either #1 or #2 in salary and #3 in total compensation for sworn positions. On the other
hand, CPOA's proposal would result in sworn positions being ranked #1 in salary and #3 in
total compensation.
Article 12 Bilingual Pay: Both parties agree on the increase of pay from $40 to $50. CPOA
rejects the addition of sentence: "This Article shall not be subject to the grievance
procedure."
Article 27 Education Incentive: The City's proposal offers a higher amount than CPOA's
proposal for sworn officers but CPOA previously proposed an education increase for non-
sworn positions and it is unclear whether they have withdrawn this proposal. We will
seek clarification during the impasse meeting.
Article 41 Reopener: The City's proposal includes a reopener if San Diego CPI is 5.8% or
higher in October of 2022 and 2023. CPOA rejects this proposal and prefers a reopener if
CPI is 5.0% or higher.
Detective Pay: The City rejects CPOA's proposal because detectives are already paid
within the 67th percentile of comparator jurisdictions and providing additional holiday
pay would create internal inequity with other classifications in the CPOA unit.
NEXT STEPS
The City Negotiation Team will meet with the CPOA Negotiation Team to conduct an impasse
meeting and attempt to resolve the issues in dispute. The City's Negotiation Team will obtain a
written proposal from the CPOA and discuss it with Council in Closed Session at the next
scheduled Closed Session following the impasse meeting.
