Background On Sept. 28, 2021, the City Council adopted Resolution No. 2021-223 (Attachment A) approving the charter for the Growth Management Plan Update Advisory Committee (see Attachment B for the City Council Staff Report). The committee is comprised of a total of 19 primary and 19 alternate members that includes: two members (one primary and one alternate) from each of the nine city commissions/boards, four residents (two primary and two alternate) from each City Council district, and four at-large residents (two primary and two alternates). At the Sept. 28, 2021, City Council meeting, the City Council directed that staff send a brief biography of each nominated commission/board member prior to appointing the remaining 20 (10 primary and 10 alternate) members to the committee. Discussion In October, November and December 2021, and January 2022, the nine city commissions/ boards met and nominated two commission/board members (one primary and one alternate) to serve on the committee. A list of commission/board member nominations and a brief biography of each are included (Attachment C). On Jan. 5, 2022, the City Clerk initiated the solicitation of applications for residents who would like to serve on the committee as City Council district representatives or as at-large residents. The solicitation period closes on Feb. 7, 2022. Staff originally anticipated returning to City Council in December 2021 for appointment of committee members. However, due to the timing of the various commission and board meetings to nominate members to the committee, and the avoidance of holidays to solicit applications for the remaining members, the appointment process was extended into 2022. Staff now anticipates returning to the City Council on March 8, 2022, with a list of committee member candidates for City Council appointment. Growth Management Update Advisory Committee Member Nominations Arts Commissioner Nassiri (Primary) Gita K. Nassiri, JD, MBT, CPA, managing attorney at Capital Legacy law, Inc., is an attorney/CPA with over 28 years of experience, specializing in the area of estate planning (trusts, estates and probate). With care and compassion, Gita enjoys designing and implementing estate plans tailored to meet the particular needs of her clients and oversees the administration of probate estates and trusts. Prior to establishing Capital Legacy Law, Gita worked as an attorney in the areas of trusts and estates and business law, and also as a tax consultant for the accounting firm PricewaterhouseCoopers. Gita has served on the Arts Commission since 2020 and also volunteers on numerous local nonprofits. Gita lives in Carlsbad with her husband and two teenage sons. She enjoys family time, hiking and being a soccer mom. l Growth Management Update Advisory Committee Member Nominations Arts Commissioner George (Alternate) Nora Jimenez George is a former city planner with a master's degree in city planning and a bachelor's degree in Public Administration. With a specialty in transportation, Ms. George worked at SAN DAG, North County Transit District, the City of Coronado, and O'Roarke Engineering (as extension of staff to Carlsbad's Traffic Engineer) on long-term transportation planning, bi-national airport, TransNet/TDA funding, rail-trail bike paths, Coaster start-up and station development, Sprinter light-rail train planning, street tree planning, movement of goods studies, and public works management. She "retired" to raise her autism-spectrum son and younger daughter who both recently left for university. During her children's public school days, Ms. George served on PTA executive boards for 16 years, advocated and fund raised for the arts in school, and served as President of the local Autism Society of America chapter. She also had the pleasure of serving the city in various volunteer capacities such as a Parks & Recreation Commissioner, Beach Preservation Commissioner, City Stuff, and currently, as an Arts Commissioner. As a brand-new empty nester, Ms. George spends her time traveling between San Francisco and London visiting her children at their respective universities. She and her husband are eager to return to their favorite hobby of world traveling. Ms. George also plans to resume publishing autism pieces. ) Growth Management Update Advisory Committee Member Nominations Beach Preservation Commissioner Briggs (Primary) Fred Briggs currently serves as Chairman of the Carlsbad Beach Preservation Commission after having participated for approximately five years as a working member of that commission. He is a degreed nuclear engineer with over forty years of multi-disciplinary experience in technical design, large-scale construction and organizational management. The last