analysis for the project. Discussion fn December 2020, staff was concerned that the VMT analysis being prepared by the traffic engineering consultant was not progressing as expected. In January 2021, staff retained Fehr & Peers, a consultant that helped the Community Development (CD) Department prepare the city's VMT analysis guide, to prepare an independent VMT analysis for the Orion Center project. On Feb. 12, 2021, Fehr & Peers completed their comprehensive analysis and submitted it for city review. On Feb. 23, 2021, CD staff returned review comments, and the analysis is currently being updated by Fehr & Peers. In January 2021, an updated version of the LMA report and TQM plan were submitted to CD staff, who returned review comments last month. The currently identified measures to mitigate the transportation system management (TSM) requirements include payment of a fair-share contribution toward extendingthe left-turn pockets on·southbound El Camino Real at Faraday Avenue and paying for signal controller modifications at that intersection. The costs ofthe roadway modifications are anticipated to be incorporated into the CIP Budget for fiscal year 2021-22. Next Steps Staff anticipates that the project application, revised reports and updated environmental document will be deemed complete and subsequently posted for public review in April 2021. Background Since the last projec_t update submitted on May 9, 2019, Public Works staff has been working diligently with Roesling Nakamura Terada Architects, Inc. (RNT) and Griffin Structures, Inc. (GSI) to address regulatory and other comments raised by Community Development staff regarding the Conditional Use Permit (CUP) application, which was originally submitted in December - 2018; The comments were related__to stgrmwater treatl]lent ancl control, landscaping, fire safety and traffic impacts and mitigation. Over the course o.f the year, city staffworked wjj:h the consultarits to address potential impacts and develop appropriate mitigation measures ancl project modifications to ensure the project complied with appropriate land use regulations; in particular, traffic impacts. In late 2019, staff was finalizing th_e draft environmental document to prepare for public review. The mitigation measures that were identified to address traffic impacts included payment of a fair-share contribution toward the cost of extending the left-turn lanes at the intersections of El Camino Real/Faraday Avenue al')d El Camino Real/Palomar Airport Road. However, o_n Jan, 21, 2020, stafflnformed the City Council that the city's Climate Action Plan (CAP) contafned_an incorrect calculation of the vehicle miles traveled (VMT), and for that reaso11, the CAP was "unqualified" as a mitigation tool to address and mitigate project-level impacts resulting from gre.enhouse gas (GHG) emissions.
