HomeMy WebLinkAbout2022-01-10; Economic Development Subcommittee; Minutes(City of Carlsbad Economic Development Subcommittee Special Meeting Minutes Virtual Meeting Jan. 10, 2022 — 4 p.m. CALL TO ORDER & ROLL CALL Mayor Hall called the meeting to order and all Subcommittee Members (Mayor Matt Hall and Council Member Priya Bhat-Patel) were present. Chief Innovation Officer David Graham and Assistant City Attorney Cindie McMahon were also present. APPROVAL OF MINUTES Minutes of the Aug. 16, 2021 Regular meeting Minutes of the Oct. 18, 2021 Regular meeting Mayor Hall made the motion to pass the minutes. Subcommittee Member Bhat-Patel seconded the motion. The motion passed unanimously. PUBLIC COMMENT None. SUBCOMMITTEE COMMENTS & ANNOUNCEMENTS None. NEW BUSINESS Item 1. Biennial Business Survey of Carlsbad Businesses Recommendation: Receive an informational report regarding the biennial business survey of Carlsbad businesses, discuss and provide recommendations. SW Research President and Principal Researcher Josh Williams and BW Research Project Manager Sarah Lehmann presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Subcommittee received the report. Item 2. Economic Development Update Recommendation: Receive an informational report regarding city economic development activities, discuss and provide recommendations. Chief Innovation Officer David Graham and Economic Development Manager Matt Sanford presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). Carlsbad Chamber of Commerce President & CEO Bret Schanzenbach, Carlsbad Village Association Executive Director Christine Davis and Visit Carlsbad President & CEO Kim Sidoriak shared updates for each of their respective organizations. The Subcommittee received the report. Item 3. Innovate78 Economic Development Partnership Update and MOU Recommendation: Review and discuss the MOU amongst the five 78 Corridor cities to jointly fund the collaborative economic development and marketing strategy known as Innovate78 and provide recommendations. Chief Innovation Officer David Graham and Economic Development Manager Matt Sanford presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Subcommittee received the report. Subcommittee Member Bhat-Patel made the motion to approve the Memorandum of Understanding by and among the 78 Corridor cities for cost-sharing of professional services to market the 78 Corridor cities. Mayor Hall seconded the motion. The motion passed unanimously. Item 4. Carlsbad Banner Program Update Recommendation: Receive an informational report on the Carlsbad Banner Program, discuss and provide recommendations. Economic Development Manager Matt Sanford presented the report and reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Subcommittee received the report. Subcommittee Members encouraged staff to explore other geographic opportunities for banner displays, discuss with Carlsbad business organizations and update the Subcommittee with any changes. Item 5. City Possible Economic Data Partnership Recommendation: Receive an informational report regarding the opportunity of joining City Possible, discuss and provide recommendations. Chief Innovation Officer David Graham reviewed a PowerPoint presentation (on file in the Office of the City Clerk). The Subcommittee received the report. Subcommittee Member Bhat-Patel made the motion to recommend staff evaluate the standard Memorandum of Understanding to establish a public-private partnership with City Possible. Mayor Hall seconded the motion. The motion passed unanimously. SUBCOMMITTEE MEMBER REQUESTS FOR FUTURE AGENDA ITEMS None.
