• The Housing and Homeless Services Department began the process of updating the
city's Homeless Response Plan based on City Council direction from the Strategic
Planning Workshop held on March 15, 2022. Staff anticipates bringing this forward to
the City Council for feedback and consideration in Fall 2022.
• On April 18, 2022, Windsor Pointe began move-ins at the building on Oak Avenue. Two
people formerly experiencing homelessness in Carlsbad have moved in so far. The
building on Harding Street will be ready for residential occupancy in May 2022.
• City staff facilitated a case conferencing meeting with service providers working with
people experiencing homelessness in the City of Carlsbad. Case conferencing meetings
are held on a monthly basis to increase coordination and collaboration. During the
meeting feedback was solicited from service providers to help inform updates to the
Homeless Response Plan.
• The city received 2 qualified proposals in response to the Request for Proposals period
for Employment and Benefit Specialist Services within the City of Carlsbad. This is part
of the Work Plan approved by the City Council on May 4, 2021. The proposals are in the
evaluation process. Based on the dollar amount of the anticipated contract, contract
approval will be brought forward to the City Council for approval. This is expected to be
placed on a City Council agenda in June 2022.
• The Police Homeless Outreach Team (HOT) has continued with an initiative to reclaim
shopping carts and return them to the merchants that own them. HOT Officers have
been tracking this initiative since Dec. 21, 2021. To date, HOT Officers have recovered
and returned 89 shopping carts, issued 19 citations and 2 written warnings.

• The city's quality-of-life ordinances related to homelessness and public spaces went into
effect on Nov. 11, 2021. These ordinanaces and other federal, state and local laws have
helped the HOT hold the homeless community accountable while continuing to offer
compassionate outreach and resources.· To date, Police Officers have issued
145 warnings, 187 citations, and have made 45 bookable arrests.
Emergency Shelter and Hotel Voucher Program
• The HOT has placed 22 individuals and two households into the Emergency Hotel Pilot
Voucher Program since November 2021. Participants are typically allowed to stay up to
three nights. In rare cases, the HOT can increase the time if there are available resources
that are taking longer to secure. Of the 24 placements, 15 have been bridged to shelter,
treatment or more permenant housing, while some are still awaiting long term aid.
• Staff will be including an update on the Hotel Voucher Program to the City Council in
May 2022 as part of the Quarterly Report. Staff will be requesting City Council approval
of a modification to current policies and procedures within the current funding
allocation.
• The city received 2 qualified proposals in response to the Request for Proposals period
for consultants interested in providing training and technical assistance to help Catholic
Charities Diocese of San Diego operate the La Posada de Guadalupe Shelter as a
housing-focused low barrier shelter. This is part of the Work Plan approved by the City
Council on May 4, 2021. The proposals are in the evaluation process. Based on the dollar
amount of the anticipated contract, the contract can be executed at the Director level.
This is expected to be executed in June 2022.
• City staff are currently working with Catholic Charities Diocese of San Diego to develop a
Service Agreement for additional clinician services at the La Posada de Gudalupe Shelter
as part of the Work Plan approved by the City Council on May 4, 2021. Staff will bring an
agreement to the City Council for approval in May or June 2022.
Community
• In April 2022, the Housing and Homeless Services Department held focus groups with
people currently experiencing homelessness and formerly unhoused individuals.
Feedback from the focus groups will be used to inform updates to the Homeless
Response Plan.
• On April 19, 2022 Housing and Homeless Services Department staff attended a public
funder stakeholder meeting with the new Public Regional Outcomes Standards Board
(PROS Board) of the San Diego Taxpayers Educational Foundation. The PROS Board is
drafting a Discussion Paper identifying homelessness reporting outcomes including
overarching issues, challenges, and strengths with regard to meaningful performance
reporting in the field. Following the release of the Discussion Paper, they will convene

interdisciplinary work groups by topic area to further prioritize and evaluate how the
creation and adoption of governing standards may enhance trust and usability of
performance reporting.
• The Housing and Homeless Services Department presented at a meeting at Faith
Community Church.
• The city removed two handwashing stations and one portable toilet based on damage,
community feedback, and operational conflicts. The city is evaluating the placement of
all mobile toilets to ensure they are currently appropriately placed.
• The City of Carlsbad has been invited to attend the virtual Regional Task Force on
Homelessness (RTFH) Intergovernmental Roundtable scheduled for May 9, 2022. The
meeting allows jurisdictions and the RTFH to share information and concerns.
