HomeMy WebLinkAboutCD 2021-0029; THE FORUM; Admin Decision LetterJanuary 24, 2022 Dino Vajraca 1760 Creekside Oaks Drive, Suite 280 Sacramento, CA 95833 SUBJECT: CD 2021-0029 (DEV12010)-THE FORUM {"city of Carlsbad 8FILE copy The City Planner has completed a review of your application for a Consistency Determination, CD 2021- 0029, which is a modification to the Site Development Plan, application No. SDP 00-10, to revise the approved architecture for the tenant suite located at 1923 Calle Barcelona, Suite 135, located within The Forum shopping center. After careful consideration of the request, the City Planner has determined that the request meets all of the findings below and APPROVES this request. The proposed project is a revision to the approved architecture of an individual tenant suite. The architectural revisions to the storefront includes the following: • Replace existing storefront system with bi-folding doors • Replace existing double door entry to a single door • Repaint existing stucco color palette from beige colors to a light grey and off-white color. In order for a Discretionary Permit Consistency Determination to be approved, all of the following findings must be made: 1) No project condition, feature, facility or amenity is changed or deleted that had been considered essential to the project's design, quality, safety or function in that the original Site Development Plan for the shopping center1 SDP 00-10, and the Green Valley Master Plan, MP 92-011 allow flexibility in the design of the individual storefronts in the Forum shopping center. Specifical/y1 per MP 92-011 variations in theme may be used to accent specific areas or stores in the retail center. The proposed revision to the storefront maintains the overall eclectic design1 quality and function of the project. No changes to the site plan are proposed. 2) The requestrepresents an upgrade in overall design features and or materials and improves upon the project's compatibility with the surrounding neighborhood in that the proposed revisions to the facade result in an architectural design that will complement the variations in design throughout the shopping center. 3} The proposed revision does not change the density or boundary of the subject property. 4) The proposed revision does not involve the addition of a new land use not shown on the original permit. 5) The proposed revision does not rearrange the major land uses within the development in that no additional buildings or uses are proposed beyond the scope of what was approved for the original Site Development Plan1 application No. SDP 00-10. 6} The proposed revision does not create changes of greater than ten percent provided that compliance will be maintained with the applicable development standards of the Carlsbad Municipal Code in that there are no changes to parking1 landscaping1 setbacks1 or coverage. Community Development Planning Division I 1635 Faraday Avenue Carlsbad, CA 92008-7314 I 760-602-4600 I 760-602-8560 f I www.carlsbadca.gov CD 2021-0029 (DEV12010)-THE FORUM January 24, 2022 Page 2 7) The proposed change will not result in any significant environmental impact, and/or require additional mitigation in that the proposed improvements do not create any inconsistencies or new impacts relative to the environmental review process associated with the original project's approval. 8} The proposed change would not result in any health, safety or welfare impacts. 9) There were not any major issues or controversies associated with the original project which would be exacerbated with the proposed change. 10) The proposed change would not be readily discernable to the decision makers as being substantially different from the project as originally approved as the original Site Development Plan for the shopping center, SDP 00-10, and the Green Valley Master Plan, MP 92-01, allow flexibility in the design of the individual storefronts in the Forum shopping center. Specifically, per MP 92-01, variations in architectural themes may be used to accent specific areas or stores in the retail center. The proposed revisions to the storefront maintain the overall eclectic design, quality and function of the project. No changes to the site plan are proposed. Therefore, the City Planner has determined that the application qualifies for a consistency determination with the approved permit and approves the changes to the project based on Planning Division Administrative Policy No. 35.