ten years of his career were spent as an independent consultant specializing in regulatory affairs. He is now fully retired although he remains professionally active on the local Executive Board of the American Nuclear Society. Initially attracted by the small town environment and the proximity to the ocean, Mr. Briggs committed to North San Diego County forty five years ago and has been a resident of Carlsbad and homeowner in the Village area since 1983. He can frequently be found walking Carlsbad's beaches and near shore areas and remains an active ocean sailing enthusiast. Personal Statement of Interest Although my work frequently took me traveling both domestically and internationally, there was never a question that Carlsbad was home. However, about ten years ago I became disturbed by the condition of Carlsbad's beaches and their lack of adequate public facilities. Lessons learned through attendance of the Carlsbad Citizen's Academy in 2011 resulted in a formal presentation to the City Council in 2013. That focus aided in the City's beach infrastructure investment of the last five years and the creation of the Carlsbad City Lifeguard Service. My final lesson learned was that the efforts of one person -and a bit of persistence -can indeed make a difference in local government. I wish to take that education in constructive involvement to the next level by joining the Growth Management Update Advisory Committee. Although our city has changed dramatically over my life, and much has been done, our full potential remains yet to be accomplished. I offer my best efforts in helping to cooperatively envision a viable path forward. I have no particular agenda to push; my desire is simply to leave Carlsbad an even better place than I found it. Growth Management Update Advisory Committee Member Nominations Beach Preservation Commissioner Stark (Alternate) Lisa Stark is a Deputy District Attorney for the County of San Diego who serves on the Beach Commission since 2020. She has worked as a Prosecutor for 18 years, prosecuting a wide variety of crimes in North County San Diego. Lisa is passionate about criminal justice because she believes in protecting victims of crime. Lisa has been recognized in their field for prosecuting many types of crimes, including rape, robbery, murder and economic crimes and graduated from the University of New Mexico School of Law in 1999. In their spare time, Lisa enjoys teaching yoga on the beach and elsewhere, fostering cats, gardening and crocheting. Lisa currently lives in Carlsbad. Growth Management Update Advisory Committee Member Nominations Historic Preservation Commissioner Majer (Primary) Chad Majer serves as the Chairman of the Historic Preservation Commission since 2018. Chad isthe Operations Manager for the Electra Bicycle brand, and owns his own business, Majer lmagineering which specializes in creative themed entertainment. Chad is a leader in his field for thinking outside the box on creating events and experiences. Hegraduated from Northern Arizona University in hospitality. In his spare time, Chad finds joy in creating Halloween and Christmas extravaganzas for the neighborhood. He frequently takes his 1940 Dodge out for a drive along the coast. There is a large tiki and bicycle scene that Chad is involved with. Chad is always interested in exploringnew hobbies and expanding on old ones. He currently lives in Olde Carlsbad with his wife, 5-month-old daughter, 2 pigs, 3 cats and, 7 chickens. Growth Management Update Advisory Committee Member Nomination Historic Preservation Commissioner Prosser (Alternate) Robert Prosser joined the Historic Preservation Commission in August of 2019. He moved to Carlsbad in 1969 with his parents and continued to raise his family here with his children going to school in the Carlsbad Unified School District. He worked at the Twin Inns as a busboy and a waiter when going to college in the 1970's. He has almost 20 years of experience as a sub and general contractor and over 15 years in marketing communications, branding, and advertising. Growth Management Update Advisory Committee Member Nomination Housing Commissioner Nguyen-Cleary (Primary) John Nguyen-Cleary has served as Chair of the City of Carlsbad Housing Commission since 2019, and he has been nominated to represent the Housing Commission on the Growth Management Update Advisory Committee. Professionally, John is the Chief Administrative Officer of the Center for Genomics of Psychiatric Health and Addiction and of the Executive Chair of Psychiatry's office at Rutgers University Biomedical and Health Sciences. John has worked in executive positions in academic medicine for 20 years, with most of that time focused on administering large-scale