AGENDA OF:April 6, 2022 Project Planner: Don Neu Project Engineer: N/A SUBJECT: PLANNING COMMISSION SELECTION OF OFFICERS – Commission discussion of the need for an adopted procedure for determining how to rotate the chair and vice-chair positions so each commissioner has an opportunity to serve as an officer. The City Planner has determined that the action does not constitute a project within the meaning of the California Environmental Quality Act under California Public Resources Code Section 21065. I.RECOMMENDATION The Planning Commission should discuss whether a majority of the members of the Planning Commission support the need for an adopted procedure for determining how the chair and vice-chair positions are selected and provide direction to staff. II.PROJECT DESCRIPTION AND BACKGROUND At the Planning Commission meeting held on February 16, 2022 Commissioner Luna requested and a majority of the members of the Planning Commission supported placing on a future agenda an item that would permit a discussion regarding determining how to rotate the chair and vice-chair positions. Stated as part of the request to agendize the matter was to discuss a rotational succession order that is predictive for selecting the chair and vice chair positions. The information provided in this report is to assist the Planning Commission in the discussion of this matter. Carlsbad Municipal Code Section 2.15.080 titled Chair and vice chair is listed below: A.Each board or commission shall appoint one of its members as chair to serve for a term of one year. B.The chair shall preside at all meetings of the board or commission. C.Each board or commission may also appoint one of its members as a vice chair to serve in the place and stead of the chair during the chair’s absence. D.The chair and vice chair shall be subject to removal at any time, for any or no reason, by a majority vote of the board or commission. There are no code requirements addressing how the chair and vice chair positions are to be selected. The adopted Planning Commission Procedures list the powers and duties of the chairperson but not how the officer positions are selected. The practice of the Planning Commission is to annually select the positions based on nominations with a second and vote of the Planning Commission. 4 Staff Report 0 PLANNING COMMISSION SELECTION OF OFFICERS April 6, 2022 Page 2 Chapter 2.24.020 of the Carlsbad Municipal Code states that the Planning Commission shall consist of seven members to be appointed pursuant to Section 2.15.050. That section requires that the mayor nominate three individuals and each councilmember shall nominate one individual to serve on the commission. All nominations shall be subject to ratification by a majority vote of the city council. In November of 2022 the positions of Mayor in addition to Councilmember for Districts 1 and 3 will be up for election. In November of 2024 the Councilmember positions for Districts 2 and 4 will be up for election. Table A below lists the expiration date for each commissioner’s term and the nominating Councilmember. Therefore, it does not require environmental review.
