Sept. 20, 2021 Zoo~ Meeting Chair Luna called the meeting to order at 5:30 p.m. ROLL CALL Present: Absent: Chair Luna, Vice Chair Martinez, Commissioners Simons, Thorp, Alle- mann and Steketee Commissioner Sebahar was absent. PLEDGE OF ALLEGIANCE ANNOUNCEMENTS None APPROVAL OF MINUTES ACTION: On motion by Commissioner Simons and a second by Vice Chair Martinez, AYES: NOES: ABSTAIN: ABSENT: the minutes of the June 21, 2021 Parks & Recreation Commission meeting were approved. SR# 0921-1 DEPARTMENT REPORT Recreation Services Manager Mike Pacheco, Parks Services Manager Tim Selke and f:>arks & Recreation Director Kyle Lancaster reported on recently completed, ongoing and upcoming Parks & Recreation Department programs, events and park projects. 2 of 3 Chair Luna asked about the memorial program and what the city is doing about funding the maintenance of the program and if the city is budgeting to maintain the items in per- petuity? Kyle Lancaster explained they are to be maintained in perpetuity. Kyle Lancaster further explained there is no timeline for replacement, for example a tree will eventually die, and the city would take on the responsibility of replanting the tree, and if there is damage or vandalism to other amenities, the city would be responsible for replacing them and ongo- ing maintenance. Chair Luna then asked about the update on no alcohol in the parks, except for special circumstances. Kyle Lancaster clarified the item was introduced to the City Council as a municipal code amendment brought forward by the Police Department and the City Attorney's Office . There are already two parks in the downtown village area where alcohol is not permitted. Magee Park has reservable areas that allow alcohol with a facility use permit. The public is not allowed to have an open container at Magee Park or Maxton Brown Park, where in other parks it is allowed and has been for decades. This ordinance is to address the homelessness issue within public right of ways and certain parks. The request is to ex- pand the prohibition of alcohol to Pine Ave. Community Park and Holiday Park. After re- viewing records from those sites, the Police Department determined it was addressing multiple service calls related to alcohol. The item was originally slated for introduction last week at the City Council Meeting, but there was a desire from the City Council to further explore the provisions related to overnight camping within parks and on public rights of way, so the item was sent back to staff and continued to this week's meeting. It will be reintroduced with options for the City Council's consideration. Commissioner Simons asked about the Rancho Milagro property; he thought they recently said they were going to do a study about extending one of the streets, College Blvd. or Cannon Rd. and asked if the road would go through that property. Kyle Lancaster stated the property is southeast of College Boulevard and El Camino Real. Kyle Lancaster further explained that there has been discussion on pushing College Boulevard through, and that potential project will be part of the decision-making process. There are some financial obligations for property owners along the envisioned extension of College Blvd. The city may have to contribute to the extension if it owns an adjacent property. COMMITTEE/CITY COUNCIL REPORTS None AGENDA ITEMS FOR FUTURE COMMISSION MEETING Commissioner Steketee asked about returning to in person meetings in the future. Kyle Lancaster indicated that we only have direction for virtual meetings through Septem- ber, and we expect to receive further direction from the City Manager by the end of this month.