research at the intersection of genetics and mental health, totaling over $100 million in funded research involving over 65,000 participants across North America, Asia, Europe, and Africa. John is also passionate about public service, having served as the executive of organizations, and on boards and commissions, regarding health care for underserved communities and civil rights. These include Bay Area Community Health (previously Try-City Health Center), a federally qualified healthcare center; multiple lesbian, gay, bisexual, and transgender (LGBT) civil rights organizations; and as Chair of the Human Relations Commission in Fremont, CA. John has participated substantially in two Housing Element cycles -most recently in Carlsbad, and previously in Fremont, CA. John's expertise in housing issues, his experience with recognizing and supporting diverse communities, and his history of successfully managing large- scale projects will all contribute significantly to the efforts of the Growth Management Update Advisory Committee. John lives in the La Costa area of Carlsbad with his husband and their 6-and 9-year old sons. In their spare time, they enjoy camping, skiing, sailing, and road trips visiting national parks across the Western U.S. Growth Management Update Advisory Committee Member Nominations Housing Commissioner Manzano (Alternate) Allen Manzano is a Housing Commissioner whose educational background includes Bachelor of Arts degrees in Business and Public Administration. His professional experience includes state and federal executive and corporate executive. He has been treasurer of the Agua Hedionda Lagoon Foundation and of the Barrio Fiesta. Mr. Manzano is also a trained painter and a published author. Growth Management Update Advisory Committee Member Nominations Library Board Trustee Sheffler {Primary) William Sheffler is an actuary who has served on the Carlsbad City Library Board since July 2021. He provides expert witness services and performs public sector pension analysis for his consulting practice, San Diego Analytics. Bill Sheffler has a B.A. in Economics from Claremont McKenna College and a M.A. in Mathematics from the University of Arizona. In 1975 after service in the United States Army, he started actuarial work in the Topeka Kansas home office of Security Benefit Life. In 1980 joined an international benefits consulting firm in New Orleans, Louisiana. In 1984 he established his consulting practice in San Diego. Mr. Sheffler is a member of several actuarial organizations, including the Society of Actuaries, the American Academyof Actuaries, the Conference of Consulting Actuaries, and American Society of Enrolled Actuaries. In 2003, Mr. Sheffler was appointed by the mayor of San Diego to the Pension Reform Committee, Mr. Sheffler became well-known in government accountabilit_y circles through his outspoken advocacy for a sensible public pension policy. The City of San Diego Retired Employees Association named him 2007 Person of the Yearin recognition of his efforts on behalf of City of San Diego Public Retirees. In his spare time, he enjoys cycling and skiing. He currently lives in Carlsbad, having grownup in the village. After graduating from CHS he collaborated with his late brother in the preparation of subdivision maps in the village for over fifty residences. Growth Management Update Advisory Committee Member Nominations Library Board Trustee Larson (Alternate) Art Larson is a retired Carlsbad resident. He has served on the city's Library Board of Trustees since 2018. Art worked more than 40 years in media and executive communications for several companies, including Marriott, Anheuser-Busch, and Nissan USA. About half of his career was spent with Sempra Energy. Art Larson was awarded the Public Relations Society of America's top award for his public relations efforts on behalf of Expo 86, the World's Fair in Vancouver, British Columbia. Art is a graduate the University of Missouri's journalism school. Growth Management Update Advisory Committee Member Nominations Parks & Recreation Commissioner Allemann (Primary) Amy Elizabeth Allemann is an attorney who has served as a Commissioner for the Carlsbad Parks and Recreation Commission since 2019. Amy is a senior litigation attorney, licensed in California since 2000 and currently practices family law at Hale & Associates, a local Carlsbad law firm. She has built a reputation for excellence, integrity, and professionalism, with over 20 years of experience handling complex Family Law and Civil Litigation matters. She is admitted to practice in all Superior Courts in California, as well the Southern District of California and the Central District of California. Amy is passionate about her work