Desaiption/Explanation: We propose to replace the existing 3-story multi-use structure at 4509 Adams St. with a new 3-story structure containing a 20 unit Timeshare project. The approximately 1 acre site is referred to in the Agua Hedionda Lagoon segment of the local Coastal Plan (LCP) as "Whitey's Landing". It is located on the south side of Adams St. and slopes downward from the street to the northern shoreline of the Lagoon. The site is designated on the General Plan as Travel/Recreation Commercial, (T-R) and is zoned as Residential Tourist, (R-T). The existing 3-story multi-use building steps down the slope and contains a small apartment on the upper floor; an approximately 3,000 sq .ft. (40'x 75') Restaurant on the Main floor; and two bathrooms & and storage rooms for the Boat Oub faciHty and boat launching ramp on the lower level. Except for the Restaurant, which has been closed for several years, this structure and the commercial uses have been in existence, and continuous use, on this site for more than sixty (60) years. When the Restaurant's lease expired, we did not renew because we sterted planning redevefopment of the site. Since we are mandated by the LCP to continue the Travel/Recreational Commercial uses on the property, we reviewed the uses allowed in the R-T zoning, and determined that the best use would be Timesha~ (Vacation Rentals), which is the very definition of R-T; Residences for Tourists. The Boat launching and aquatic recreatiQnal activities on the lower level will continue as they have for more than 60 years. However• do plan minor aesthetic changes to the roo~ of the Recreation Center to make it archit;turally compatible with the new building. Date: 12-15-2014 For: P-1(0) Page4of4 Revised 07/10 MANAGEMENT ANO MAINTENANCE PLAN RESORT SITE -------- The property will be managed by a timeshare management company, ____________ which will be responsible for all facets of the operation including: ■ Housekeeping -maids' salaries, laundry, cleaning supplies, etc; ■ Maintenance -covers both scheduled routine upkeep and special repairs needed for building, amenities and grounds; ■ Utilities -water, sewer, electricity, etc. for units and common areas; ■ Front Desk -salaries for front desk, reception, PBX operators, activities department, etc.; ■ Insurance -including fire and casualty, flood, earthquake and liability; ■ Reserves -a reserve fund is established to provide for the long-term replacement of furnishings, fixtures and building rehab; and ■ Management -includes a management fee based on a percentage of the operating expenses excluding reserves. Management will be performed under a written management contract between and the timeshare homeowners -----------------association. The California Oeparbnent of Real Estate requires that al timeshare homeowners associations enter into management contracts with a recognized management company prior to the Department's issuance of the Public Report. The management contract has an initial term of three years with automatic three-year renewal terms.
