HomeMy WebLinkAbout2022-04-21; Fire Station No. 2 Project Update (District 4); Gomez, PazTo the members of the: .CITY COUNCIL Dat~~..l,'-?-CA ✓ CC ✓ CM_ACM ✓ DCM {3)~ April 21, 2022 Council Memorandum To: Honorable Mayor Hall and Members of the City Council - From: Paz Gomez, Deputy City Manager, Public Works Via: Geoff Patnoe, Assistant City Manager ~ Re: Fire Station No. 2 Project Update (District 4) {city of Carlsbad Memo ID #2022045 This memorandum provides an update on a previous Council Memorandum dated Dec. 16, 2021, on the status of the Fire Station No. 2 project, Capital Improvement Program (CIP) Project No. 4060 (project), which is reconstructing Fire Station No. 2 located at 1906 Arenal Road. Background Reconstruction of the permanent Fire Station No. 2 started in June 2021, and it has progressed steadily. Since the last project update, fire operations staff have continued working out of the temporary fire station, which is located in the parking lot area adjacent to the City Library near Dove Lane. Discussion In February 2022, the structural steel frame for the building was completed, followed by the second floor and roof concrete placements. In March 2022, the interior and exterior wall framing was installed. This month, the exterior wallboard and interior drywall will be installed. Work continues to proceed on schedule and is currently 63% complete. The project schedule has not experienced any additional delays since the previous update. The anticipated project completion date remains as October 2022. One significant development since the last project update relates to San Diego Gas & Electric's (SDG&E) electrical infrastructure, which was recently determined by their engineers to be insufficient for the permanent Fire Station No. 2. They have designed an upgraded system to be installed for a shared cost between SDG&E and the city. This work is not currently expected to impact the completion date for the project. Public Art Mary Carter Taub's design agreement for the public art to be placed at the permanent Fire Station No. 2 was fully executed on Feb 4, 2022. At that time, staff began meeting with Ms. Carter Taub and the city's project team on developing her initial site-based design concepts in anticipation of the community engagement and outreach strategies. Ms. Carter Taub will participate in two staff-facilitated in-person community workshops taking place on Saturday, Public Works Branch Fleet and Facilities Department 405 Oak Avenue I Carlsbad, CA 92008 I 442-339-2980 t Council Memo -Fire Station No. 2 Project Update (District 4) April 21, 2022 Page 2 April 30, 2022, at the City Library on Dove Lane and at the Batiquitos Lagoon adjacent to the nature center. Based on staff's communication with Ms. Carter Taub, she and staff felt strongly that there should be two in-person community workshops to meet people where they are and to hold these workshops in close proximity to the permanent Fire Station No. 2, as well as the temporary fire station. Staff are also working on digital community engagement for a broader citywide approach. Staff are scheduled to share the site-integrated design concept and feedback that was received from both the community workshops and digital engagement and recommend approval of the design concept to the city's Arts Commission on May 5, 2022.