as a litigator and is a fierce advocate for her clients. She has served as a guest speaker at several seminars and taught Mandatory Continuing Education credits in both legal specific legal areas as well as teaching classes in ethics and Elimination of Bias. Additionally, Amy is an alumni of L.EAD San Diego's exclusive Leadership college. Recently, Amy was distinguished as a "Super Lawyer" for 2022, a recognition given to only a small percentage of attorneys. She has received numerous awards both in law school as well as a practicing attorney. Amy is a graduate of Miami University in Oxford, Ohio and is a graduate of California Western School of Law, cum lade where she earned a number of prestigious awards including American Jurisprudence Awards and the Corpus Juris Secondum awards. During law school she served as Staff Editor and Staff Writer for the California Western International Law Journal and the California Western Law Review. In her off hours, Amy enjoys spending time with her family including her husband and 13-year- old son·as well as her adult children and grandchildren. Amy is an active volunteer with the Boy Scouts, where her son is a Life Scout, serving as both Committee Secretary and Advancement Chair, was previously in leadership for the YMCA Adventure Clubs for the mom and son's group and loves camping, biking, hiking and anything outdoors. Amy has lived in Carlsbad since 2012 and intends to stay in this community for life. Growth Management Update Advisory Committee Member Nominations Parks & Recreation Commissioner Steketee (Alternate) Marissa Steketee enjoys contributing to her community and is a member of the Parks & Recreation Commission. Her educational background is related to environment and coastal issues (BS in Environmental Policy and a MA in Marine Affairs and Policy). Ms. Steketee is a mom of two kids and volunteers as the Carlsbad Youth Baseball Snack Bar Chair, has supported the Magnolia Elementary garden program, and is a member of the San Diego PMI Chapter and of the San Diego Tech Hub. Ms. Steketee loves the ocean and beach and appreciates what an integral part it is of Carlsbad's community and way of life. She also has a profound love of learning and feels that providing access to educational resources is essential. She also believes that parks are a key feature of building community and enhancing the quality of life in Carlsbad. Growth Management Update Advisory Committee Member Nominations Planning Commissioner Stine {Primary) Joseph ("Joe") Stine is a real estate attorney and mediator who has served on the Planning Commission since 2019. He represents North County residents in disputes involving residential purchase agreements, easements, encroachments, homeowner associations, and other real estate-related matters. He also serves is a mediator for the San Diego County Superior Court and California Association of Realtors. His office is in the Palomar Airport area of Carlsbad. Joe was a staff attorney for the city of Oceanside throughout the 1990s and has served as a temporary judge for the San Diego County Superior Court. He was the 2016 President of the North County Bar Association and is on the leadership team of the North County chapter of the American Inns of Court. His public service experience includes two years as a trustee for the San Dieguito Union High School District and serving as President of master association of the 1,000-home La Costa Valley community where he has lived for over twenty years. Joe is a 1974 graduate of the University of California, Santa Barbara, and a 1977 graduate of the University of San Diego School of Law. He regularly participates in Zoom debate and discussion forums sponsored by the non-partisan Braver Angels organization committed to fostering civil dialogue on public policy issues among Americans of divergent political views. Pre-COVID, he enjoyed extensive domestic and overseas travel including trips throughout the East Coast, Europe, and the Mediterranean. Joe is a former triathlete and lifelong fitness enthusiast who regularly takes brisk walks on City hiking trails. Growth Management Update Advisory Committee Member Nominations Planning Commissioner Sabellico (Alternate) Kevin Sabellico has lived in Carlsbad for over 20 years, where he attended local public high school Canyon Crest Academy and spent seven years as an altar server at St. Elizabeth Seton Catholic Church. Kevin earned his bachelor's degree in Political Science from UC Santa Barbara and plans to attend law school in the near future. Kevin is a seasoned political campaign professional with 8 years of experience in federal, state, and local campaigns. His past work includes Kamala Harris for Senate, Mike Levin for