This memorandum provides information related to the police department's assistance in
disseminating educational resources to aid in the reduction of human trafficking.
The San Diego Harbor Police Foundation in partnership with the San Diego County District
Attorney's Office, developed a free training video for employees in San Diego's tourism industry
to help stop human trafficking.
Statistics compiled from the San Diego County District Attorney's Office and the Federal Bureau
of Investigation show that criminals engaged in human trafficking prey on and lure children, sadly
with many falling victim.
• 90% of high schools in San Diego County have human trafficking cases involving students.
• The average age of victims in San Diego County is 16 years old.
• Victims likely won't call police or ask for help even when in public places.
This month members of the police department's Crime Suppression Team met with
representatives of the San Diego Harbor Police Foundation who provided them with resource
pamphlets to disseminate to hotels, motels, and the local airport. The pamphlets display a QR
code with direct access to the he/pstophumantrafficking.org website. Once on the website,
tourism employees can access free training specifically directed toward hotel housekeeping and
room service, front desk and guest services, hotel security, airport employees and airport
security. The training provides awareness for those working in tourism on signs to look for and
how to quickly alert authorities when human trafficking is suspected, as well as resources for
local and national law enforcement related to human trafficking.
The Crime Suppression Team contacted employees at the McClellan-Palomar Airport and 37
hotels and motels in the City of Carlsbad and provided the training material. The police
department believes that continued partnerships with our local tourism employees focusing on
education and greater exposure to this issue, as well as developing relationships with our
officers, will encourage them to report human trafficking activity and potentially save future
victims.
