This memorandum provides information related to the need to develop a Security Master Plan
for city facilities and other city-owned physical infrastructure.
Background
The city has not historically provided a consistent overarching plan or policy for the security of
City Hall, the Faraday Center and other city office buildings. Instead, establishing physical security
at city facilities has been done on an as-needed basis. Departments can identify the need for
additional security measures, such as restricting access to an area or installing security cameras,
and the Information Technology Department has worked to address the technology related
aspects of improving these security measures. This includes estimating costs, executing
agreements, and managing implementation using the department's available funding. This
decentralized approach has resulted in security gaps in some areas, an inconsistent approach to
security technology, and ongoing maintenance and usage problems.
Discussion
This memorandum covers staff's plan to develop and implement a Facility Security Master
Security Plan (plan). The plan would provide a comprehensive strategy and define standards and
processes for city facility security. The City of Carlsbad is committed to protecting the safety of
the public and city staff at city facilities amid today's security risks. The City Council approved of
the creation of this plan for the city's public building and other facilities as part of the Strategic
Digital Transformation Investment Program (SDTIP) for fiscal year 2021~22. The plan
development will cost $89,990 and will be funded by the Technology Investment Capital Fund
(formerly the Innovation Fund). The city has hired Public Consultant Group (PCG) to conduct an
independent objective security assessment of the city's public buildings and other facilities. PCG
has many years of experience conducting security needs assessments and has a Master Service
Agreement (MSA) with the city to provide for this type of service. PCG will evaluate site design
and layout, environmental components, access control, intrusion detection, closed-circuit
television camera placement and general public safety. A task order was issued to PCG using the
MSA in the amount of $89,990 in order to conduct the assessment.

• An inventory of city facilities and other city-owned physical infrastructure that have a
need for security
• A walk-through of each city facility with appropriate staff to determine where security is
needed, the type of security needed and the level of risk
• Review of current policies and procedures to guide how the cameras are to be used, how
long video files are to be retained,1 what signage should be required, and how to
safeguard both the publics and staff's privacy, as appropriate
• Development of any new policies and procedures deemed necessary
• A three-to-five-year timeline, prioritized by risk, to establish needed security at identified
city facilities and infrastructure
The plan will also include a draft request for proposals to provide a phased comprehensive
approach to establish security that may include the replacement of the city's current access
control and video management platform, an upgrade of the security currently in place and the
implementation of additional security in identified locations.
Current city facilities w ith access control systems or security cameras include:
• City Hall complex
• City Ubrary on Dove Lane
• Cole Library
• Library Learning Center
• Faraday Center (only lobby cameras)
• Pine Avenue Community Center
• Senior Center
• Police and Fire Headquarters
• Safety Training Center
• Elmwood house (exterior cameras only)
Current city parks with security cameras:
• Alga Norte Community Park (comprehensive coverage but aging system)
• Poinsettia Community Park (limited camera placement)
• Aviara Community Park (only covers new structure)
• Pine Avenue Community Park (limited camera placement)
The goal of the plan is to ensure that the City of Carlsbad provides the level of security required
for all visitors and staff in city buildings and other public facilities. Staff plan to request the

funding for the security measures identified by this plan during the city's fiscal year budgeting
process, as part of the city's Strategic Digital Transformation Investment Program.
Budget Impact
The plan development will cost $89,990, will be funded by the Technology Investment Capital

Digital Transformation Investment Program (SDTIP) for fiscal year 2021-22.
Next Steps
No action is needed at this time. Staff will provide any necessary updates and will provide the
Facility Security Master Plan to the City Council at a future date.