Congress, the Iowa Democratic Party, the Florida Recount Committee, Kamala Harris for the People, Mike Bloomberg for President, and Chris Duncan for San Clemente City Council. He currently owns and operates a small consulting firm, Sabellico Campaign Consulting, where he serves as Campaign Manager for Catherine Blakespear's State Senate campaign. Kevin has also served in numerous leadership positions, including President of the Canyon Crest Academy School Site Council, Co-President of the San Rafael Hall Council at UCSB, and Co-Chair of the California Democratic Party Credentials Committee, becoming the state party's youngest Executive Board Member in 2019. In 2020, Kevin was appointed by Congressman Mike Levin to be a Member of the Electoral College, where he voted on behalf of California for President Joe Biden. Kevin was unanimously appointed to the Planning Commission in January 2021, representing District 4. He lives in La Costa with his 13-year old English Springer Spaniel named Sparky. In his free time, Kevin enjoys golf, tennis, and fine whiskey. Growth Management Update Advisory Committee Member Nominations Senior Commissioner Mehan (Primary) Patricia Mehan is a Carlsbad resident and is a Senior Commissioner who enjoys assisting her community. She has assisted with meals on wheels delivery, participated in Senior Bingo sessions, and was president of the Sunny Creek HOA. Ms. Mehan was also on the board for Carlsbad Newcomers -recording secretary in 2001, publicity chair in 2015, and was president of the board for four years. Ms. Mehan also helped at the TGIF concerts and was on the board for Circle of Friends. Growth Management Update Advisory Committee Member Nominations Senior Commissioner Ross (Alternate) Nelson Ross has been a Carlsbad resident since 1977and was appointed to the Senior Commission in 2021. Mr. Ross has collected experiences in many aspects of official local and federal policies. He is a retired federal employee of 39 years, which included his employment with the National Oceanic Atmospheric Administration {NOAA). In addition to the Senior Commission, Mr. Ross has been a member of many groups, including past Chairman of Marine . Technology Society, San Diego Police Reserve, Urban League Board of Directors, San Diego Community Hospital Board, Del Mar Race Committee, ABOUKA {founder and director), Pacific Safety Council Board of Directors, Pageant of the Masters at Laguna Beach Member, OSHA Trainer and Program Developer. Growth Management Update Advisory Committee Member Nominations Traffic & Mobility Commissioner Linke (Primary) Steve Linke is originally from Fargo, North Dakota. He is a retired scientist with a PhD from the University of California San Diego {1996), who has worked at the National Cancer Institute in Bethesda, MD and the Salk and Burnham Institutes in La Jolla, CA. Steve has lived in Carlsbad for the last 19 years and in San Diego County for over 25 years total. He has been involved in local transportation issues for the past 11 years-the last three as a member of the Traffic and Mobility Commission. He is currently Vice Chair and is the nominated primary member for the commission's position on the Growth Management Update Advisory Committee. On the T&MC, Steve led tasks to revise the duties and meeting rules and to develop robust annual work plans. He also has spearheaded efforts and served on ad hoc committees to review and advise the City Council on several programmatic and guideline updates that are closely intertwined with the Growth Management Plan. These include review of the annual Growth Management monitoring reports, development of the Sustainable Mobility Plan, and updates to the Transportation Impact Analysis Guidelines, the Multi modal Level of Service system, the Vehicle Miles Traveled Analysis Guidelines, the Transportation Demand Management Program, etc. In his spare time, Steve enjoys playing hockey and tennis and spending time with his family. Growth Management Update Advisory Committee Member Nominations Traffic & Mobility Commissioner Fowler (Alternate) William Fowler is a retired consultant, most recently employed by Accenture as a manager and data architect. He earned a PhD in International Relations from the University of Southern California (1980) and worked at RAND Corp, the Department of Energy, UCLA, UCSD and as an independent consultant. He has just started his second term as a Commissioner on the Carlsbad Traffic and Mobility Safety Commission. William has lived in Carlsbad for 25 years and previously served on the Carlsbad Charitable Foundation's Grants Committee. He is a community activist who is passionate about local politics, actively participating in Carlsbad and San Diego County elections.
