Background On Jan. 9, 2020, the California Department of Transportation, or Caltrans, notified staff that the city had been selected for a grant in the amount of $72,000 to prepare the city's LRSP. On Oct. 6, 2020, the City Council adopted Resolution No. 2020-195, authorizing execution of the program supplement agreement with Caltrans to accept the LRSP grant. On Feb. 2, 2021, the city executed a professional services agreement with the local transportation consulting firm, Chen Ryan Associates, to prepare the LRSP. Discussion The LRSP is a data-driven traffic safety plan that uses a systematic approach to address unique roadway safety concerns in the city. Completion of the LRSP would qualify the city to apply for and receive future Highway Safety Improvement Program, or HSIP, funds. Development of the LRSP includes an analysis of citywide collision data to identify locations, patterns and trends of roadway safety issues in the city and recommend safety improvements that integrate the "four E's" approach, which represents engineering, enforcement, education and emergency responses. The LRSP development effort includes involvement of a range of stakeholders with different background and local knowledge, which is critical to the success of the LRSP. The city's LRSP stakeholder group comprises members from various city departments including those in the Public Works Branch, Fire and Police, as well as outside agencies and civic groups including the Traffic and Mobility Commission, school districts, Caltrans, North County Transit _District and Bike + Walk Carlsbad. Public Works Branch Transportation Department 1635 Faraday Avenue I Carlsbad, CA 92008 I 760-602-2746 t Council Memo -Local Roadway Safety Plan Update (Districts -All) Feb.3,2022 Page 2 The project team has completed the citywide analysis of collision data, which included over 3,000 collision records during a 5-year period, from 2015 to 2019. Top collision profiles by accident type and location, also referred to as emphasis areas, have been identified. Two stakeholder group meetings were conducted in a virtual platform in October and December 2021, during which the collision data analysis results and emphasis areas were presented and discussed. The team is currently working on development of roadway safety improvement recommendations for the emphasis areas identified, which are expected to be finalized in fall 2022. The project team will conduct additional stakeholder group meetings in February and April 2022, to discuss and prioritize the recommended roadway safety improvements. Next Steps Staff plan to present a status update on the LRSP development to the Traffic and Mobility Commission in March 2022, followed by a presentation of the draft LRSP report at a subsequent meeting.
