Re: Servicing Trash/Recycling Receptacles in the Village Streetscapes (District 1)
This memorandum provides information on the servicing of the split-stream trash/recycling
receptacles in the Village streetscapes, and actions taken to reduce their periodic full state.
Background
The contractor for servicing the split-stream trash/recycling receptacles in the Village
streetscapes has an assigned work period of 7 a.m. to 4 p.m. daily, from mid-September to
Mid-April. However, during the longer days and increased activity of spring and summer, the
assigned work period is extended to 8 p.m. daily. Specific to the servicing of the trash/recycling
receptacles in the Village streetscapes, as well as those in all parks and beach accesses, the
contractor is required to complete an initial round of service by 10 a.m. daily. There are nearly
100 trash/recycling receptacles in the Village streetscapes that must be serviced. The
contractor is required to complete additional rounds of service, as needed throughout its
assigned work period, to prevent full trash/recycling receptacles.
Discussion
Earlier this month, the City Manager's Office received reports of certain trash/recycling
receptacles in the Village streetscapes being full, particularly during the late afternoon through
early morning periods. In response, staff has reiterated the trash/recycling receptacles
servicing specifications to the contractor, and enhanced its focus on the monitoring of those
services. The contractor's assigned work period has also been extended to 8 p.m., through the
summer.
Further, staff has ordered fourteen single stream trash receptacles to be added to the existing
split-stream receptacles at prominent locations in the Village streetscapes that tend to
generate greater volumes of trash -e.g., near take-out food establishments. These receptacles
are custom fabricated with the "Carlsbad Village" branding, and therefore require a significant
lead time. Staff does, however, anticipate receiving and placing the receptacles by summer.
The servicing of the additional receptacles will then be incorporated to the contact for the
Village streetscapes, at a negotiated increased ongoing cost. The procurement of the additional
trash receptacles, and the ongoing cost of servicing them to specifications, will be addressed

within the applicable operating budgets. No additional appropriations are being requested at
this time.
Next steps
Staff will continue to ensure the existing trash/recycling receptacles in the Village streetscapes
are being serviced to contractual specifications. Staff will also ensure the additional trash
receptacles are received and placed as soon as practical, and will then incorporate them into
the Village streetscape contract for servicing.
