Housing & Homeless Services Department Staffing Update (Districts-All)
Background
The Housing & Homeless Services Department was authorized as a standalone department at
the end of last fiscal year to ensure adequate resources are dedicated to the city's housing and
homeless goals. The Housing & Homeless Services Department had five newly authorized
positions and three vacancies of management positions created by planned retirements and a
recent resignation. Five of the eight positions have been filled, with three vacancies remaining
and the Housing & Homeless Services Department has been working closely with the Human
Resources Department to conduct recruitments to get the vacancies filled.
Discussion
Below is a summary of staffing changes and introduction of new employees:
• Housing Services Manager -This position was vacated by Dave de Cordova's retirement.
The recruitment process was unsuccessful for this position, and staff have brought on a
part time hourly position to temporarily fill this role while staff figure out further
recruitment efforts. Todd Henderson joined the Housing & Homeless Services
Department on Jan. 10, 2022.
Todd Henderson has worked for many years in the housing industry and is an
experienced administrator and leader. He worked for 15 years with the County of San
Diego in different capacities, ending with Director of Housing & Community
Development. He has a Bachelor of Arts in Political Science from the University of
Arizona and a Master of Business Administration from Arizona State University.
• Senior Program Manager (Rental Assistance) -This position was vacated by Bobbi Nunn's
retirement. Maria Campa was hired in December as a Program Manager to underfill the
Senior Program Manager position.
Maria Campa has over 25 years of experience working in rental assistance programs. We
welcome Maria Campa back as a returning Carlsbad employee, having worked here
from 1988-1998.

• Senior Program Manager (Homeless Services) -This position was vacated by Holly
Nelson, who has accepted a new opportunity with the City of Escondido. This position
will be filled by Chris Shilling at the end of January 2022.
Chris Shiling will join the city from the San biego nonprofit, Home Start, Inc., where he
spent several years as the Director of Programs providing services to those experiencing
homelessness. He also spent several years working with the Regional Task Force on
Homelessness where he implemented the homelessness crisis response system
throughout San Diego County. Chris Shilling has a Bachelor of Science in Business
Management from the University of Phoenix and a Master of Arts in Organizational
Leadership from Chapman University.
• Senior Program Manager (Housing) -This position was added as a new position in the
fiscal year 2021-22 budget. A recruitment was conducted, and Nancy Melander was
selected for the role as a promotion from her most recent position of Program Manager
in the Housing & Homeless Services Department.
Nancy Melander has 8 years in government administration experience and has been a
Program Manager for the City of Carlsbad for 3 years. She works on the city's grants,
community education and homebuyer programs, and she has administered the city's
Community Development Block Grant (CDBG) funding process.
• Program Manager (Housing)-This position became vacant through Nancy Melander's
promotion. A recruitment was conducted and Allen Edwards was selected for the role.
Allen Edwards has 17 years in government administration experience and has been with
the City of Carlsbad for 5.5 years. Allen Edwards was temporarily working on the city's
Homebuyer Program, on assignment from his Code Enforcement position in the
Community Development Department. Now that he is filling the Program Manager
position in the Housing & Homeless Services Department, his former position in Code
Enforcement is open and the Community Development Department is now recruiting to
fill that position.
• Program Manager (Homeless Services)-This position was added as a new position in the
fiscal year 2021-22 budget. A recruitment was conducted, and Jessica Klein was selected
for the role as a promotion from her most recent position of Housing Assistant (Housing
Navigator) in the Housing & Homeless Services Department.
Jessica Klein has supported housing homeless individuals, serving as the Housing
Navigator in the Housing & Homeless Services Department.

Staff will be working with the Human Resources Department to conduct recruitments to fill the
following vacancies over the next few months:
